City Hall Generator Conversion

Council is requested to authorize an expenditure of up to $9,000 from the Sewer Utility Fund to have the
City Hall generator set up to also be able to operate a lift station in the case of a power outage.

SUBJECT: City Hall Generator Conversion
Back�round
Public Works has three generators for temporary service to lift stations in the case of a
power outage. The newest of these is the used generator purchased in 2010 and
permanently placed at lift station #8. This generator is on wheels but will generally be
used for LS #8. That leaves two portable generators for the remaining 13 lift stations.
One of these is a 1999 Caterpillar and the other is an early 70's Kato. The Kato generator
recently broke down and was taken to Clunmings Power to diagnose the problem. They
did diagnose the problem and estimated the repair at $8,000; however, they cautioned us
about putting that much money into such an old generator since parts for the motor are no
longer available.
With this information, staff started to look into other options. For budgetary purposes we
asked 'Liegler Caterpillar the cost of an adequately sized new and used generator. A new
one would be in the $62,000 range and a used one (2006 from their rental fleet with about
4000 hours) would be in the $38,000 range. This is very similar to the used generator
purchased for LS #8.
1 here is another option; the City has a 2003 Olympian (Caterpillar) generator for running
City Hall in an emergency. That generator has very few hours of use (less than 300 hrs).
For about $9,000 Zeigler can add a two position voltage change switch with a 200 amp
and 480/240 volt breakers so the generator could be used at lift stations or to run City
Hall. This may not be a long term solution but would at least "buy" some time before
making a much larger investment for a used generator to run the lift stations.

Staff would recommend investing up to $9,000 in the 2003 Olympian generator to make
it capable of running a lift station so it can be used as a backup to our 1999 Caterpillar lift
station generator in a large power outage
