Fran Holmes called to order the City Council Work Session meeting at 5:30 p.m. Present: Mayar David Grant {arrived at 5:45 p.xn.); Councilrnembers Brenda Holden, Fran Holmes, Nick Tamble, and E� Werner. Absent: None. Also present: City Administrator Patrick Klaers; Public Works Director Terry Maurer; Community Development Director Jill Hutmacher; a.�d Civil Engineer K�rzstine Giga. 1. ADOPT AGENDA MOTION: Mavor Pro-Tem Holmes moved and Councilmember Holden seconded a motian to a rove the meetin a enda as resented. The motion carried unanimonsly (4-01. 2. AGENDA ITEMS A. U.S. lO/Hi�y 96 Crrade Separatians and Hi�hwa,�provement Project Update Jim Tolaas, Ramsey Coun�ty Public Woxks Director, introduced Joe Lux, Ramsey County, a.n.d Mark Goess, MnDOT. Mr. Tolaas updated the Council on ihe proposed highway irriprover�ents slated for U.S. i0/Highway 96. He reviewed in detail the plans, grade separation and interim ramps wiih the Council. Mr. Tolaas indicated tl�e proposed layout vvould be i�ack before the Council at a future meeting for Municipal Consent. Mr. Talaas stated tl�e proposed plan wauld eliminate the ability to go east and west on Highway 96 from northbound U.S. 10; aar to go on U.S. 10 frorn eastbound Highway 96; or to go south on U.S. 10 from Highway 96. ARDEN HILLS CITY COLINCIL WORK SESSION — APRIL 25, 2011 2 2.A U.S. 10/Highway 96 Grcrde Separations and High�vay 1'naprovement Project Update (continued) Councilmember Holden questioned if any homes wiihin the manufactured housing comrnunify vc�ould be at�fected by the proposed plan. Mr. Tolaas stated two existing home sites would be taken and another vacant site would also be needed. The County has spoken wiih these property awners about relocating and both were posiiive and willing to be relocated. Mr. Tolaas e�plained that MnDOT would be completing the final design �.nd soil testing. He noted Ramsey County has spoken with the GSA about a small parcel that would need to be acquired for the improvemeni project. The County was also considering the purchase of a vacant parcel near the Big 10 Bar on tl�e west side af U.S. �0. Non-County Siate Aid fiulds would have to be used to purchase the parcel. Councilmember Ho�den asked if the ramps �or t�is project were considered temporary. Mr. Tolaas noted the ramps would be ternparary due to the fact if and when TCAAP is developed the intersection wo�ld �e redesigned to assure proper acc�ss to the surrounding major highways. Councilrnember Holdezt questioned if there would be a signal at Highway 96 and �nelling Avenue. Mr. Talaas e�plained a signal was not planned by Ramsey County. Mayor Grant questianed how the proposed intersection would be revised if a stadiu�n were to develop on the TCAAP site. Mr. Tolaas explained that there wo�zid be six entry and exit ramps to the site if the Vikings stadiurn was to locate on this site. Improvemer�ts woutd be made fo tiie County Road H area as well. The curr�nt traffic numbers did not justify this level of access. Councilmember Halden noied the residents of Arden Hills were �osing access to Highway 9b thro�gh the proposed design. Mr. Tolaa� s#ated the frontage road would be closed off. However, the Old Highway 10 conr�ection would re�nain. Discussion ensued regarding the proposed dredging of Round Lake by the U.S. Army. Councilr�ember Holmes questioned ihe esiimated timing of the raadway improvements. Mr. Tolaas indicated Raznsey County did noi want this project ta coincide with the I-594 improvefnents. The County would be caordinating wiih MnDOT to assure the traffic on this end of the Calu�.ty continued to flow. He estimated the work would begin late 2012. It was noted Highway 10 vvould remain open through the entire process, with lanes limited at times, but Highway 96 would be closed due to the large cut to go under U.S. 10. Co�ncilme�nber Hol�anes requested the Couniy explain when MnDOT would be completing the mill and overlay project on U.S. 10. Mr. Tolaas stated MnDOT had $4 million se� aside to rnill and overlay U.S. 10 from Highway 96 to I-b94 and froz�. Highway 96 to Highway 35W. This work wiii follow the Highvvay 96/U.S. 10 project and is estimated to be completed in early 2013. ARDEN HILLS CITY COUNCTL WORK SESSION -- APRIL 25, 2011 3 2.A U.S. 10/Highway 96 Grade Separations and Highway Improvement Project Update (continued) Mayor Grant expressed frustration that ihe Hamline Av�nue ramp aff af westbound I-694 would be closed. Mr. Tolaas indicated ihis ramp had little traffic and then reviewed the system improvements planned for Lexington Avenue/County Road F and Snelling Avenue/County Raad E io assist with traffic flaw in this area. Mayor Grant nated dxivers will find the shortest routes from one point to the ne�t given the fact gas prices are on the rise. He encouraged MnDOT to consider how �he residents of Arden Hills vvould be affected thxough the proposed improvements �.nd the loss of local access. Mr. Tolaas statec� once the County and Mr�DOT kr�evv what would be developed on the TCAAP site, additional planning would begin for the future of this intersection. Councxinnember Holmes asked what improvements were proposed for Co�nty Road F and Hamline Aven�e. She indicated the Briarknoll neighborhood in Arden Hills would be greatly affected by the proposed iamprovernents. Mr. Tolaas stated Hamline Avenue/TH 51 would beco�ne a four lane highway through the I-694 iznprovements. A signalized intersection was planned for Hamline Avenue and County Road F. Th� plans were discussed further with the Cauncil. Councilmember Halden noted the City a� Shoreview maintained three access points to the major highways while Arden Hills' access points were being reduced. Mr. Tolaas explained the County was improving the interchange to meet capacity and safety needs. He indicated funding constraints were limiting canstruction abiliiies for both the County and the �tate. Ramsey County was ir�terested in providing solutions to broader system changes that benefited the region. Pnblic Works Director Maurer questioned that if arFd wh�n the TCA.AP parcel develops, the interchange at U.S. 10 / H�ghway 96 rna� need a northbound U.S. 10 to eastbound Highway 96 ramp to create additional access. Mr. Talaas stated the County would be speaking with a�utu�re developer about thi� possibility. The County did not ha�e funding to provide that movement at this time. Public Works Director Maurer questioned if a trai� would be can#inued over the bridge to Highway 35W. Mr. ToIaas reviewed the trail Iocations with the Council and discussed ihe safest route far biking traffic to pass over th� highways. Public Works Director Maurer asked if the County would be providing screening between southbound Highway 10 iowards I-694 io reduce headlight glare. Mr. Talaas indicated this would be would have ta be discussed. Councilmember Ho�den questioned how Dave Chmeil would access Highway 96. Dave Chmeil reviewed the issuEs vvith a cul-de-sac on this fro�iage road. He explained his home has had access to Highway 96 for 75 years. He requested the County allow his property access. Mr. ToIaas stated Ramsey County felt it wa� unsafe to alIow access to Highway 96 from this frontage road. ARDEN HILLS CITY COL]NCIL WORK SESSION — APRIL 25, 2011 4 2.A U.S. 10/Highway 96 Grade Separations and Highway Improvement Praject Update (continued) Mr. Chmeil stated a right-in, right-out would be sufficient as there were a number of these being mainiained along Highway 96. Mr. Tolaas explained the County was concerned wi�li the right- in, right-out due to its close pxo�ixnity to the signalized interseciion. Councilxnember Holden questioned how the City would maintain this turn-around area. Public Works Director Manrer stated a 1-ton truck would have to be used to clear sno�r. Public Works Director Maurer asked if fhe County was cansidering a sound wall. Mr. Tolaas reviewed how a 20 foot sound wa11 would affect the surroundi�g properties. This height was met with some concern by residents. He explained �arious wall heights were then explored to see which would benef t the ar�a rnost. It was foun.d that a 12 foot wall would benef t the properties adjacent to Highway 96. Twel�e feet would reduce the sound levels ta 60 decibels, which was five below the State standards ar�d 10 below current noise levels. Mr. Tolaas e�pla.ined the existing sound walls along Highway 96 were 10 feet. Mr. Tolaas was concerned that a 20 foot wall would greatl� dirr�inish slu�.light on the homes directly adjacent to the wall. Connciimember Holmes questioned why a 12 foot wall vvas being considered at this tirne. She felt the Council had already decided on 20 feet. Mr. Tolaas stated he was simply providing the Council with options anc� noted the Council wot.�d have to make the final deciszon. Councilmember Holden was in favor with ihe reduced size for the sound wall. Mayor Grant suggested the County establish a tim�line for this decision. This would allow ihe Council to discuss the issue further before making a final d�cision. Mr. Talaas stated Ramsey County would be seeking municipal consent as soon as possible from the City.
