Resolution No. 2012-027. lt EN HILLS MEMORANDUM DATE: August 13,2012 TO: Honorable Mayor and City Councilmembers Patrick Klaers, City Administrator FROM: Terry Maurer, Public Works Director `(1� SUBJECT: Order Feasibility Study for 2013 PMP \ 'd Background The 2012 thru 2016 Capital Improvement Plan (CIP) contains an item for the 2013 PMP in the amount of$1,534,000 (a copy of the CIP detail sheet for this item is attached). The area of the 2013 PMP is shown on the attached exhibit. The streets included in this area are Edgewater Avenue, Glenhill Road, Asbury Avenue and Ridgewood Road. Planning and design for this project was anticipated to begin in 2012 and $55,000 of the total CIP budget is shown to be used in 2012 for planning/design. Discussion As with previous PMP's the Feasibility Report will include a geotechnical investigation, topographic survey of the area, an analysis of the existing sewer and water systems, preliminary design of the street improvement, cost estimate and proposed assessment. With the addition of the Assistant City Engineer position, the Feasibility Report will be completed by staff with the exceptions of the geotechnical investigation and the topographic survey. As part of the Feasibility Report a neighborhood informational meeting will be held at City Hall. At that meeting an overview of the potential project, timing and estimated cost and assessment will be presented. Given the recent discussion with the City Council regarding the reconstruction of city streets, with or without concrete curb and gutter; both options will be presented along with cost and assessment ramifications to solicit input to be used by the City Council in making the final decision regarding the design of the street. Information from the informational meeting, including minutes, will be made part of the Feasibility Report. If the City Council adopts this resolution initiating the Feasibility Report, staff will solicit quotes for the topographic survey and present them at a future Council meeting. Long-term,reconstruction will provide a consistent roadway section that will reduce costs associated with patching potholes and other pavement failures. Monitoring/maintenance wit be required for new stormwater features that are not resident-maintained rain gardens.
