CALL TO ORDER Chair Henry called the April 17, 2007 meeting of the Parks,Trails and Recreation Committee to order at 7:02 p.m. MEMBERS PRESENT: Committee Chair Bill Henry, Committee Members Jim Crassweller,Lanny Baumann,Rich Straumann,Roger Williams, Steve Zilmer. OTHERS PRESENT: Michelle Olson,Park and Recreation Manager; and Dave McClung, City Council Liaison. MEMBERS NOT PRESENT: 2. APPROVAL OF AGENDA: MOTION: Committee Member Straumann motioned, seconded by Committee Member Zilmer to approve the agenda as presented. The motion carried unanimously. 3. APPROVAL OF MINUTES—April 17,2007 MOTION: Committee Member Williams motioned, seconded by Committee Member Straumann to approve the minutes as presented. The motion carried unanimously. 4. COUNCIL UPDATE Council Liaison McClung provided the following update: 1. At the March 26h meeting, the Council: • Awarded the 2007 Pavement Management Program. • Approved a Resolution regarding the transfer of the TCAAP wildlife corridor and athletic fields. 2. At the April 9th meeting: • The cost and assessments for the 2007 PMP were declared. • The Council approved consulting services with Kennedy& Graven Chartered,LLC relating to the preparation of the TCAAP Master Development Agreement. • The Council approved consulting services with Michael Commodes of Spencer Fane Britt and Browne, LLP,relating to the preparation of the TCAAP transfer. • Arden Hills Association III signed a short term exclusive use agreement for use of the Sheehy tennis courts. 5. PARKS,TRAILS AND RECREATION UPDATE Ms. Olson provided the following update: • Public Works staff is currently short one employee who is out on workers comp. • The new tanker in the CIP will be going to the Council for bid approval. • Ms. Olson and Mr.Hoag are currently hiring for public works and recreation seasonal positions. • The deadline for the Friends of the Park tree donation is April 18th. • The City was not awarded the Safe Routes to School Grant. The next opportunity to apply would be in late August/early September. PARKS,TRAILS AND RECREATION COMMITTEE MEETING APRIL 17, 2007 Pam • At a previous meeting, the PTRC made a motion for staff to get Council to show support towards the Elmer L. Andersen connection/extension. That will be brought to an upcoming Council meeting. • Committee membership interviews will be held Thursday, April 19th. There were five applicants and the committee has two vacancies. The applicants were: Joani Werner, John Peck, Wallace Nosek;Harold Peterson and Charles Kachel. 6. COMMITTEE EXPECTATIONS There was a committee expectations discussion and the following changes were suggested. • Change the last word in the first sentence in the second paragraph to"within". • Replace the Missions/Purposes section with the wording that Chair Henry provided. • Replace"objectives"with"goals". • Start the expectations section on the second page and starting the numeration with number one. • Change the order of the three purposes in the first sentence in the Missions/Purposes section to read, "Parks, trails and recreation in Arden Hills enhance the health and well-being of the residents/guests, increase the desirability of the city as a place to live or work and improve the value of citizen's property." MOTION: Committee Member Crassweller motioned, seconded by Committee Member Straumann to accept the Committee Expectations as amended. The motion carried unanimously. 7. PTRC PRIORITIES RELATIVE TO CIP • Disk Golf/Bocce Golf Course MOTION: Committee Member Crassweller motioned, seconded by Committee Member Straumann to recommend budgeting $2,500.00 to put in a bocce golf course at Lindey's Park this year. The motion carried unanimously. • Fenced Dog Park—The Committee would wait to see what Ramsey County does. • Freeway and Hazelnut Park Warming Houses—Ms. Olson stated that Freeway Park was set and in good shape. The City could move warming house from Cummings to Hazelnut, or leave the site as is. The estimated cost of the move was between $6,000 and $8,000. This will be discussed at the July work session. • Study feasibility of improving Valentine Park—This would be brought to the July work session. The estimated cost to fix the park was between$200,000 and$250,000. • Tony Schmidt Park Railroad Underpass - The construction was complete and Ramsey County anticipated paving from County Road E to Lift Station Road this summer. In regards to whether the County would keep this open year round, the County would probably not be able to maintain this trail during the winter months and would probably require assistance from the City if it were to be open year round. The City will need to work out an arrangement with Ramsey County. • Perry Park Trail-Waiting on DNR Grant • Trail on Old Snelling — East versus West Side discussion took place. The PTRC strongly recommends the East Side. • South side of County Road E trail and bridge —We did not get the funding for this project and this will be reevaluated and brought back to Council to see what other funding opportunities (such as MSA funds)could be utilized. • CPA Railroad Bridge—Staff is verifying that the estimate we have is correct and then it will go to Council to see if they want to move forward on preliminary plans. MSA funds are proposed to be used. • North side of Lake Johanna—No timetable is set on this. It is listed as priority#3 in the Tony Schmidt Master Plan. PARKS,TRAILS AND RECREATION COMMITTEE MEETING APRIL 17, 2007 Page 3 • Traffic signals at County Road E and Old Snelling — This will be discussed at the July Council/PTRC work session. • South side of Highway 96 from North Heights Church • Elmer L. Andersen trail-Would like to see Ramsey County complete this trail into Tony Schmidt. • Safe Routes to school trail — We did not receive this grant and staff will reapply for the next solicitation in late August,if Council directs staff to do so. Chair Henry requested that the Economic Development Commission be invited to the joint PTRC and Planning Commission picnic in July and asked if there were any objections. 8. ARDEN HILLS WEBSITE: IDENTIFYING WALKING AND BIKING OPPORTUNITIES The following changes were discussed regarding the Parks and Trails Map. • Indicate(with a solid brown line)future trails: - On the north side of Lake Johanna. - The railroad underpass trail that would connect to the Mounds View High School and North Heights Church. Beside the solid red line by Valentine Hills Elementary School. - Along Lexington Avenue from County Road E to I-694,replacing the existing solid blue line. - On the east side of Old Highway 10 from County Road E to Highway 96. • The solid brown line along New Brighton Road from County Road E2 to County Road D should be removed. • Indicate a connection into TCAAP from Old 10. • Remove the future park on Parkshore Drive. Land O' Lakes contacted Mr. Hoag regarding their interest for a trail on their side of Lexington Avenue. Ms. Olson provided an update on upcoming meetings. • Also on the July work session with the City Council was a discussion regarding trail integration with TCAAP. • The TCAAP Master Plan Workshop and Open House was scheduled for April 26ih from 6:30- 8:30 p.m. at North Heights Church. Committee Member Straumann stated that the Boy Scouts would be helping to plant about 200 trees in the AHATS property. 9. NEXT MEETING AGENDA TCAAP Parks and Trails discussion 10. The regular meeting of the Ramsey County Parks and Recreation Commission was called to order by Chair Straumann at 6:10 p.m., at the Ramsey County Parks and Recreation Department, 2015 North Van Dyke Street, Maplewood, Minnesota. Members Present: Deb Falkowski, Phil Jenni, Gale Pederson, Candace Petersen, Richard Straumann Members Absent: Terry Huntrods, Jonathon Kusa, Elyssa Weber Staff Present: Greg Mack APPROVAL OF AGENDA Chair Straumann asked for a motion to approve the agenda. Ms. Pederson moved, seconded by Ms. Petersen that the agenda be approved. Motion carried. APPROVAL OF MINUTES Chair Straumann asked for a motion to approve the minutes of the February 13, 2007 meeting.A request was made to modify the February 13, 2007 minutes by removing Larry Holmberg as an attendee and adding Stan Linnell as an observer. Ms. Falkowski moved, seconded by Ms. Pederson, that the minutes of the February 13, 2007 meeting be approved as modified. Motion carried. REVIEW OF PRELIMINARY DESTINATION CONCEPTS AND SITE PLAN FOR TAMARACK NATURE CENTER Mr. Mack provided the Commission with an overview of the consultant's preliminary interpretive, site plan/analysis and exhibit plan for Tamarack Nature Center's Destination of Discovery. More information will be forthcoming in the next several weeks. DESIGN AND COST ESTIMATE FOR A SNOWMAKING SYSTEM AT BATTLE CREEK REGIONAL PARK Mr. Mack presented the feasibility study completed by SEH for the installation of snowmaking equipment at Battle Creek Regional Park. The cost for snowmaking for the cross-country ski trail alone is estimated to be $2.6 million. The consultant provided two additional options: One option in addition to the ski trail was adding a temporary system for the ski/sledding hill at a cost of$212,000. The second option provides a permanent snowmaking system for the ski/sledding hill at a cost of$291,000. TONY SCHMIDT MASTER PLAN CHANGES The Tony Schmidt Regional Park Master Plan was presented to the Arden Hills City Council on March 12, 2007. The City Council approved the Master Plan with the modification that the trail along Lake Joanna Boulevard (Elms Anderson Trail Extension)will take priority over the west side of the trail system around Farrel's Lake. DIRECTOR'S REPORT ♦ A study has been completed to assess the future operations of the Ramsey Nursing Home. In addition, the Port Authority was invited to join in a discussion of the possibility of building senior 1 housing on the fairgrounds site. The senior housing concept includes an option of building senior housing on the Parks and Recreation Department's Administration Building site, which would necessitate a new building for the department's administration and maintenance services (including Goodrich Golf Course maintenance). The Barn building would remain as a historic building. The County Board has commissioned a study to assess the senior housing market in the Maplewood area. ♦ Legislative Activity: The regional park implementing agencies are requesting $5 million per year for supplemental regional park operations and maintenance. The proposal has been presented to House and Senate Committees. The Governor has recommended $3.3 million per year. Talks are underway with the Minnesota Amateur Sports Commission (MASC)staff with regard to rehabilitating a warehouse building in the Rice Creek Regional Trail section within the former TCAAP suite to host large scale cross-country ski events. It is likely that conversion of the building will be included in the MASC State bonding request in 2008. ADJOURNMENT Upon appropriate motion, the meeting adjourned.
