SUBJECT: City Attorney RFP
Background/Discussion
As you all already know, City Attorney Jerry Filla has recently left Peterson, Frain &
Bergman and joined the Kelly & Lemmons law firm. Jerry has been our City Attorney
for 20 plus years.
City staff had a meeting with the Kelly & Lemmons law firm on August 9, 2012. We
met with Jerry, Patrick Kelly, Chad Lemmons, Trevor Oliver and Joseph Kelly. Not
attending the meeting were Kevin Beck and Patrick McGuigan. Staff was impressed with
the municipal experience and backup support as presented by Kelly & Lemmons.
At this meeting I indicated that the City Council will be considering whether or not to go
out with a Request for Proposal (RFP) for legal services. I believe that now is the
appropriate time to check the market and I recommend that the City goes through a RFP
process for legal services.
The staff has obtained numerous samples of RFP's from the League of MN Cities and
can finalize an Arden Hills RFP document within a couple of weeks. The RFP would ask
for separate proposals for civil work and for criminal work. Based on their municipal
experience, it is recommended that the City request proposals from only the following
firms:
Kelly & Lemmons
Kennedy & Graven
Campbell Knutson
LeVander Gillen & Miller
