Recommendation:
Council is requested to authorize entering into contracts with Pearson Brothers, Inc., for seal coating,
Gopher State Sealcoat for crack filling and Rum River Contracting for mill and patch work. Staff will
keep the total of all three contracts and the previous awarded Fahrner Asphalt Sealers contract (Trail-Mat
patch) under the CIP budget of $215,000.

2012 Seal Coating, Crack Filling and Bituminous Patching
Back�round
No seal coating, crack filling or bituminous patching was completed in 2011 as staff
reviewed the City's program for maintenance of the street infrastructure. The monies
programmed in the 2011 CIP were moved to 2012 and combined with this year's funds
for a one time total of $215,000 (attached is the sheet from the CIP).
This year's plan is twofold. Seal coat streets from PMP projects between 2006 and 2009
and recently crack filled streets along with preparing the streets that are anticipated to be
in the next few years' seal coat projects so the contracts may be let early in the year and
do not have to wait for the streets to be prepared (these areas are shown on the attached
exhibit). Then moving forward this will be the typical approach; seal coat and prepare
the next year's seal coat project with crack filling, and/or bituminous patching.
Staff has received bids for seal coating and asked for quotes for crack iilling and
bituminous mill and patch work. The following is a summary of the prices received:

The seal coat bid is per square yard, the crack filling quote is per linear foot, and the mill
and patch quote is per square yard. Previously, with the trail seal coat quotes, staff asked
for a Trail-Mat quote to patch the raveling on Arden Oaks Drive prior to seal coating the
street. Adding the low bid/quote for each item r.esults in the following total:

2. Crack Filling (Gopher State Sealcoat) 12,456.50
3. Bituminous Mill and Patch (Rum River Contracting) 55,549.20
4. Trail-Mat Patch (Fahrner Asphalt Sealers, LLC) 2,500.00
Total Estimated Cost $174,851.04
With each bid/quote on a unit basis, there is some opportunity for overruns if the City
directs that more of the units be applied. This is the reason staff has kept the estimated
costs under the CIP budget amount of $215,000. It would be staff's intent to accomplish
all of the seal coating shown on the attached exhibit including patching all of the raveled
areas on Arden Oaks Drive. With the remaining budget, staff would work forward to
prepare other streets indentified on the attached exhibit, for future year's seal coating
projects by crack filling and bituminous patching.
