The 2012 Work Plan (attached) was approved on February 1, 2012. The Work Plan is consistent with the City Council goals established in 2011. At the May 2, 2012, EDC meeting, Commissioners requested that the Work Plan be placed on the agenda of the next meeting. Commissioners wanted to consider whether the Work Plan was appropriate to the skills and expertise of EDC Commissioners. • Following is a progress update on the 2012 Work Plan. TCAAP Development Scheduled: Yearlong • The City supported the Vikings stadium proposal. • Staff has met regularly with Ramsey County regarding potential acquisition by County. • The City provided content to Ramsey County for a DEED grant application. • The City has maintained contact with legislators briefed during the 2011/12 session. • The City approved a resolution in support of Ramsey County acquisition. • The City is obtaining legal advice on terms of a potential memorandum of understanding with Ramsey County. New Member Recruitment Scheduled: Yearlong • EDC Commissioners and staff have contacted potential commissioners. • The Council liaison has promoted the EDC at televised Council meetings. • EDC openings have been advertised on the website and in the newsletter. Work Task Schedule Status Update Plan and promote State of the June—September The EDC recommended that a City event business-oriented State of the City be a bi-annual event. • Use City newsletter to February—December Articles are planned for the rest of highlight local businesses 2012. Update and distribute business July— September The information contained in the information packet business packet will be posted on the new City website. Consider other business July—September To be determined. outreach activities Discussion Questions: 1. Given that a business-oriented State of the City will not be held in 2012, does the EDC have other ideas for business outreach this year? 2. The information previously contained in the business information packets will be included on the new City website that will go on-line on December 7. By including this information on the website, businesses will have access to the most current information 24/7. Does the EDC have ideas for promoting the new website to the business community? 3. The last round of EDC business visits occurred in late 2009/early 2010, nearly three years ago. Staff has visited all businesses in the B-2 District, and intends to visit additional businesses in the Round Lake and Red Fox/Grey Fox Districts in 2012 and 2013. The layouts were presented to the B-2 Corridor Advisory Committee on June 18, 2012. Following the CAC meeting, Bolton & Menk scheduled meetings with key landowners along County Road E in mid- to late-July. The City Council intends to discuss the B-2 Implementation Plan and the outcomes of the • property owner meetings at a special work session on July 30. Staff will update the EDC on the Council's discussion at the August 1, 2012, EDC meeting. Attachments: A. On February 15, 2011, the Ramsey County Board adopted Resolution 2011-075 declaring its interest in pursuing the potential acquisition and remediation of land and making public infrastructure improvements to allow for a stadium project on the • TCAAP site. As part of the due diligence, Ramsey County entered into negotiations with the General Services Administration (GSA) to acquire the site. On November 15, 2011, the Ramsey County Board approved an offer to purchase (OTP) 430 acres of the TCAAP site for$28.5 million, net of costs for demolition and environmental remediation. Although the Minnesota Vikings ultimately received legislative approval and funding for construction of a new stadium facility in Minneapolis, Ramsey County remains interested in the acquisition, remediation, and productive reuse of the TCAAP site to facilitate economic growth in the north metro. Ramsey County Acquisition of TCAAP In April 2011, the Ramsey County Board approved a fixed-price contract with Bolander and Sons in the amount of$20,660,000 for demolition of buildings and site remediation. The majority of the contract cost, approximately $15 million, is for building demolition. The remainder of the contract cost is for site remediation. The demolition of two buildings and removal of one concrete slab are necessary to accomplish the remediation, bringing the cost to remediate the site to a commercial/industrial standard to approximately $6 to $8 million. The Bolander contract has an option for the County to remediate the entire site to residential standards for an additional cost of$1,985,000. Based on the terms of the Bolander remediation/demolition contract and the estimated costs to relocate monitoring wells and associated water lines, Ramsey County has negotiated remediation • City of Arden Hills Economic Development Commission August 1, 2012 Page 1 of 2 • -AR EN HILLS MEMORANDUM DATE: August 1, 2012 EDC Agenda Item 4.B TO: Economic Development Commission Chair and Commissioners FROM: Jill Hutmacher, Community Development Director 2 SUBJECT: TIF Policy The City Council has approved a proposal by Ehlers & Associates to develop a tax increment financing(TIF)policy that will assist the City in determining how and when to provide TIF. The policy development work will include the following tasks: 1. Review the TIF White Paper and make recommendations on a maximum tax capacity to be captured by City TIF districts as a percentage of total tax capacity; 2. Review policy considerations for projects to be assisted and make recommendations to meet current and anticipated redevelopment needs of the City; 3. Create a matrix for ranking or scoring TIF applications to determine which are eligible for further City Council consideration; 4. Review TIF policy to verify that it provides clear understanding to the development community as to the requirements needed to be met to be considered for TIF assistance; and 5. Review TIF application and recommend updates based on outcomes of tasks described above. Aligning the TIF Policy to the City's development vision and goals will enable the City to clearly communicate its expectations to the development community.
