SUBJECT: North Heights Lutheran Church Special Permit for Recreational Archery
Requested Action
Motion to direct the City Administrator to issue a special permit to North Heights Lutheran Church
that would allow outdoor recreational archery classes to be conducted on their property at 1700
Snelling Avenue N, subject to the conditions in the June 11, 2012, memo to the City Council
Back�round
North Heights Lutheran Church (NHLC) holds periodic youth activities and suinmer camps at
their facility at 1700 Snelling Avenue N. In the past indoor archery activities for participants
have been held. NHLC is now requesting a special permit that would allow the recreational
archery classes to be conducted outside, in the parking area on the property.
The City's Code classifies bows and arrows as deadly weapons, and as such, prohibits their
discharge in the City. The Code also allows the City Council to issue special permits to clubs and
organizations for shooting bow and arrows on lands owned by the club or organization. The City
Council may attach conditions and regulations to the special permit for the suitable protection of
persons and property.

Discussion
According to NHLC, the archery activities would be conducted by a certified archery instructor
and would be set up in a manner that would ensure that no arrows could leave the property. An
arrow net would be set up behind the targets. The proposed location of the range would be
approximately 500 feet from the southern property line of the property, and approximately 250 feet
from Snelling Avenue, though arrows would not be travelling in this direction.
Staff discussed the proposed special permit with the Sheriff's Department, which did not express a
concern regarding the safety of the activity, provided certain conditions be met. The Sheriff's
Department suggested a number of items, all of which would be included as conditions of approval
of the special permit. Archery is a common sport offered by many high schools. Little Canada
offers the activity as part of their recreation programming.
Recommendation
Staff recommends approval of the special permit subject to the following conditions:
1. The permit shall be administratively renewed annually.
2. The archery range layout shall be inspected and approved by a member of the Ramsey
County Sheriff's Department prior to the start of any shooting activities.
3. Only target arrows shall be used, not fishing or hunting arrows.
4. The archery activities shall be overseen by a certified archery instructor.

To the Arden Hills City Council,
I would like to request permission to be added to the docket for this coming Monday's Council meeting, June 11,
2012; for the purpose of requesting a non-conforming permit exception.
North Heights would like to operate its Centershot Ministry outdoors; this archery program reaches out to youth
and their families. Our Leaders are certified, meeting safety and instructor standards. With this regard, we also
request permission to use the outdoor site for training other leaders as well as for running 8-10-week student
classes during non-winter seasons. Only certified
teachers teach our Centershot classes (similar to
what many school districts now use); at all times,
optimal safety protocol will be enforced.
The plot of land we would like to use is surrounded by rising-
terrain and dense wood, or parking lot/building that will have
barriers in place; at its shortest distance to roadway, there is a
500-yard leeway through heavy forest and hill. We feel the site
provides optimal safety for such lessons; lessons which do not
include hunting, but merely target practice — with targets
abutting first a hill and behind that, dense wood. I will bring an
aerial map with measurements on Monday; included here are
site photos, to provide added clarity.
This is a non-profit class aimed at meeting the needs of
Minnesotans who will enjoy the outdoors, as well as providing
them with a great opportunity to get connected with community and with leaders who bring a positive life
influence and invitational discipline.
With your consideration, I could like to request an event-exemption for an upcoming 1-week class; but more
importantly, I would request an annual exemption; for which I will willingly provide you an annual report on
attendance, safety, and any concerns worthy of sharing. Together with you, we hold the reputation, safety and
integrity of our Arden Heights Community at a premium and desire to be an asset.
