Council is requested to authorize proceeding with the booster station roof replacement based on the quote
of $14,614 received from Commercial Roofing and Sheet Metal, Inc.

SUBJECT: Booster Station Roof Repair

At the June 18, 2012, Council Work Session regarding the 2013-2017 CIP, the roof
repair at the water booster station was briefly discussed. Staff had proposed the roof
replacement as a 2013 project with a budget of $20,000 but had indicated that the roof
was leaking again after several patch attempts and this time it was leaking very near the
electrical control panel. Therefore, staff indicated that we would look at replacing the
roof in 2012 rather than attempting another patch.
Commercial Roofing and Sheet Metal, Inc., of Little Canada is on the state contract for
roof repair. They inspected the booster station roof on June 26, 2012, and provided the
attached estimate of $14,614 to complete the roof replacement. The only additional item
listed in their quotes is $1.25 per square foot to replace any wet or deteriorated roof
insulation. The new roof would be a 60 mil membrane and would carry a 10 year
warranty.
As a comparison, last September staff asked for a similar quote from Palmer West
Construction Company, Inc., (not a state contract contractor) for basically the same wark
with the exception of the 11/2" isocyanurate roof insulation and building permits included
in the Commercial Roofing and Sheet Metal estimate. Last year's estimate was $15,430.
Staff believes the Commercial Roofing and Sheet Metal Inc., quote from a state contract
contractor is a very competitive price for this work. We would also recommend
proceeding with this work in 2012 rather than pursuing another spot repair and waiting to
replace the entire roo£

Approximately 700 Sq. Ft.
Observations:
I took a look at the above named project today and completed a survey of the existing system. The roof
consists of a ballasted EPDM roofing membrane on 3" of polystyrene roof insulation on a concrete
plank deck. The roof edge detail is a canted wood edge with the EPDM extending over the outside edge
and aluminum fascia. The membrane is pulling loose at the perimeter and the aluminum flashing is
loose in several locations. We would recommend removing the existing membrane and installation of
additional insulation and a new membrane and flashings. I have put together a proposal below with our
recommendations.
Reroofing Proposal.
1. Obtain any necessary permits.
2. Remove the existing ballast and save for reinstallation.
3. Remove and properly dispose of the existing membrane, base flashings and sheet metal flashings
and dispose of all materials in an approved landfill.
4. Replace any wet or deteriorated roof insulation at a unit price of $1.25 per sq. ft.
5. Install an additional layer of 1%2" isocyanurate roof insulation on top of the existing insulation to
bring the new R valne to 22.22 meeting current state codes.
6. Install additional wood blocking at the roof edge to accommodate the new insulation thickness.
7. Stagger all joints in the insulation.
8. Install a reinforced fastening strip at the roof edge and curbs.
9. Install a new 60 mil EPDM roofing membrane and all related flashings in strict accordance with
the manufactures specifications.

10. Fabricate and install new 24 gauge prefinished sheet metal hook over and counter flashings.
Color to be selected from manufacture's standard color charts.
11. Fabricate and insta112 new scuppers and downspouts from prefuushed sheet metal at the existing
locations.
12. Furnish a manufacture's standard ten (10) year warranty.
13. Clean up all materials and debris and return the site to its original candition.
We propose to furnish labor and materials as specified above for the lump sum of Fourteen Thousand
Six Hundred Fourteen and 00/100 Dollars ............$14,614.00
This proposal is based on field measurements and existing conditions as examined at the site on June
26th 2012.
Note: All work to be charged under the State of Minnesota Repair Contract #18427
