Information pages from the Sheriff's website lt EN HILLS MEMORANDUM DATE: August 20, 2012 TO: Honorable Mayor and City Council Members FROM: Patrick Klaers, City Administrator.,' y'y� i SUBJECT: Police Services Background/Discussion Sheriff Matt Bostrom is scheduled to be at this work session to discuss local police services. Sheriff Bostrom annually meets with the cities in the County and was at our October 17, 2011, work session for a general discussion on the core services of the Sheriff's Department. Sheriff Bostrom also attended the emergency response training session the City Council had on February 27, 2012. Arden Hills is one of the seven municipal jurisdictions that contract with the County for police services. The other members of the contracted communities group are: Vadnais Heights, Little Canada, White Bear Township, Gem Lake, Shoreview and North Oaks. All seven jurisdictions combined equal approximately 56 square miles and a population of 74,000. Arden Hills joined the group in 1980. There has been no change in membership of the contracted communities group since 1990. The contracted communities group is highlighted in the attached map of Ramsey County. The purpose of this August 20th work session discussion is for the Sheriff to review what has happened since he took office in January 2011, explain what his expectations are going forward, and to listen to City Council comments and concerns on local issues. It is anticipated that the work session discussion will concentrate on services and will not get into too much on the budget. The budget is mainly the responsibility of Undersheriff Serier and the Contracted Communities Board (Undersheriff Serier was promoted in July and his responsibilities include administration of the contracted communities group). Additionally, once the total budget is decided,then the City's cost is based on the funding formula as agreed upon by the contracted communities and this formula has evolved over the years. Sheriff Matt Bostrom, elected in 2010, leads the Ramsey County Sheriff's Office. The Sheriff's Office has over 500 members - including full-time, part-time, temporary employees, and active volunteers. With an annual operating budget of approximately $45 million dollars, the Sheriff's Office provides a wide-ranging variety of law enforcement and public safety services to an urban community of over 500,000 residents situated in a metropolitan area of over 2.5 million people. In addition, as a regional partner, the Sheriff's Office provides services to city, county, state, and federal agencies. The Division Overview highlights the many services provided by the Sheriff's Office. In 2011, the Sheriff's Office was reorganized to focus on core functions prescribed by state statute. In addition, the Sheriff's Office: . Adopted the goal to transform into a regional leader in public safety • Processed 24,351 warrants Responded to 22,912 calls for service as well as assigned 611 felony level cases to the General Investigations Unit for follow-up in the cities which police services are provided • Booked 21,439 arrestees into the Ramsey County jail, safely housing an average daily population of 357 inmates • Provided court security for 24,612 in-custody court hearings and transported 5,122 in-custody inmates to and from the Law Enforcement Center to the Courthouse • Updated a department-wide policy manual which is comprehensive and reflective of national and local best practices • Provided 150 crime prevention community education opportunities to community members and groups Engaged in a number of collaborative initiatives with public safety partners • Served 12,682 legal papers • Conducted 2,084 mortgage foreclosure sales • Reestablished an annual employee performance review process which focus on employee strengths and community involvement • Established strategic management of information and technology Members of the Ramsey County Sheriff's Office take great pride http://www.co.ramsey.mn.us/sheriff/about/index.htm 8/13/2012 Ramsey County Sheriff Page 2 of 2 in providing progressive, professional, and cost-effective services.
