Anderson, Assistant City Engineer SUBJECT: 2013 PMP Consultant Survey Services Background The City of Arden Hills initiated the public improvement process for the 2013 Pavement Management Program on August 13, 2012, when the City Council ordered preparation of the Feasibility Study. As part of the study, information is collected about the physical features in the area. Discussion Three quotations were solicited from consulting firms that have previously provided the City with similar services. The three firms include: Bolton & Menk, Inc.; E.G. Rud and Sons; and Elfering & Associates (these are the same three that provided quotes for the Old Snelling Avenue survey a couple of years ago). A general description of the work and expected schedule was provided for the firms to review and respond to with a proposal. Three proposals were submitted and each describes generally the same scope of work as requested. The proposals included completion schedules as requested, as well as the costs associated with the work. Financial Implications The financial results of the request for proposals are as follows: Elfering & Associates $14,290 E.G. Rud and Sons $22,500 Bolton & Menk, Inc. $46,145 Some of the proposals had a breakdown of costs and listed portions of the work separately. The results listed above include the sum of all work included in the proposals. Blaine,MN 55449—Phone:(763)780-0450—Fax:(763)780-0452 Project Understanding and Scope of Services It is our understanding that the City of Arden Hills would like assistance in conducting a topographic survey of the area identified as the 2013 Pavement Management Project (PMP). This area includes the Edgewater Avenue and the Glenhill Road neighborhood. The City has not identified the exact means of improvement for the neighborhood. Therefore, a survey is desired that will allow for a feasibility study and development of future plans that may range in type. It is our understanding that the survey work should be completed in such a manner that these various options can be explored and that control points and other work will be able to be used throughout the project life. After the survey is completed a base map will be created that includes topographic features, including tree lines and stand alone tree locations, landscape features, utility locations, and contour information of the corridor for use in preliminary and final design. Plan and profile sheets will be prepared that will allow for efficient preparation of future plans. Our Staff has previously worked with the Public Works Director and Assistant City Engineer and will be able to provide a product that will meet their needs and the needs of the City of Arden Hills. A project can be completed that is technically sufficient, but if the desired outcome was not effectively communicated to all stakeholders the project can be deemed a failure. At Elfering &Associates, we have established communication techniques that lead to a successful project and relationship. Our scope of services will begin prior to the kick-off meeting as we establish an agenda for the meeting that will allow us to clearly understand the City expectations for the project. This understanding will include many items such as interim deadlines and desired base map appearance. The survey will be completed in an efficient manner and infrastructure features will be obtained with sufficient information to show in plan view as well as profile view. After the survey is completed, we will prepare a base map that contains the topographic features of the corridor along with a sufficient TIN model and corresponding contours. In addition to the neighborhood streets, the scope of services for Schedule 2 includes delineating the Johanna Marsh wetland, flood plain determination, and topographic survey of the parcel located at 3168 Ridgewood Road. The scope also includes a boundary survey and a Certificate of Survey. This parcel is heavily wooded and so we have provided an alternate to the schedule provided in the scope of services in order to more economically complete the survey. A wetland determination would be completed prior to the September 28th, 2012 deadline so that City Staff can have information necessary to begin a feasibility study. However, the topographic survey and location of property corners would take place after the leaves have dropped this fall. We are prepared to also meet the full September 28th deadline at a slightly increased fee. Project Schedule It is our understanding that the City would like the project completed this fall and our schedule allows that to occur. An attempt will be made to locate property corners during the field survey, but a formal boundary survey will not be completed for the neighborhood street project. 4. The following is the anticipated scope of work,phasing and estimated cost for surveying services,which our firm can perform in the Edgewater Avenue, Glenhill Road neighborhood in Arden Hills: SCHEDULE ONE 1. This survey work is needed to facilitate those proposed improvements. In addition to the street and utility survey,the City intends to utilize the parcel,known as Johanna Marsh, as a potential stoimwater treatment area. This is only possible if the city can assure the Wetland Technical Evaluation Panel(TEP)that the proposed project will result in no further deterioration of the existing wetland,and possibly wetland enhancement. The best way for the City to prove enhancement is to evaluate the existing condition of Johanna Marsh using generally accepted evaluation methods such as MnRAM(Minnesota Routine Assessment Method). MnRAM is otherwise defined as a standardized method of evaluating the functions and values of the existing wetland. Bolton&Menk has significant experience in MnRAM assessments,wetland mitigation,wetland bank creation,confomling to the Minnesota Wetlands Conservation Act,and conforming to Federal wetland rules as administered by the US Corps of Engineers. We propose to use our Certified Wetland Delineators to delineate the wetland boundaries in the Johanna Marsh parcel, evaluate the wetland functions and values using MnRAM techniques, and further evaluate and map the changes in wetland communities within the Johanna Marsh parcel. Using this information,we will work with City Staff to develop ways to allow both utilizing the area for stormwater management while enhancing the existing wetland's functions and values. In addition to the wetland issues,Johanna Marsh is a flow through wetland that is part of a floodway. As such,the floodplain must be protected to the extent that the proposed improvements do not cause flooding issues elsewhere in the corridor. Bolton&Menk has Certified Flood Plain Managers that have significant experience in working with the Minnesota DNR and FEMA to find solutions have no significant impact on the floodplain. Project Scope The scope of this project is summarized as: • Research ownership and encumbrances for Johanna Marsh parcel • Perform a boundary survey of Johanna Marsh parcel • Perform a topographic survey of parcel,except where covered by water • Collect topographic data specified in the Request for Proposal • Prepare a Boundary Survey Map of the Johanna Marsh parcel,showing record easements and other encumbrances,topographic data,utility information, limits of delineated wetlands,and treed areas • Perform a wetland delineation • Evaluate the wetland functions and values using MnRAM evaluation techniques • Evaluate specific zones of acceptable and invasive wetland plant communities. To meet your needs,we propose to thoroughly investigate the available background information needed for a proper wetland delineation prior to visiting the site. This includes compiling information as follows: 1. Available Aerial Photographs. 2. U.S.Geological Survey Topographical maps(Quadrangle Maps). 3. LiDAR contour mapping(may be available this fall) 4. National Wetlands Inventory Maps. 5. Minnesota Department of Natural Resources—Protected Waters Maps. 6. Ramsey County Soil Survey Maps. Upon securing this information,we will visit the site and perform soil sampling,plant identification and a MnRAM functions and values assessment of the Johanna Marsh area. Because the MnRAM functions and values assessment covers each wetland as a whole,we propose to augment our investigation by noting specific areas of native plant communities and areas of invasive species and mono-cultural communities.Our delineators will use a sub-foot GPS unit during our investigation to note the wetland boundaries and changes in the plant communities. This information will then be downloaded into the City's preferred CAD format and mapped. Finally, we will generate a delineation,functions and values report that documents the wetland and plan community boundaries and recommends areas where the existing wetland could be enhanced to increase its functions and values as well as where changes can be made to enable storm water management in the area. Upon City staff review of our draft report,our editing to include recommended revisions,and approval to submit,we will submit the report to the LGU for general Technical Evaluation Panel(TEP) acceptance. Floodplain/Flood Fringe Determination Bolton&Menk has researched the status of the floodplain mapping in the area and found that the Flood Insurance Rate Maps(FIRM) of this area were updated to a Zone AE mapping standard with an effective date of June 4,2010. This recent update shows the floodway, and flood plain outside the floodway(also commonly referred to as the flood fringe). Bolton&Menk has a Certified Floodplain Manager(CFM)on staff who is licensed to administer the rules of the National Flood Insurance Program(NFIP). Our CFM will obtain the modeling information used to generate the current FIRM and will analyze the model relative to Light Detection and Ranging(LiDAR)information as it becomes available to verify the accuracy of the current map. We propose to have our CFM meet with City staff to discuss how the proposed enhancements may be limited by the NFIP guidelines in order to formulate a viable enhancement program that is likely to be accepted by the agencies claiming jurisdiction over floodplain management(i.e.,Rice Creek Watershed District,the Minnesota DNR,FEMA). Based on the outcome of the meetings,our CFM may need to analyze the impact of the proposed enhancements using the available modeling,typically HEC-RAS, and prepare the applicable Letter of Map Change(LOMC)application to FEMA,if necessary. Bolton&Menk,Inc. assisted the City of Ramsey in developing wetland protection rules that were incorporated into ordinance recommendations.The Plan and its figures,maps and tables were made GID- ready for inclusion into the City's GIS system.The Plan was also distributed to all of the potential TEP members,including the area watershed districts, for review and comment prior to presenting the Plan to the City Council and ultimately to the public in a hearing. Floodplain DFIRM Remapping,City of Lake Crystal,Minnesota The City of Lake Crystal,MN recently received updated preliminary Digital Flood Insurance Rate Maps (DFIRM)along with flood mapping updates in Blue Earth County.During this study,FEMA chose to remap County Ditch(CD)56, which flows directly through a residential portion of town.Bolton&Menk, Inc. was hired to review the preliminary flood mapping because several properties were added to the FEMA regulated floodplain that were not included in previous maps.The hydraulic modeling performed by FEMA"s mapping partner was reviewed,where it was discovered that several key hydraulic conveyance features through town were neglected in the hydraulic models,thereby artifically increasing peak flood elevations and extending the floodplain boundary. The City of Lake Crystal hired Bolton&Menk,Inc.to remap all of its floodplain maps and produce hydraulic models and documents according to FEMA's Guidelines and Specifications for Flood Hazard Mapping Partners.Additional survey data, along with available LiDAR topographic data,was obtained where neceassry and the hydraulic models and DFIRM maps were redeveloped using the more accurate data.The new maps and study underwent rigorous QA/QC analysis including the use of the CHECK- RAS program to verify the acceptability of the revised maps. The resultant maps and Flood Insurance Study removed a significant amount of properties from the proposed floodplain and established reliable 100-year flood(1%event)elevations that can be used to properly manage the floodway.The data and supporting report documents were submitted to FEMA during Blue Earth County's comment period where the new modeling and maps were approved and accepted by FEMA.Also,the modeling and mapping was determined to be at a high enough level of detail that the maps were adopted as Zone AE with documented base flood elevations as opposed to the previously accepted Zone A maps.Upon completion of the project and FEMA approval,the City of Lake Crystal received reliable and accurate flood information. FEMA Digital Flood Insurance Rate Map(DFIRM)Study,Meeker County,Minnesota Meeker County received a grant from the Minnesota Department of Natural Resources to remap several of its streams using the HEC-RAS hydraulic modeling software.Bolton&Menk,Inc.was hired to work with Meeker County Survey Data and available contour mapping to generate a series of hydaulic models as well as utilize HEC-GeoRAS to delineate the FEMA Zone A floodplain. Bolton&Menk followed FEMA's Guidelines and Specifications for FLood Hazard Mapping Partners to produce highly accurate flood modeling data that met FEMA's rigorous requirements. AreGIS digital spatial files were produced in a geodatabase format according to FEMA's standards.Also, Bolton&Menk was responsible for producing the technical sections of the Flood Insurance Study(FIS). FEMA determined that Bolton&Menk's hydraulic modeling,technical data, and supporting documentation met the guidelines of an official FIS and DFIRM and was approved for production and distribution.Meeker County is fully utilizing the detailed flood information to make accurate and confident floodplain management decisions. Turtle Creek Flood Mitigation Study,City of Austin,Minnesota Over the past several decades,residential properties along Turtle Creek in Austin,MN have flooded due to excessive rainfall in both the Turtle Creek and Cedar River watersheds. Since the confluence of Turtle Creek and the Cedar River is situated in a highly developed portion of the City,the hydrologic conditions of each system are highly dependent upon one another in terms of the flooding conditions in town.During low flows in the Cedar River, flood flows in Turtle Creek are high enough to cause damage. However,the risk for flooding increases as flows in the Cedar River increase.In other words,the tailwater condition on Turtle Creek plays a significant role in reducing the flood storage capacity of the Turtle Creek system in the lower reach. Bolton&Menk,Inc.was hired to perform hydrologic and hydraulic studies of the system in order to determine the impacts of flooding for a variety of hydraulic conditions and propose several flood mitigation strategies to protect residential properties along Turtle Creek. Since stream gauge data and other applicable flood measurements were limited for this study,public involvement and feedback served as a valuable source of information by which the hydraulic modeling was calibrated and validated.Bolton &Menk,in conjunction with City staff, initiated an information gathering process that included targeted mailings to residents that have either been historically affected by flooding or those deemed at high risk of flooding during future rainfall events.The residents were asked to provide information regarding which flood events impacted them, some idea of how high the flood waters reached,locations of where flooding may have entered the home,and any other pertinent information that would help Bolton&Menk perform the study. This,along with FEMA Elevation Certificates,was organized and presented to the residents in a public forum where residents, City officials,and consulting engineers discussed the current flooding problems and their severity,best management practices(BMP)that would fit in the available areas,and projected timelines for improvements. Bolton&Menk developed several HEC-RAS models that predicted flood impacts for the existing conditions as well as several proposed mitigation scenarios.Along Turtle Creek,flooding sources include flood direct surface flooding as well as basement inundation from ground water sccpagc or sanitary sewer backup.Therefore,the flood protection scenarios included earthen flood control berms,structural retaining wall structures,property acquisition, and other individual spot-protection including sump pump, drain tile and sanitary sewer.
