authorize the preparation of the Feasibility Study for the 2013 PMP.

SUBJECT: PMP Items
Background
Staff is preparing to bring an item to an upcoming regular Council meeting requesting
authorization to prepare the Feasibility Study for the 2013 PMP. The area under
consideration for the 2013 PMP is the neighborhood south of Lake Johanna and west of
TH 51 comprised of the streets of Edgewater Avenue, Glenhill Road, Ridgewood Road
and Asbury Avenue. However,prior to asking Council to authorize the preparation of the
Feasibility Study, staff wants to pose a few questions to the Council that have been
discussed very briefly in the last few months. These are as follows:
1. Should reconstructed neighborhood streets always include concrete curb and
gutter when none is currently there or is a reconstruction of the existing
bituminous street surface acceptable? Note: A reconstruction project
without adding concrete curb and gutter will generally be much less costly due
to the depth of excavation (14 inches) needed and the cost of the curb and
gutter.
2. If reconstruction projects may proceed without adding concrete curb and
gutter should it be up to the property owners to voice an opinion whether or not
their neighborhood streets are reconstructed with or without concrete curb and
gutter?
3. The City's current assessment policy will likely result in reasonable assessment
rates if concrete curb and gutter is not added to reconstruction projects, but
may result in unsustainable rates for projects where curb and gutter are added.
Does the Council feel that the assessment policy should be reviewed given the
size of the assessment rates on the last full reconstruction project in 2010?
