SUBJECT: New Brighton Cable Services Agreement
The City contracts with the City of New Brighton for cable services including videotaping
Planning Commission and City Council meetings and scheduling the playback for these
meetings.
The City of New Brighton has proposed an increase of $29.00 per month, approximately 6.5%,
over the existing 2011/2012 agreement. According to the City of New Brighton, the increase in
the contract is due to higher personnel costs for COLA, step progression, and insurance benefit
increases for the City of New Brighton in 2012 and projected for 2013. The Agreement is based
on an estimate of 12.5 work hours per month, or $38.80 per hour based on the proposed
2012/2013 contract cost. The City of Arden Hills has been very satisfied with the quality and
reliability of service provided by New Brighton. Staff does not believe that comparable services
could be found elsewhere for the same rate.

The Cable Services Agreement (Attachment A), if approved by the City Council, will be
effective July 31, 2012 and have a duration of one year.
Recommendation
Staff recommends approval of the 2012/2013 Cable Services Agreement with the City of New
Brighton.

Agreement between the City of New Brighton and the City of Arden Hills
For Cable Services
Purpose: The purpose of this agreement is to outline the services to be provided by the
City of New Brighton to the City of Arden Hills related to cable services.
Duration: This agreement is effective July 31, 2012 and will exist for one year from this
date. This agreement and terms can be renewed at the end of one year. Either party can
terminate the agreement if a 90 day notice is provided in writing to the other party.
Explanation of Services to be Provided: The City of New Brighton agrees to provide
cable services to the City of Arden Hills. This will include video taping the monthly
Planning Commission and City Council Meetings, scheduling the playback for these
meetings, and inputting information on the cable channel bulletin board. The City of
Arden Hills agrees to provide the cable technician with information/text for the bulletin
board. It is estimated that the total time required in Arden Hills will be approximately
12.5 hours per month.
The City of New Brighton will provide the City of Arden Hills with technical feedback
about the operations of the equipment. If the cable equipment is not functioning
properly, the City of New Brighton cable technician will inform the Arden Hills staff of
the problem to ensure that the problem is corrected in a timely fashion . The City of
Arden Hills agrees to provide the equipment needed for the above services.
Any special projects or requests for cable consultation services not outlined in the above
agreement will be billed separately by the City of New Brighton. The City of New
Brighton will provide the City of Arden Hills with a cost proposal for any special projects
or consulting activities that are requested by the City of Arden Hills but not outlined in
this agreement. The requested project will not proceed unless both parties are agreeable
to the cost proposal. The City of Arden Hills also agrees to provide the equipment
needed for any special projects or requests for cable consultation services.
Employment: The cable technician will remain an employee of the City of New
Brighton during the scope of their work with the City of Arden Hills. The City of New
Brighton will be responsible for worker's compensation, salary, training and other
benefits related to this position.
Cost: The City of Arden Hills agrees to pay $485/month for the above services. The
City of New Brighton will invoice the City of Arden Hills on a monthly basis. Payment
will be made by the lst of each month for services and remitted to:
