Memorandum dated February 13, 2012, from Terry Maurer, Public Works Director. � �` �EN HILLS MEMORANDUM DATE: February 13, 2012 TO: Honorable Mayor and City Councilmembers Patrick HIaers, City Administrator FROM: Terry Maurer, Public Works Director ,�'` SUBJECT: Joint Powers Agreement Update Background For a few months, starting in late 2011, the City Administrator and I have been discussing changes to the Joint Powers Agreement (JPA) with the City of Roseville for engineering services. In discussions with the Roseville Public Works Director and City Engineer they were both open to making a change which would remove the minimum number of hours to be used by Arden Hills and would also eliminate a Roseville staff member having office hours in Arden Hills City Hall. In concept we discussed about a six month phase-out period in 2012 so Roseville staff could complete projects they are already involved in. On January 23, 2012, the Roseville City Council authorized the funding of a staff engineer position from the Water, Sanitary Sewer and Stortn Sewer Funds effective July 1, 2012. Kris Giga is slated to fill this position. On January 30, 2012, the City Administrator and I had a follow-up meeting with the Roseville Public Works Director and City Engineer. At that meeting we were told that the proposed changes to the JPA were informally approved by staff and we were asked to make a written request to the Roseville Manager to formalize the changes. That letter has been sent requesting that the JPA be modified to have no minimum number of annual hours or a Roseville staff inember with office hours at Arden Hills City Hall. We do believe that it would be advantageous to still have a JPA with Roseville that would allow the sharing of engineering staff if the opportunity arises. The modified JPA, likely modeled after the Roseville/Maplewood JPA will be a future agenda item.
