Trai1 Maintenance Guidelines � �.�I�1 HILLS MEMORANDUM DATE: June 25, 2012 TO: Honorable Mayor and City Councilmembers Patrick HIaers, City Administrator d FROM: Terry Maurer, Public Works Director ����� � SUBJECT: Quote for Trail Slurry Seal Background The Trail Maintenance Guidelines call for the application of a slurry seal periodically on bituminous trails within the City. Specifically, a product named Trail-Mat will be used as this provides the best treatment while not impacting the user's enjoyment of the trail. The 2012 CIP has $50,000 programmed for trail maintenance. Attached is a copy of this item from the CIP. Staff has tried to identify trail segments most in need of maintenance for the Trail-Mat application. Staff has also tried to size the project to be less than the total budget so the remaining amount could be used in 2012 to prepare trail segments for a slurry seal in the future by crack filling and repairing areas of root damage. The trail segments identified for Trial-Mat application in 2012 are shown on the attached exhibit. This represents 2.5 miles of trail treated out of the City's total of approximately 10 miles of bituminous trail. Staff has discussed with the contractors the possibility of using Trail-Mat as a patch for the seal coat delamination that has occurred around the City. This year Arden Oaks Drive, which has significant delamination, is in the seal coat project so staff has also asked for a quote to patch the delaminated areas with Trail-Mat prior to seal coating as a test case. For contractors to apply the Trail-Mat product they must be trained and licensed by the product producer. There are four licensed contractors in the local area. The low quote of $32,833.26 will allow more than enough remaining budget to prepare the future trail areas. The quote of $2,500 for the Arden Oalcs Drive patching would be funded from the CIP item for seal coating of streets. Fahner Asphalt Sealers, LLC, of Eau Claire, Wisconsin, has successfully completed similar projects for the City of Shoreview and the Three Rivers Park District. Staff would recommend awarding Fahner Asphalt Sealers, LLC, both the trail maintenance and street patching as the lowest responsible bidder. Council Action Requested Council is requested to award Fahner Asphalt Sealers of Eau Claire, Wisconsin, the 2012 trial maintenance and Arden Oaks Drive street patching in the total amount of $35,333.26. The trail system is being rated in ?O11 and this data will help the staff put priorities on resurfacing and reconstructing of trails for the future. If trails are properly maintained, they will have an extended life.
