SUBJECT: Resolution 2012-026: Supporting the Dedication and Designation of the
Don Messerly Picnic Shelter at Valentine Park
Background
At the June 19, 2012 Parks Trails and Recreation Committee (PTRC) Meeting, it was
recommended by motion that the City Council adopt a Resolution supporting the
dedication and designation of the new picnic shelter to be installed at Valentine Park as the
Don Messerly Picnic Shelter. John Peck, PTRC member, wrote the attached resolution for
the dedication (Attachment A). The Parks, Trails, and Recreation Facility Naming
Guidelines were approved in November of 2006. A copy of the approved guidelines is
included for your review (Attachment B). Naming the shelter after Don Messerly would
fit under the Naming Criteria of Memorial names meant to honor those who made
significant contributions to society through years of service or donation. Don Messerly has
been a long standing resident and member of the PTRC.
The PTRC has not determined the type of plaque or sign that would be placed at the picnic
shelter. Since the new picnic shelter is not scheduled to be installed until summer of 2013,
the PTRC can bring forth a recommendation for this at a future work session for the City
Council to review.

RESOLUTION NO. 2012-026
A RESOLUTION SUPPORTING THE DEDICATION AND DESIGNATION OF THE
NEW PICNIC SHELTER TO BE INSTALLED AT VALENTINE PARK AS THE DON
MESSERLY PICNIC SHELTER.
WHEREAS, Don Messerly has been a long standing citizen of Arden Hills;
WHEREAS, Don Messerly has dedicated countless hours of service to the betterment of
the parks and trails of Arden Hills;
WHEREAS, Don Messerly has served regularly on the Arden Hills Parks Trails and
Recreation Committee since 1983;
WHEREAS, Don Messerly has been instrumental in obtaining donations for the park
system through his volunteer service time;
WHEREAS, Don Messerly has worked tirelessly to improve Valentine Park;
WHEREAS, Don Messerly initiated efforts to establish a prairie restoration project at
Crepeau Nature Preserve;
WHEREAS, Don Messerly inspires those around him to value our City and take part in
its improvement;
NOW, THEREFORE,BE IT RESOLVED that the City of Arden Hills dedicates and
designates the new picnic shelter at Valentine Park as the Don Messerly Picnic Shelter.

City of Arden Hills Guidelines to Assigning Names to Parks Trails and
Recreation Facilities

GUIDELINES TO ASSIGNING NAMES TO PARKS, TRAILS, AND
RECREATION FACILITIES
Naming Procedure
--Any Arden Hills resident, business, or organization may submit site
names to the city.
-- Submissions for parks, trails, and recreation sites will be given to the
Parks Trails and Recreation Committee (PTRC) for deliberation.
-- After careful consideration the PTRC will submit a recommended name
to the City Council for final approval.
Naming Criteria
-- Geographic names must relate to prominent surrounding features to
help the public identify the site's location such as lake names, names of
bridges, street names, or community names.
-- Historic names must be associated with important events that happened
in the area.
-- Functional names must provide a link to the activities, services, or
programs associated with a site.
-- Memorial names are meant to honor those who made significant
contributions to society through years of service or donation AND
to honor those who have been deceased for at least three years.
-- Renaming parks, trails, or recreation sites is generally discouraged as
it removes the honor and societal value of the existing designation.
Memorials
Memorials such as plaques or trees may be donated as a tribute to
deceased residents AND to honor those who made significant
contributions to society through years of service or donation.
Donors must pay the full cost of the memorial procurement, installation,
and maintenance. Plaque size and location plan must be approved by
the Public Works Director with installation supervised by his/her staff.
