Results from the 2011 Performance Measures Survey. � EN HILLS MEMORANDUM DATE: June 27, 2011 TO: Honorable Mayor and City Councilmembers Patrick Klaers, City Administrator FROM: Kyle Howard, Finance Analyst Sue Iverson, Director of Finance and Administrative Services SUBJECT: Report on 2011 Performance Measures as Recommended by the Council on Local Results and Innovation . Background The Council on Local Results and Innovation was created by the 2010 Legislature to set benchmarks for city and county operations. Through several meetings, the group adopted standards which are relatively easy to measure using survey tools. The legislation comes with two incentives to participate. There is a standing appropriation available for participants equal to 14 cents per capita (this equates to $1,337 a year for the City of Arden Hills). The other incentive is that participating entities are exempt from levy limits when they are in effect. (We did receive $1,337 in January of this year for the program.) The performance measures are mostly community survey questions and the OSA is not going to dictate how you get the results. This means that we could do something like using Survey Monkey on our website and advertising it in our newsletter. It does not need to be a statistically valid survey like Decision Resources to qualify. We already use Survey Monkey which costs $199 a year vs. paying for a Community Survey from Decision Resources which runs $10,000 plus. Results of the Survev for 2011 The City did put together a survey in the form prescribed by the Office of the State Auditor (OSA) and Council on local Results and Innovation and placed it on the City's website. It was published in our City newsletter, announced at our May 29, 2012 meeting, and on our local access channel. Attached are the survey and the results of the survey the City received. The OSA requires that results of the survey need to be publicized and shared with the community. The OSA also requires a resolution from the City Council making the necessary declarations and commitments for participation this past year and be filed with their office by July 1, 2012. City Council Meeting P:�Admin\Council�Agendas & Packet Information�2012\06-25-12 Reg Mtg�Packet�2011 Performance Measures Report.doc Page 2 of 2 � EN HILLS CITY OF ARDEN HILLS COUNTY OF RAMSEY STATE OF MINNESOTA RESOLUTION No. 2012-021 RESOLUTION DECLARING THE RESULTS OF THE 2011 PERFORMANCE MEASURES AS RECOMMENDED BY THE COUNCIL ON LOCAL RESULTS AND INNOVATION WHEREAS, in 2010, the Legislature created the Council on Local Results and Innovation (CLRI), and WHEREAS, in February 2011, the CLRI released a standard set of ten performance measures for cities intended to aid residents, taxpayers, and state and local elected officials in determining the efficacy of cities in providing services, and measure residents' opinions of those services. WHEREAS, participation in the standard measures program by a city is voluntary, and WHEREAS, on June 27, 2011, the Arden Hills City Council adopted Resolution No. 2011-031 adopting the ten performance measures for 2011; and WHER�AS, in order to receive the per capita reimbursement in 2012 and obtain levy limit exemption for the calendar year 2013, the City must file a report with the Office of the State Auditor by July 1, 2012, with specified declarations. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Arden Hills, Ramsey County, Minnesota, that the City declares that it is in the process of implementing a local performance measurement system as developed by the CLRI; that is will report the results of the 10 adopted measures to its residents before the end of the calendar year through posting on the City's website and in the City's newsletter; and that it has surveyed its residents on the services included in the performance benchmarks.
