SUBJECT: State of the City
In 2011,the EDC worked

Theev e t was held on September business-
oriented State of the City 14,the Wednesday prior to
Celebrating Arden Hills. Presentation topics included:
• Economic development goals;
• Financial management, property taxes, and the 2012 budget;
• Transportation improvements;
• • Parks and trails plans;
• City business districts;
• Development projects; and
• The stadium proposal.
Approximately 50 people, in addition to staff and Council, attended the State of the City. The
event was well-received, and attendees reported that it was helpful.
At an upcoming City Council work session meeting, staff intends to request City Council
direction on a potential 2012 State of the City event. Input from the EDC is requested prior to
the work session.
Discussion Questions:
1. Should a business-focused State of the City event be held in 2012?
2. If so, should the event be held the week prior to Celebrating Arden Hills as it was in
2011?
3. Should anything about the event(time, location, format, etc.) be changed in 2012?
4. What presentation topics should be considered?
5. What are the EDC's recommendations for marketing the event in 2012?

SUBJECT: City Website Redesign
The City website redesign project has been moving forward quickly. The website ad hoc
committee and staff have completed a wire frame design of the home page and the navigation
structure. Table 1 on the following page depicts the navigation structure for the Business
section. Business will be a global link on the home page,meaning that it will be one of the five
links (also including About Arden Hills, Government,Departments, and I want to. . .)that will
appear at the top of every page on the website.
Ten topics will be available from the Business page:
• Available Properties
• Building&Permits
• Business Districts (with additional links to the County Road E, Gateway/Round Lake,
and Red Fox/Grey Fox Business Districts)
• Business Licenses
• Business Resources (with additional links to Tax Increment Financing & Abatement and
Revolving Loan Program)
• Economic Development Commission
• Local Businesses
• Planning& Zoning
• Signs
• Starting a Business
The development of some pages, such as the Revolving Loan Program, may be delayed
depending on the ability to develop content prior to the website project deadlines.
A preliminary description of the content of each page is included in Table 1. Although the
navigation has been finalized,work on content has not yet begun. Input on content is requested
from the EDC.

SUBJECT: TCAAP Update
The Ramsey County League of Local Governments (RCLLG) held its April meeting in Arden
Hills. The topic was the past, present, and future of TCAAP. A bus tour, led by Mike Fix, US
Army Commander's Representative, was offered prior to the meeting. The meeting included a
presentation on the history of TCAAP, previous development proposals, environmental
conditions, and the status of the current purchase agreement between Ramsey County and the
General Services Administration. Speakers included Mike Fix; Greg Mack, Ramsey County
Director of Parks and Recreation; City Planner Meagan Beekman; and Community Development
IPDirector Jill Hutmacher.
Because the Star Tribune published an article on the meeting in the Sunday, April 22 newspaper,
several members of the public from Arden Hills and surrounding communities attended the
meeting, as well as members of the RCLLG. Over 50 people participated in the tour and
attended the meeting.
The meeting and presentation was filmed for later broadcast on Channel 16 and will be available
via webstream on the City's website.
