At-its February 260'meefirig,the Council approved: • A Resolution supportig the DNR local trail corniectian application for Peary Park 2. At its March le riming;the Council approved: -C.`iity Ordinance 395:City Board,Commissions. • Fmmation of fe Financial Planning and Analyst Committee. A Resolution supporting the Tony Schmidt Regional Park Master Plan and a Resolution supper ling the Rice Creek North Regioml Trail. • Two stA ivisiom. Therefore,fliere will be two subdivisions worth of park dedication fees. • The preliminary development agre tnent with the developer (CRR). Also, the developer aonounced its name change to Ryan Rebbein Land Development,LLC. I Upcoming Meetings • Monfly Planning Commission and City Council meetings were set up to address TCAAP issues. • A town hall meeting on April 26d'at North Heights C n-ch at 6:30 pm • A transportation open house at the Ramsey County Public Works Facility on April 2 d to 4` discussion the Hig hway 10lHighway 96 area. . • The PTRC work session wiih the Council was moved to June 18ft. PARKS,TAAII.S AND RECREATION COMMrrrEE MEETING kr 20 2007 P 2 5. MC STRATEGIES PLAN—FUNDING DISCUSSION Ms. Iverson slated that she reviewed the funding material that was pmovided. Among the funding options nuftoned in the material she felt that a dty/school district eooperatrie was mare favorable,although there were some loop holes with that as well. Ms. Iverson stated that the City of Eager► had some unique programs,but she did not think they were feasible long term solutions. Chair Henry stated that Excel Energy had an interest m establishing wind Unbines through out the city. According to a Pioneer Press article,each wind turbine would return$3,000 to$5,000 annually to the city. Chair Henry asked if revenue generated from TCAAP would be part back into that area and therefore result in no'park dedication fees tieing WIlected.Council Liaison McClung replied that it was one of the issues in the master development agreement that was still to be determined and negotiated. Ms. Iversour.slated that grants were harder to obtain, but a possible alternative.were the two TIF (tax fimmmmIlt f nmicing)-districts: Cottage Villas and the Gateway areas. Typically when a TIF district expires, it goes back on the tax rolls. The City then has the flexibility to ino r =the levy in the amount that was collected on the incremem and dedicate those monies hoards something else. Ms..Odeon reviewed the projects that were included in the CIP. 2007 Projects: i, old Highway 10 Railroad Improve This project would be funded with State Aid money and$50,OQD from the park fund. - ! BAsketbaWeanis Court recon auction at Lummrings. It is estimated that$�5,000 or mare would be used from the Park Fund for this project. 2008 Projects e ' County Road E Sidewalk. It was very likely that this project would be delayed until 2009. Committee llefber William suggested that money from the park dedication fee be used to hire an - enguwemg firm to figure out how to address Council Member Holden's concerns about the intersection. Chair Henry suggested setting up a meeting with Ms. Kris Gaga, Civil Engine, to look at County Road E and then to discuss possibilities. • BasketbaWennis Court Rehabilitation $15,000 was budgeted in the general fund for resurfacing at Hazelnut Park. d City Trail Signage Estimated cost was$25,000. Chair Henry suggested designating the trails for easier recognition. He also requested that information on walkinglbAdrig and trail connections be posted on the city web page. 2009 Projects im Basketballfrerinis Court $15,000 was allotted from the general fund. Nils.Olson staged that there was a possible Eagle Scout project building park benches this summer. Part of the-project would include r+eeauffftending was where beaches were needed. M.Hoag commented that he preferred constructing the benches out of recycled plastic as it was nearly mdestructiible and relatively maintenance fig. Ms: Olson stated that in previous years,tiie City has held an annual flower planting day and over the last few yews, annuals were switched out with perennials. With most gardens converted to perennials, Ms. Olson aslmd'if the oommittee wanted to continue with the flower planting day. Chair Henry suggested holding a buckthorn removal day in the spring instead. The committee consensus was to try and organize a Buckffim-+Removal Day and invite City Council,neighbors,and odier interested volunteers. I. Disk golf COUM990cce golf Course 'pile PTkC is exploring the idea of a disk golf course or bocce golf course because these activities-provide ai d&er way for citizens to enjoy our palm.The estimated cost is$7,500, location to be-detenniftW 2. ]Fenced dog park While a fenced dog park has been proposed as a potential strategy,it appears that Ramsey County is disaussing-the idea of adding a dog park to Tony Schmidt Regional Park. Discussion of this option should follow that decision. Staff estimates the cost of Ons development-at$15;000. 3. .li prove warming house conditions at Freeway Park and Hazelnut Park. These parr see increased use during the wing months and the current warming houses are inadequate. The condition of the uanming houses has been addressed by Council action. 4. Study the feasibility of improving Valentine Park. The park floods every spring due to the fact that it is at a lower elevation than..Lake Valentine. The play structure,warming house,and baseball field are routinely flooded. -Replaament-of the play stf cture has been delayed several times due to these issues. Information on costs-and benefits of improving the park,and consideration of other options for providing a park for the neighborhood,will lead to a future recommendation. STRATEGIES POP,T;RARS Trail developnnent has lagged behind the City's investment in park facilities for a number of years. The PTRC recommmids development of an arterial or"core"trail system that provides sinews to all areas of the community and in addition,p mvides needed access to the trail systenu in adjacent communities and to the regional frail-system. - The proposed trail segmeanU also become an integral part of the overall tramsportafton network. 1: Tony Schmidt Park 1t.aRlroad underpass This impiovement has been scheduled for construction this year and will provide improved access to the Park fri=neighborhoods to the north utilizing already complcted'portions of the Arden Hills trail.network. It will also form a strong connection with other r000nimended arterial trails;especially the anticipated Ramsey County trail connecting Tony Schmidt with Long bake Regional Park PTRC StrategW for Padre and TSrar'ls Page 2 2. Perry Park tiall down to lift station road. This trail connection will link Perry Park to the Tony Schmidt Railroad underpass. The City will apply fOr a DNR Local Connection Grant for this trail segment. The grant has a 50016 match up to$100,000. The total estimated cost is$38,500. 3. West side of Old Snelling fi`om Highway 51 on the south to County Road E on the north. This portion of highway is tenifively scheduled for improvement during 2010.Building the proposed trail as part of that project has obvious advantages. This#rail segment is a key link in the major n>onth sotith arterial through the city which will eventually connect the existing Arden Hills with the new TCAAP development. This trail may be eligible four municipal state-aid finding. In the future, this trail could be extended to Lydia along the west side of Highway 51.- 4. Sour side of County road E from Old Snelling to Connelly This very important tttail links the eastern and western portions of the City,connects two existing parks,provides aecess to busidesses for people living west of Hwy. 51 and is an iropor=part of a longer east-vest arterial traversing the city from west to east. 5.- -Last side of Old Snelling from County Road E to Highway 96 This is a con#inuation of trail segment 3 and would include reworking of the railroad unddpam north of Lindey's as well-as some form of grade separation when the Highway 10 and 96 intersection is reconstructed.. This segment is crucial to improved circulation between the misting and new portions of Arden Hills. 6. North-side of Lake Johanna Boulevard from County Road E on the west to Old Snelling on --the east. DevekT meat of this traiil segment would complete the southern east west arterial through the city. It is heavily used now—year round—by residents,as well as students from Bethel and Northwestem Colleges mud Mounds View High SchooL That-uw is likely to increase with the growing popularity of Tony Schmidt Park and the Cou nty's completion of the trail link under the railroad(Segment 1). Ramsey County has rmpested that the Metropolitan Council designate Tony Schmidt as a regional park which will finther increase its visitor use. As a result,Arden Hills may be eligible for regional park fiords to improve this trail and provide safe access to the pork. 7. Traffic signals at County Road E and Old Snelling This intersection becomes a major connector in the arterial trails system and trails approach and leave the intersection from diff not sides of the street.. South side of Highway 96 finom North Heights Church on the east to Old Highway 8 and Long Lake Regional Park on the west. This trail segment completes the northm east west arterial through the city by linking with the misting trails along Highway 96. It would provide better access to city hall and the development in TCAAP as well as providing safe access to the land-and water-based recreational gvortunities afforded by Long Lake-R4a ial Parr the Rice Creek trail system leading to the Mississippi River,and Tony Schmidt. 9.' Elmer L.Andersen Trail Designation The PI-RC Will he working with Ramey County Parks and Recreation to detemike the exact location and length of what will be recommended as the Ebner L.Andersen Memorial Trail. A naming guideline policy will also be presented to City Council for their consideration for approval. 10. Safe Routes to School Trail along County Road E2—including connection to Venus Avenue The.City,County, and School District will partner to apply for a grant through the Federal Safe Routes to School Grant Programs. The segment of trail that is being considered is the south side of County Road E2 from Old 10 to New Brighton Road and the connection across the street in the-Ramey County Open space—connecting the neighborhood. There is no cash match for this grant. However,it is a reimbursable grant.
