Primarily using the City's annual 100-hour labor allotment, CTV is able to create an approximately two-minute video that showcases the City's attributes and amenities. Economic development will also be a key feature of the video. The video will be produced in 2012 and 2013 so that the labor hours can be divided between two years. Discussion Questions 1. What are the primary economic development strengths and opportunities that should be conveyed? 2. Should the video include mini-interviews? If so, then a. With whom? b. What questions should be asked? c. What information is best to communicate via interviews? 3. What specific businesses, business districts, views, or locations should be filmed to give a positive impression of economic development in Arden Hills? City ofArden Hills Economic Development Commission September S; 2012 Page 1 of 1 � �fi` �HILLS MEMORANDUM DATE: September 5, 2012 EDC Agenda Item 3.B TO: Economic Development Commission Chair and Commissioners FROM: Jill Hutmacher, Community Development Director ,J /� SUBJECT: Economic Gardening Economic Gardening is an approach to economic development which focuses on "stage two" businesses which are defined as businesses that are past the start-up phase, have 10 — 99 employees, and $1 to $50 million in annual revenue. Research has shown that most jobs are created by stage two businesses. Economic Gardening specifically focuses on stage two businesses which have high potential and steady growth and which sell goods and services outside of the region (in other words, they bring new money into the region from elsewhere). Staff recently attended an Economic Gardening meeting organized by Ramsey County. At the meeting, representatives from Hennepin County described their recently completed and successful pilot program. Hennepin County selected 15 stage two businesses to participate. Each business received 50 hours of technical research assistance at no cost and attended monthly round table meetings with CEOs from the other participating businesses. The research assistance and the round table meetings were facilitated by the Edward Lowe Foundation, a non-profit organization which focuses on economic development and entrepreneurship. Participating businesses reported a high level of satisfaction with the program. Staff from several Ramsey County communities were in attendance at the meeting with Edward Lowe Foundation and Hennepin County staff and were intrigued by the economic development processes and techniques presented. Ramsey County will be considering whether a pilot program or cooperative program with Hennepin County could be organized. By dedicating $150,000 -- or approximately $10,000 for each of 15 businesses that qualify =- the county has launched a program in which it is "reaching out to the businesses we never hear from, or businesses we only read about when they announce they're moving to another area," said Karen Skepper; Anoka County's directar of community and government refations. The idea is that the 6usinesses, the county and potential customers afl wili benefft. The businesses must meet certain criteria to qualify, including having 99 or fewer empioyees. "We bring the infrastructure so someone like Anoka County can jump in," said the Lowe Foundation's L.ange. "The county pays for the program and, in return, establishes a culture for entrepreneurial growth. "Anoka County is rewarded with job growth, tax revenues, increased wealth, The companies give back and build the communities. The payback spills to multiple levels." From the ground up Steven Daas, who owns the Maple Grove-based professional- services firm Global Tax Network, recently completed Hennepin County's 12-month pilot program. He said 15 CEOs of what he describes as "Stage 2" companies attended monthly meetings in which they discussed business issues and how each member settled problems. Some entrepreneurs, such as Erik Saltvold (a.k.a. Erik the Bike Man), talked abaut how they built their companies from the ground up, Daas said. The Edward Lowe Foundation offered.an e-mail list with 200 potential co.ntacts, many of them being other enfrepreneurs who have survived their own growing pains and can affer advice, Daas said. A foundation.representative also offered tips concerning customer relatians and described ways of customizing companies' internal systems, Daas said. "I've been in two other CEO peer groups, but this one really meshed well," Daas said. "All the companies were similarly sized, in the same growth mode. The progr�m was so focused on what we needed now." The Edwa�d Lowe Foundation, established 25 yea�s ago, has an (nternet site, YourEconomv.orq, that offers a subscription.service with tips from economic-growth professionals. 7he roundtable aspect.of the program was introduced fast year in Hennepin County, Lange said. Hennepin and Anoka counties are considered "program pioneers.° The Anoka County program was introduced earlier this month at the 3M Champio.nship at the TPC 1'win Cities golf course in Blaine. Sixty people attended a brief seminar. "7he hum of the business community was. very strong," said Skepper, who is meeting with city councif representatives to spread word of the program throughout the county. "There are no catches to this," Skepper said. "We're not going to put competing businesses together. At the August 20, 2012, City Council work session, Ms. Stacie Kvilvang, Ehlers, requested City Council feedback on public financing assumptions, relative priorities of development goals, and potential TIF application scoring criteria. Ms. Kvilvang received feedback which she will use to draft a TIF ranking matrix and policy for further Council discussion.
