Other New Business ADJOURN TO PARK TOUR NEXT MEETING: Tuesday,July 10, 2012 - All Committee Picnic EN HILLS CITY OF ARDEN HILLS PARKS, TRAILS AND RECREATION COMMITTEE MEETING TUESDAY,MAY 15, 2012 ARDEN HILLS CITY HALL CALL MEETING TO ORDER Chair Garretson called the May 15, 2012, meeting of the Parks, Trails, and Recreation Committee to order at 6:38 p.m. MEMBERS PRESENT: Chair Garretson, Committee Members Don Messerly, Phil Kramlinger, Harold Petersen, Steve Scott,Nancy O'Malley and Chuck Michaelson. Committee Member Jane Larson arrived at 6:45 p.m. OTHERS PRESENT: Parks and Recreation Manager Michelle Olson. ABSENT: Committee Members John Peck and Rich Straumann. 1. APPROVAL OF AGENDA Ms. Olson indicated that Committee Member Peck asked that the Valentine Park Picnic Shelter be added under New Business. MOTION: Committee Member Kramlinger motioned to approve the agenda as amended seconded by Committee Member Michaelson. The motion carried unanimously (7-0). 2. APPROVAL OF MINUTES—April 17, 2012 MOTION: Committee Member Michaelson motioned to approve the April 17, 2012, minutes, seconded by Committee Member O'Malley. The motion carried unanimously(7-0). 3. UNFINISHED BUSINESS A. Trail Si2nne Ms. Olson reviewed that at the previous meeting the committee discussed the three sign options and there had been some questions which she has now researched. Ms. Olson indicated that for Option#2 she asked that the number system shown on the sample be replaced with the Arden Hills logo. The designer, however, had reservations about including the Arden Hills words into the sign because of the detail and suggested just having the tree. Ms. Olson indicated the sign material is very durable and that the signs have a 15-20 year life span. Ms. Olson mentioned that she included some information about the covering of the sign, called the Tuff Cover, and that most graffiti can be removed from the material. The total for the cedar posts would be approximately $15 per post and Vacker Sign indicated that the posts would not need to be cemented since they are down deep enough. Ms. Olson indicated that it would not be that expensive if it is decided to add cement and staff could install them. Vacker Sign estimated that it would be approximately$45 to replace a sign if one is damaged. Parks,Trails&Recreation Committee Meeting Minutes May 15,2012 Page 2 Ms. Olson indicated that pricing for option 1 would be around $1,800 and for Option 2,the option the committee preferred, $3,000,which would still be within the budget. Ms. Olson questioned if the committee preferred having a scale as opposed to having the mileage and the consensus of the committee was to go with the scale. Ms. Olson indicated she is recommending that they not include proposed trails because the maps would look too busy. She asked that the committee review the map with the 20 proposed sign locations. Ms. Olson informed that Vacker Sign suggested having 3-4 zoomed in maps with a"you are here" arrow for each sign. In addition, each map would have a small box on the bottom showing where you are in relation to the entire City trail system. Ms. Olson asked for comments from the - committee since she would like to bring this to the May 29 Council meeting for approval. She indicated that she could get a sample of a zoomed in map for the committee to see. MOTION: Committee Member Michaelson motioned that they recommend Option 2. Committee Member Kramlinger questioned if the sign at location#12 was coming from the school. Ms. Olson indicated it is at the entryway off County Road E2 and it goes into the woods. He also mentioned that he thought the sign company had reservations about cedar posts? Ms. Olson indicated that Vacker feels cedar for the posts is sufficient but not for around the signs. Committee Michaelson suggested they put the posts in concrete so the posts are well embedded. Ms. Olson indicated they could put them in concrete but Vacker Sign did not feel it was necessary. Discussion ensued and the group was in consensus of putting the posts in concrete. Ms. Olson indicated she would add the concrete to the price. MOTION: Committee Member Petersen motioned they recommend design option 2 with 20 proposed sign locations with concrete included in the installation of the posts. Committee Member Michaelson seconded the motion. The motion carried 8-0. B. Off Leash Doe Area Discussion Ms. Olson indicated she has provided them with information to begin the process of establishing a work plan for moving forward on proposing an off leash dog area. She noted the committee will need to identify possible locations and research what other cities are doing, and then put the information into a draft plan. She informed that she included information from the League of Minnesota Cities and a Risk Management Information Sheet. After speaking with a member of the League and with the City Attorney, it does not look like there will be much of a liability issue. Committee Member O'Malley suggested that when they go on the park tour they add an item to the Park Evaluation Sheets about whether the park would or would not be a good location for an off leash dog area. Chair Garretson indicated she felt this was a good idea. She suggested they not only look at parks when on the tour, but also look at those sites they feel would be good sites like the area off of Parkshore. Discussion ensued and it was the consensus of the committee to look at other areas as well. Parks,Trails&Recreation Committee Meeting Minutes May 15,2012 Page 3 Ms. Olson asked if there were any other suggestions for sites. Chair Garretson indicated she liked the hockey rink option and has looked at other cities that utilize hockey rink space. Ms. Olson indicated the League suggested that when looking at sites they make sure there is adequate parking. Council Liaison Holden questioned the noise volume of an off leash dog park. Committee Member Michaelson mentioned that he has heard there is more barking from the neighborhood dogs than from the dogs at the dog parks. Discussion ensued on sites for the dog park. Committee Member Michaelson suggested the area east of City Hall,between the Army Plant and City Hall. It was the consensus that this should be considered for a site. Ms. Olson indicated they could look at some of the other suggested locations while on their tour and that she will look into the cost for fencing in case a site was selected that required a fence. C. Preliminary 2013-2017 CIP Discussion Ms. Olson stated that in the memo she listed some items that were moved further into the future or some that have been unassigned. She asked the committee if there was anything else that should be added in the CIP besides the off leash dog park. Council Liaison Holden asked if there were any items they could add to the CIP stemming from comments made during last year's park evaluation, like Freeway Park. Ms. Olson questioned the committee on what they felt was needed at Freeway Park. She mentioned they could consider paving the small parking lot. Committee Member O'Malley suggested expanding the parking lot and adding landscaping. Ms. Olson wasn't sure how much the parking lot could be expanded but that could be looked at. She indicated that the pleasure rink does get use and this would eliminate a portion of that. She mentioned that adding suggestions to the evaluation sheets would be helpful when going on the upcoming park tour. Committee Member O'Malley asked if the members felt they should include adding drinking fountains to some of the parks. Council Liaison Holden indicated that having fountains would require too much maintenance. She questioned the item about installing bike racks. Ms. Olson indicated that was something the committee had wanted. Ms. Olson stated that since the CIP does not go to Council until after the park tour,the committee can still add items if they decide. Committee Member O'Malley asked if adding more trees to some of the parks could be an item for the CIP. Ms. Olson indicated they could add if they felt there was a need for additional trees. All Committee Barbecue—July 10,2012—Cummings Park Ms. Olson indicated they are considering having the all committee barbecue on July 10, 2012, and was wondering if this date would work for the committee members. The committee consensus was that date worked. B. Park Tour—Tuesday,June 19,2012—5:30 p.m. Ms. Olson asked if the members preferred having the park tour at 5:30 p.m. or if they preferred 5:00 p.m. It was the consensus of the committee members to change the time to 5:00 p.m. C. Other New Business—Valentine Park Picnic Shelter Ms. Olson informed that Committee Member Peck is asking the committee make a motion to name the picnic shelter at Valentine Park after Don Messerly. Ms. Olson indicated there is a naming policy which she will bring to the next meeting since the wording needed to be in the proper format in order to bring to Council. Council Liaison Holden asked if the culvert by Valentine Park had been cleaned and indicated that this should be checked every two weeks. Ms. Olson stated she had mentioned this to Public Works Director Maurer and had asked to have Public Works check it. Ms. Holden asked that Public Works Director Maurer e-mail her to verify that it is being checked. 5. REPORTS A. City Council Report Council Liaison Holden indicated that Council authorized the purchase of 11 more park benches and the locations picked by the PTRC. Ms. Holden indicated that they will be prohibiting parking on the west side of Old Highway 10 from McCracken to the railroad bridge. Council Liaison Holden informed that Council approved Valentine Park and that they are donating the play structure to Calgary Lutheran in Roseville. Ms. Holden also indicated that at last night's meeting Council passed the tobacco ordinance which states that sampling of tobacco products is not allowed in the City. Ms. Holden informed that Council denied the Holiday Inn remodel to studio apartments. Ms. Holden indicated that Sands Company, who is doing the affordable housing, has requested a letter of support for their application for Minnesota Housing Finance Agency tax credit financing for Arden Village. Parks,Trails&Recreation Committee Meeting Minutes May 15,2012 Page 5 Committee Member Michaelson asked what the contract price was for Valentine Park. Council Liaison Holden indicated the cost for the grading is $321,757 and that this does not include the amenities. B. Public Works/Park and Recreation Report Ms. Olson informed that they had a weekend of service the first weekend in May. Volunteers from churches around the area worked on a list of park projects like painting, adding mulch, weeding, etc. Ms. Olson indicated on that the same weekend they had an Eagle Scout project where the scouts completed two more bath enclosures, one at Cummings and one at Floral. ADJOURNMENT MOTION: Committee Member Petersen moved to adjourn, seconded by Committee Member Michaelson. The motion carried unanimously (8-0). TO: Parks Trails and Recreation Committee FROM: Michelle Olson, Parks and Recreation Manager SUBJECT: Trail Signage Update Backeround The City Council approved contracting with Vacker signs for the production of 20 trail signs at their May 29, 2012 meeting. They approved the trail design option 2 for a total of$3,385.63. The Council will review the proposed trail sign locations and the proposed mapping at a future work session. Staff is working with the Assistant City Engineer and Vacker signs on the 3 zoomed in areas of the City and will bring a rough print out of the chosen areas for Tuesday night. However, the maps are still in a draft stage and are not ready for review. Requested Action The Committee should discuss if they would like to call a special meeting to review the maps for the trail signs once they are ready before the Council reviews them at a work session. There is no timetable on the completion of the maps but staff is working to complete them as soon as possible. 06192012 Trail Signage Update.doe ,ARZEN HILLS MEMORANDUM DATE: June 19, 2012 Agenda Item: 3.11. TO: Parks Trails and Recreation Committee FROM: Michelle Olson, Parks and Recreation Manager SUBJECT: Naming Guidelines Background At the May 15, 2012 meeting,the PTRC discussed the possibility of naming the new picnic shelter that will be installed at Valentine Park after Don Messerly. Staff suggested the committee review the City Guidelines to Assigning Names to Parks, Trails and Recreation Facilities. Attached for the committee to review are the guidelines. The next business meeting for the PTRC is in September. Requested Action The Committee could make a motion in September at the next business meeting or choose to proceed at tonight's meeting. Staff will bring the recommendation to Council shortly after the motion has been made. The picnic shelter is scheduled to be installed in June, 2013. 06192012 Naming Guidelines.doc CITY OF ARDEN HILLS GUIDELINES TO ASSIGNING NAMES TO PARKS, TRAILS, AND RECREATION FACILITIES Naming Procedure --Any Arden Hills resident, business, or organization may submit site names to the city. -- Submissions for parks, trails, and recreation sites will be given to the Parks Trails and Recreation Committee (PTRC) for deliberation. --After careful consideration the PTRC will submit a recommended name to the City Council for final approval. Naming Criteria -- Geographic names must relate to prominent surrounding features to help the public identify the site's location such as lake names, names of bridges, street names, or community names. -- Historic names must be associated with important events that happened in the area. -- Functional names must provide a link to the activities, services, or programs associated with a site. -- Memorial name_ s are meant to honor those who made significant contributions to society through years of service or donation AND to honor those who have been deceased for at least three years. -- Renaming parks, trails, or recreation sites is generally discouraged as it removes the honor and societal value of the existing designation. Memorials Memorials such as plaques or trees may be donated as a tribute to deceased residents AND to honor those who made significant contributions to society through years of service or donation. Donors must pay the full cost of the memorial procurement, installation, and maintenance. Plaque size and location plan must be approved by the Public Works Director with installation supervised by his/her staff. Staff has produced evaluation forms for each park for the members to fill out and comment on. Each evaluation form includes recent work done at the park and proposed or future work being considered or done. After the tour, staff will compile all of the results and bring back to the committee for discussion and review.
