Background 1. Overview of Request: Bethel University is proposing to construct a 52,448 square foot wellness center over two phases. The wellness center would be an addition to the north side of the Robertson Physical Education Center and the Hagstrom Student Center, in the same general location as the existing temporary classrooms (Attachment A). The footprint of the addition would be 13,112 square feet and would consist of four floors, with the first floor being located below grade. The average height of the addition would be 39 feet, six inches. The height of the addition would be comparable to the height of the buildings to which it is attached. Bethel University operates under a CUP Master Plan. As the College comes forward with plans, they are reviewed against the Master Plan for consistency. While building plans consistent with the Master Plan require a site plan review, those not included in the original plan must be approved through a CUP Amendment. At this time Bethel is proposing to construct the fitness center, but in a different location than was previously anticipated, and with a broader array of services and amenities related to the overall wellness of the students. Because the location and size of the project are being adjusted from what was included in the 1996 Master Plan, a CUP Amendment is necessary. Furthermore, the maximum height allowed for buildings in the B-1 District is 35 feet. A variance is needed to allow the building to be constructed at a height of 39 feet, six inches. As part of the application, Bethel University is also proposing adjustments to the timing and location of the temporary classrooms that are located in the general area of the proposed wellness center. Two of the four classrooms are proposed to be relocated to the parking area on the north side of the Community Life Center, while the other two would remain in their current configuration. Upon completion of Phase II all four temporary classrooms would be removed. The applicant has submitted an application,project description, narrative, a site plan, elevations,and site survey (Attachments B and E). 2. The total landscape area would decrease to 79.45 percent of the property from the current 79.61 percent landscape area. Total lot coverage would subsequently increase to 20.55 percent from 20.39 percent. The Master Plan for the campus limits total lot coverage to 25 percent. Lot coverage would not exceed the coverage limit with this proposed expansion. B. Setbacks—Meets requirements The wellness center is proposed to be located near the center of the Bethel University campus,hundreds of feet from the nearest property line. C. Height— Variance Requested The maximum height allowed for buildings in the B-1 District is 35 feet. The proposed wellness center would be an average of 39 feet, six inches in height, measured from grade to the top of the parapet. The addition would be as high as 48 feet in some areas to align with the height of the Robertson Physical Education Center. The Hagstrom Center is approximately 41 feet, nine inches in height. Section 1325— General Regulations A. Landscaping and Tree Preservation—Meets Requirements Minor tree removal will be necessary within the proposed construction area. The tree removal that is proposed would not trigger the tree preservation ordinance. Trees required as part of previously approved landscaping plans will be relocated or replaced depending on their size. Based on the size of the addition, additional landscaping is not required. B. Lighting—Meets Requirements No additional lighting is proposed as part of this project. C. Screening and Fencing—Meets Requirements All mechanical operating equipment will be screened from view of adjacent streets and differing land uses. Parapets will be used to blend the roof line of the wellness center with the rooflines of the buildings to which it will be attached. No additional screening is required as part of this proposal. D. Parking, Loading, and Circulation—Meets Requirements The wellness center is not anticipated to generate additional parking demand because it is City of Arden Hills Planning Commission Meetingfor.May 9, 2012 P:Wlanning0anning Casesl2012112-006-Bethel University-CUP Amendment(Pending)W-09-15-PC Report-Bethel CUP Amendment.doc Page 4 of 9 intended to be used as an ancillary amenity by students already on campus. The relocation of two temporary classrooms will impact approximately five parking stalls, which will be reabsorbed by existing parking on site. E. Temporary Buildings—Meets Requirements Temporary classrooms are permitted provided they are accessory to permanent principal buildings, and have received a temporary permit from the City Council. The City Council may determine the time limit for a temporary building to_assure that the applicant pursues a permanent solution to the situation that required the temporary structure. Bethel University has had four temporary classrooms since 2004. Initially the temporary classrooms were granted until May 2011, or when the University Commons building was completed, whichever came first. When the University Commons building was completed in 2009, Bethel University requested an extension for the temporary classrooms for an additional three years. The Council granted this extension request, and the temporary classrooms are permitted through October 31, 2012. If the Council extends the use of the temporary structures through the completion of Phase II of the wellness center, or October 2016, whichever occurs first, the conditions of the original 2004 CUP Amendment would remain in effect, except for Condition H which addresses the timing of their removal (Attachment Q. 2. Conditional Use Permit—Section 1355.04 Subd 3 Section 1355.04 Subd 3 of the Arden Hills Zoning Code lists the criteria for evaluating a Conditional Use Permit. The Planning Commission and City Council shall consider the effect of the proposed use upon the health, safety, convenience and general welfare of the owners and occupants of the surrounding land, in particular, and the community as a whole, in general, including but not limited to the following factors: 1. Existing and anticipated traffic and parking conditions; 2. Noise, glare, odors, vibration, smoke, dust, air pollution,heat, liquid or solid waste, and other nuisance characteristics; 3. Drainage; 4. Population density; 5. Visual and land use compatibility with uses and structures on surrounding land; adjoining land values; 6. Park dedications where applicable; and the 7. Orderly development of the neighborhood and the City within the general purpose and intent of this ordinance and the Comprehensive Development Plan for the City. 3. Variance Review Criteria—Section 1355.04 Subd 4 City of Arden Hills Planning Commission Meeting for May 9, 2012 P:WlanninglPlanning Cases12012112-006-Bethel University-CUP Amendment(Pending)105-09-15-PC Report-Bethel CUP Amendment.doc Page 5 of 9 On May 5, 2011, the Governor signed into law new variance legislation that changed the review criteria City's must use when evaluating variance requests. The new law renames the municipal variance standard from "undue hardship" to "practical difficulties," but otherwise retains the familiar three-factor test of(1) reasonableness, (2) uniqueness, and (3) essential character. Also included is a sentence new to city variance authority that was already in the county statutes: "Variances shall only be permitted when they are in harmony with the general purposes and intent of the ordinance and when the terms of the variance are consistent with the comprehensive plan." Therefore, in evaluating variance requests under the new law, in order to find a practical difficulty, cities should adopt findings addressing the following questions: • Is the variance in harmony with the purposes and intent of the ordinance? • Is the variance consistent with the comprehensive plan? • Does the proposal put property to use in a reasonable manner? • Are there unique circumstances to the property not created by the landowner? • Will the variance, if granted, alter the essential character of the locality? As was the case before the new legislation took effect, economic considerations alone cannot constitute a practical difficulty. Furthermore,the new law clarifies that conditions may be imposed on granting of variances if those conditions are directly related to and bear a rough proportionality to the impact created by the variance. 4. Additional Review The City Public Works Director and Building Inspector have reviewed the project and have not expressed any objections to the proposal. Building permits will be required and all building and fire code requirements will be met. Findings of Fact The Planning Commission must make a finding as to whether or not the proposed all meets the requirements of the Zoning Code and if they would adversely affect the surrounding neighborhood or the community as a whole. Staff offers the following findings for consideration: General Findings: 1. Bethel University is located in the B-1 District 2. The proposed use is a permitted accessory use in the B-1 District 3. Temporary classrooms are permitted accessory uses in the B-1 District 4. The proposed wellness center would be an average of 39 feet, six inches in height. 5. With the exception of height,the proposal for the wellness center meets all requirements of the Zoning Code 6. A variance has been requested to address the height of the wellness center. The temporary structures meet all requirements of the Zoning Code Conditional Use Permit Evaluation Findings: 8. The proposed plan would not have any impact on traffic or parking conditions because the uses are accessory, and provided to students already on site. 9. The proposed plan will not produce any permanent noise, glare, odors,vibration, smoke, dust, air pollution, heat, liquid or solid waste, and other nuisance characteristics. 10. The proposed plan will not impact drainage. 11. The proposed plan will not impact population density. 12. The proposed plan is not expected to have a visual impact on surrounding properties or on land use compatibility with uses and structures on surrounding land or adjoining land values because the new structures will not be visible from outside the Bethel University Campus. 13. Park dedications are not applicable. 14. The proposed plan does not conflict with the general purpose and intent of the Zoning Code or the Comprehensive Development Plan for the City. Variance Evaluation Findings: 15. The variance would be in harmony with the purpose and intent of the City's ordinances and Comprehensive Plan. 16. The variance request would put the property to use in a reasonable manner because a university campus is a permitted use in the B-1 District, and a wellness center is a reasonable ancillary use to that. 17. The property is unique in the City because of its size and configuration, which allows multiple large buildings that are not visible from adjacent property. 18. The proposal will not alter the essential character of the neighborhood because it is not anticipated to be visible from adjacent property. Notice Notice was published in the Arden Hills/Shoreview Bulletin and notice was prepared by the City and mailed to residents within three-hundred fifty (500) feet of the subject property. Public Comments The City received one email (Attachment D) from a resident concerned with storage of materials during the construction phase. The project shall be completed in accordance with the plans submitted as amended by the conditions of approval. Any significant changes to these plans, as determined by the City Planner, shall require review and approval by the Planning Commission and City Council. 2. The applicant shall continue to abide by all previous agreements and Conditional Use Permits, as amended by the conditions of approval of this application. 3. A Conditional Use Permit drafted by the City Attorney shall be signed by the applicant prior to the issuance of any building permits. 4. A building permit shall be obtained for all proposed structures. 5. Building permits for Phase I shall be issued by June 30, 2013, or an extension shall be requested at least 45 days preceding this deadline. 6. Building permits for Phase II shall be issued by June 30, 2016, or an extension shall be requested at least 45 days preceding this deadline. 7. All temporary classrooms shall be removed prior to the issuance of a certificate of occupancy for Phase II, or by October 31, 2017, whichever occurs first. Options & Proposed Motion Language l. Recommend Approval with Conditions: Motion to recommend approval of Planning Case 12-006 for a Conditional Uso Permit, Variance, and extension of temporary classrooms at 3900 Bethel Drive based on the findings of fact and the submitted plans as amended by the seven conditions in the May 9,2012,planning case report. 2. Pursuant to Minnesota State Statue,the City extended its review period to 120 days, and must act on this request by July 3, 2012 (60 days), unless the petitioner grants the City additional review time beyond the 120 days. This letter has been updated since our original 1 March submission. Bethel requests approval of both phase 1 and 2 with the understanding that construction on phase 2 will begin within three years of the start of construction of phase 1. Phase 1 is currently scheduled to begin in June 2013. Background Information regarding land use application The following information was obtained from a December 4, 1996 memo from the Arden Hills Community Development Director,Kevin Ringwald. • A sports complex addition was originally approved by the Council as part of a series of "minor amendments to the Master Plan since 1978 to facilitate development on the site." • This complex was originally planned to join the Sports and Recreation Center on the east side,but to have comparable wellness and fitness related functions. • Since the time of the original approval,the concept has remained the same but the location has shifted to join the Robertson gym complex in order to better balance the current population and activity centers of the University. • The new Wellness Center also appears to be the same relative size of the originally approved building although the programming of both phases of the Wellness Center now includes the original fitness concept, original classroom concept,and original locker room improvement concept, as well as the added services of Counseling,Health Services, and an academic wellness-related department such as Biokenitics which are more currently considered part of a University Wellness and Fitness complex. Information and Requests relatingtotemporga modular classrooms The proposed construction of the Wellness Center phases will have an impact on use of temporary modular classrooms on campus. Under City Special Use Permit Case No. 04-10,Bethel was allowed to install four temporary classrooms just north of the Robertson Center. The original authorized period of use was"seven years or the completion of the student life center,whichever occurs first." Unfortunately the Brushaber Commons,which was completed in 2009,did not have the originally planned classroom components and Bethel subsequently requested an extension to continue using the temporary classrooms. Planning Case No.: 09-006 was submitted and approved by the Council resulting in permission to extend use of the classrooms until Oct 31,2012. The Wellness Center will be constructed partially on the site of the existing temporary classrooms. Until phase 1 of the new Wellness Center is completed and the new classrooms are placed on line,Bethel has a need to replace the existing temporaries. Our request includes the following specific items: l. Installation of two new temporary classrooms in the parking lot area north of the Community Life Center. This allows for ADA accessibility and proximity to utilities and restrooms. Each classroom would be approximately 850 fe which is identical to the existing temporaries. In order to replace the remaining two temporaries lost during construction,we are also remodeling the first floor of the Hagstrom building to include classroom spaces. 2. Removal of the two temporary classrooms on the west side of the existing temporary classroom modular,since these units are directly located in the phase 1 project and material laydown areas. 3. Permission to continue use of the remaining two temporary classrooms on the east side of the existing temporary modular. During phase 1 construction,this area would serve as the office and meeting space for the contractor which provides construction set-up saving to Bethel. After phase Iconstruction,we request to return these two classrooms to academic use until the phase 2 construction begins. At that point the units would be removed. 4. Permission to use the new temporary classrooms identified in#1 until phase two of the Wellness Center is completed. The new phase 2 classrooms would then offset the need for all temporaries. The need to continue use of temporary classrooms in this limited manner is driven by the findings of our campus master planning process. The consultant's reports indicate a serious shortage of classrooms to serve our current students and this is certainly validated by our own experience. In addition,because of other campus needs,we expect that our next major academic expansion,a new science building, is likely to be in the 10-15 year time frame. Since our academic Science departments are a key strength of our offerings at Bethel,we will need to develop some interim science spaces which carry Bethel forward until the new science building is constructed. This of course puts even more pressure on our existing classrooms resulting in this sequence of requests to continue temporary classroom use. The attached documents provide background information related specifically to the existing and proposed temporary classrooms. Attachment: 1. Provides the site location for the new proposed temporaries. Bethel has already been coordinating with Dave Scherbel for placement relating to existing structure. 2. The layout of the new classrooms which are anticipated to be provided by the same vendor as the existing temporary classrooms. 3. The anticipated construction of the new temporary classrooms indicated the additional fire protection needed due to dissimilar building constructions. This construction is indicated on this sheet. 4. Our existing temporary classroom modular north of the Robertson Center. 5. The proposed remaining temporary classrooms from the existing temporary modular north of the Robertson Center. We understand the connection between these issues is complicated and stand ready to assist with any questions. Please contact us for any clarifications or additional information. We look forward to another successful working relationship with your office on this important project for Bethel University. The proposed Wellness Center is to be located between the existing Robertson Center (RC) and Hagstrom Center(HC) buildings, to the north of the existing building connecting link continuing along the existing north wall of the RC building. The addition is to be a (4) story structure with ADA access to all levels from the existing HC elevator (Phase 1) and a new elevator (Phase 2). The existing fire sprinkler system in both the HC and RC buildings will be completed in association with the Wellness Center project; the new facility will have full fire suppression. Phase 1 Level 1 at this time is being planned as building services and general storage space and is accessed from level 1 of the existing HC building. Level 1 is completely below grade level. Levels 2 &3 are planned to house the new Fitness Center components of the Wellness Center: Level 2 is planned as the main controlled entry to the facility and is accessed from the existing level 2 connecting link between the HC and RC buildings. It will include reception space, staff offices and testing lab, communicating stair and platform lift to level 3 as well as the free weight areas. The existing RC building level 2 cardio and weight rooms will be remodeled into new ADA accessible locker and shower facilities. The existing RC building level 2 toilet rooms will be remodeled to become ADA compliant. Level 2 will be partially below grade level. Controlled entry to the facility will be provided through the stair tower at the northeast corner of the building. Background On September 9, 2002, the City Council approved a Planned Unit Development (PUD) to construct a 90,000 square foot Cub Foods store at 3717 Lexington Avenue in Planning Case 02- 018. The PUD included an approval for 778 square feet of signage (678 square feet for wall signage and 100 square feet for a monument sign). The signage approved in the PUD has been installed. In 2007, Cub Foods requested an additional forty square feet of signage for the new "Now Express Medical Clinic" that is located inside of the store. The City Council approved that application, and the signage was subsequently installed. 1. Overview of Request: SuperValu is the owner of Cub Foods, and is requesting an amendment to the PUD that would allow a drive-up window for the pharmacy inside the building. The drive-up window would be located on the south side of the building and would require minor modifications to the existing parking lot. Section 1320.09— Special Requirements for the B-3 Service Business District—Meets Requirements The Code specifies that drive-up windows in the B-3 District maintain a distance of 1,320 feet from one another unless the following conditions are met: 1. Shared access drives and shared parking are utilized by all such businesses using drive-up windows in said building or complex. 3. Only one building or architecturally unified complex containing two or more businesses using drive-up windows will be allowed in addition to one freestanding business using a drive-up window. 4. The architecture and the site, grading, circulation, landscaping, screening and signage plans shall unify the appearance and function of the complex or building. 5. An architecturally unified complex may consist of one or more buildings on one or more parcels if the intent of providing a unified appearance and function is not compromised. 6. The applicant shall submit a circulation plan that demonstrates that the use will not interfere or reduce the safety of non-motorized movements, specifically pedestrian and bicyclists. B. Additional Requirements for Drive-up Windows—Meets Requirements The Code specifies additional minimum requirements for drive-up windows, and businesses in the City. Because the building and pharmacy are preexisting, many of the additional requirements do not apply to this application. 1. Location. The Code requires that the drive-up window not create an unreasonable traffic volume, which in not anticipated to occur with this application because the pharmacy is a preexisting use on the property. Furthermore, the Code requires a distance of at least 1,320 feet between drive-up windows. At present there are three drive-up windows within 1,320 feet of the subject property; Arby's Restaurant, TCF Bank, and the future Walgreen's Pharmacy. Criteria for waiving the minimum distance requirement are outlined above. 2. Electronic Devices. A speaker will be installed as part of this proposal, and will be located 63 feet from the nearest property line. The City Code requires a minimum distance of 50 feet. 3. Access and Circulation. The Code requires at least two access points on the subject premises for drive-up windows. This requirement is met by the current configuration of the site. Furthermore, vehicular and pedestrian circulation is not anticipated to be negatively impacted by the proposal. Landscaping—Meets Requirements The proposed plan does not require a landscaping plan or trigger the Tree Preservation Ordinance. Any impacted landscaping will be required to be relocated to remain in conformance with the originally approved landscaping plan. D. Lighting—Meets Requirements The application includes the addition of 3-4 recessed lights that will shine downward. The lighting is anticipated to meet the requirements of the City's Zoning Code. E. Additional Design standards to modifications in the B3 District The City has in place additional design standards for new development, redevelopment, and modifications to existing sites in the B3 District. Because the proposal includes minor modifications to the property's exterior and parking lot, most of the City's design standards do not apply. The one exception is the requirement for awnings or overhangs to be provided at openings to a building. The current proposal does not include an awning or overhang over the drive-up window; however, the conditions of approval include that this requirement be met. F. Parking—Meets Requirements The proposal includes a reduction of 19 parking stalls on the south side of the building to facilitate the drive-up window circulation and vehicle stacking. There are currently 496 parking stalls on site and if approved the number of stalls would be reduced to 477. The Cub Foods has a shared parking agreement with the retail strip center to the south, and both properties are owned and managed by Inland Shannon Square. Inland has reviewed the proposed plans and has indicated their approval and support of the project(attached). Parking is not anticipated to be negatively impacted because of the remaining number of parking stalls, and the location of the stalls to be removed, which are located on the side of the building,rather than the front. 2. Conditional Use Permit Evaluation Criteria—Section 1355.04 Subd 3 Section 1355.04 Subd 3 of the Arden Hills Zoning Code lists the criteria for evaluating a Conditional Use Permit Amendment,which can also be used to evaluate PUD Amendments. The Planning Commission and City Council should consider the effect of the proposed use upon the health, safety, convenience and general welfare of the owners and occupants of the surrounding land, in particular, and the community as a whole, in general, including but not limited to the following factors: 1. Noise, glare, odors, vibration, smoke, dust, air pollution,heat, liquid or solid waste, and other nuisance characteristics; 3. Drainage; 4. Population density; 5. Visual and land use compatibility with uses and structures on surrounding land; adjoining land values; 6. Park dedications where applicable; and the 7. Orderly development of the neighborhood and the City within the general purpose and intent of this ordinance and the Comprehensive Development Plan for the City. 3. Sign District 5—Section 1240.01 Table 1 of the Sign Code The Cub Foods store is located in Sign District 5. For developments not in a PUD, a typical property would be permitted up to 80 square feet of wall signage and 100 square feet for a freestanding monument sign. The property currently has 718 square feet of wall signage. While this greatly exceeds the maximum allowed in this district, it should be noted that this property and building are significantly larger than other properties as well. The applicant is proposing to remove the existing 264 square foot pharmacy sign on the front of the building and replace it with a smaller(207.11 square foot)pharmacy sign that indicates the drive-up. This would equate to a reduction of 56.89 square feet of wall signage. In addition,the applicant is proposing to install a new 220.43 square foot sign on the south side of the building over the drive-up window. If approved, the building would have 881.54 total square feet of wall signage. The applicant has submitted elevations of the building indicating existing and proposed wall signage (attached). Sign Standard Adjustment—Section 1260.01 Section 1260.01 of the Sign Code permits adjustments to sign height, number,type, lighting, area, and/or location through the site plan review process if criteria number 1 or 2 is met and the required criteria number 3 is met: 1. There are site conditions which require a sign adjustment to allow the sign to be reasonably visible from a street immediately adjacent to the site; or, 2. The sign adjustment will allow a sign of exceptional design or a style that will enhance the area or that is more consistent with the architecture and design of the site; and, 3. The sign adjustment will not result in a sign that is inconsistent with the purpose of the zoning district in which the property is located or the current land use. Please note that the above criteria are not directly referenced or required for PUD Amendments requests to add signage to a property; however,the criteria do provide some City of Arden Hills Planning Commission Meeting for May 9, 2012 P:IPlanningW Tanning Cases12012U2-008-Cub Foods-PUD Amendment(Pending)W-09-12-PC report-Cub Foods PUD Amendment.doc Page 5 of 8 guidance for evaluating these types of applications. The PUD process itself permits the City to be flexible with signage standards depending on the needs and impact of a particular use. Staff believes that the signage request is excessive and that the drive-up can be adequately advertised, and all signs reasonably visible from the adjacent street, within the existing wall signage allotment. Findings of Fact The Planning Commission must make a finding as to whether or not the proposed application would adversely affect the surrounding neighborhood or the community as a whole based on the aforementioned factors. Staff offers the following findings for consideration: General Findings: 1. The Cub Foods building was approved by the City on September 9, 2002, in Planning Case 02-018. 2. The current grocery/pharmacy/liquor use is a conforming use in the B-3 Zone. 3. The addition of a drive-up window and additional signage requires an amendment to the planned unit development permit. Drive-up Window Findings: 4. The drive-up window would be located within 1,320 feet of another drive-up window. 5. The proposal meets all requirements of the Zoning Code pertaining to drive-up windows, with the exception of the 1,320 foot separation requirement. 6. The Zoning Code specifies criteria for waiving the 1,320 feet separation requirement. 7. The proposal meets all criteria specified in the Zoning Code for waiving the 1,320 foot separation requirement. Conditional Use Permit Evaluation Findings: 8. The proposal will not negatively impact traffic flow or parking on the site because the modifications to the parking are minimal, and the pharmacy is a preexisting use. Furthermore,the site is sufficiently large, with traffic circulation patterns in place to handle large amount of traffic and parking demand. 9. The proposal will not permanently change noise, glare, odors, vibration, smoke, dust, air pollution, heat, liquid or solid waste. 10. The proposal will not affect drainage on the property. 11. The proposal will not affect the population density on the property. 12. The proposal would not be incompatible with the other buildings in the B-3 Zone. 13. The proposal is unlikely to significantly affect land values on the subject property or on neighboring properties. 14. The park dedication requirement does not apply imthis application. The City granted 40 square feet-of additional signage in 2007. 17. The proposed sign plan would increase the amount of signage on the property by 163.54 square feet. The pharmacy sign on the front of the building would be replaced, and a new pharmacy sign would be located on the south side of the property. 18. There are no site conditions that exist that if additional signage is allowed will make the proposed or existing signage on the building reasonably visible from adjacent property. 19. The building and the services offered within it are reasonably visible to adjacent streets within the existing signage allotment for the property. 20. Additional signage will not result in a sign that is inconsistent with the purpose of the zoning district in which the property is located or the current land use. Notice Notice was published in the Arden Hills/Shoreview Bulletin and notice was prepared by the City and mailed to residents within three-hundred fifty (1000) feet of the subject property. Resident Comments Staff has not received any letters, e-mails, or telephone calls from property owners or occupants in regard to this planning case. Staff Recommendation Based on the submitted plans and findings of fact, Staff recommends approval of Planning Case #12-008 for a Planned Unit Development Amendment at 3717 Lexington Avenue North. Staff recommends the following four conditions be included with the approval: 1. The applicant shall continue to abide by the conditions of approval listed in Conditional Use Permit#02-018 and any other approved permits. 2. The project shall be completed in accordance with the plans submitted as amended by the conditions of approval. Any significant changes to these plans, as determined by the City Planner, shall require review and approval by the Planning Commission. 3. An awning or overhang, subject to the approval of the City Planner, shall be added over the drive-up window opening. 4. The wall signage on the building shall not exceed 718 square feet. If the application is approved, SUPERVALU will construct a drive-up pharmacy window on the south side of its Cub Foods store. This location is connected to the in-store pharmacy department. SUPERVALU has analyzed the amount of stacking expected to be generated by this addition, and has concluded that: (1) The proposed drive-up lane is adequate; (2) the magnitude of additional traffic is small in comparison to the existing traffic on site; and (3) on- site circulation patterns can be developed to ensure safety and convenient traffic flow. Additionally, as you will note on the attached concept site plan, that a stop sign has been added on the sidewalk at the exit of the drive-up window lane, and a "Do Not Enter" sign on the opposite side. Another "Do Not Enter" sign is added on the existing island. The existing parking stalls total 496 stalls. While parking stalls have been eliminated to allow for the drive-up window lane, the remaining 477 parking stalls are still within the 5.0 parking ratio. The shared parking agreement related to this shopping center has all been assigned to one party, Inland Shannon Square Shoppes LLC, an affiliate of the Owner. SUPERVALU will typically staff the drive-up window from 9AM to 9PM Monday through Friday and from 9AM to 6PM Saturday and Sunday. While there will be a speaker system, it is of a privacy nature to comply with the Board of Pharmacy requirements. The drive- up window is 4'x 8'. SUPERVALU will provide lighting consistent with the City guidelines. The only lighting added for the drive-up window will be 3-4 recessed flat lenses under the overhanging canopy that shine downward. SUPERVALU will be placing signage on the drive-up canopy. The signage package attached (which has the directions incorrectly stated but) depicts: (1) all current east elevation signage with dimensions ; (2) the proposed signage on the south elevation on the new drive-up canopy, which totals 220.43 square feet; and (3) the proposed changes to the existing pharmacy signage on the east elevation, where Option B would be the preference. The existing pharmacy sign is 264 square feet and the proposed Option B is 207.11 square feet. SUPERVALU is seeking to provide this drive-up window as a convenience for its customers and the community. Drive-Up windows are increasingly common as an added benefit to its customers, who are continually expecting more conveniences for their needs. As part of the process the City Council has appointed a Corridor Advisory Committee which consists of business and property owners along County Road E. The purpose of the committee is to work with the City's consultants and advise the Council on corridor improvements including access improvements, streetscaping, and traffic. The consultants will also be meeting individually with each property owner in the District over the coming months. March 26,2012, Regular Meeting The City Council voted unanimously to approve Planning Case 12-005 to allow a home occupation Class II at 1268 Amble Road. The Planning Commission voted unanimously to approve this planning case at their March 7, 2012, meeting.
