HomeMy WebLinkAbout08-13-12-R ,- RQEN�HILLS Approved: September 10, 2012 CITY OF ARDEN HILLS, MINNESOTA REGULAR CITY COUNCIL MEETING AUGUST 13,2012 7:00 P.M. - ARDEN HILLS CITY COUNCIL CHAMBERS CALL TO ORDER/ROLL CALL Pursuant to due call and notice thereof, Mayor David Grant called to order the regular City Council meeting at 7:00 p.m. Present: Mayor David Grant, Council Members Nick Tamble, and Ed Werner Absent: Council Members Brenda Holden(excused) and Fran Holmes (excused) Also present: City Administrator Patrick Klaers; Assistant City Engineer John Anderson; Parks and Recreation Manager Michelle Olson; and Deputy City Clerk Amy Dietl PLEDGE OF ALLEGIANCE 1. APPROVAL OF AGENDA Mayor Grant requested Item 8C be moved to the consent agenda. Councilmember Tamble requested Item 8B be moved to the consent agenda. MOTION: Councilmember Tamble moved and Councilmember Werner seconded a motion to approve the meeting agenda as amended moving Items 8B and 8C to the Consent Agenda. The motion carried unanimously (3-0). 2. PUBLIC INQUIRIESANFORMATIONAL None. 3. STAFF COMMENTS A. Transportation Update Assistant City Engineer Anderson reported that Ramsey County has remarked the turn lanes at the intersections of County Road E and Old Highway 10 and at Cleveland Avenue and County Road E2. The turn lanes have also been completed at the Lexington Avenue and 1-694 bridge. He ARDEN HILLS CITY COUNCIL—AUGUST 13, 2012 2 also noted that the closure of Old Highway 10 to remove the 1-694 bridge went well and was completed last week. Assistant City Engineer Anderson stated that westbound 1-694 will close overnight beginning at 8:00 p.m. on August 15 and remain closed until 5:00 a.m. on August 16 to shift traffic. Eastbound I-694 will close overnight from 8:00 p.m. on August 16 until 5:00 a.m. on August 17 to move traffic on to a bypass. He also noted that the County Road F and Hamline Avenue intersection work is planned for October and should be completed in 30 days. Councilmember Tamble questioned the parameters of the 1-694 closure. Assistant City Engineer Anderson stated that he was unsure of the exact boundaries at this time, but he is sure that the actual closure will be smaller than what the detour will be. Assistant City Engineer Anderson indicated that north and southbound Snelling Avenue and Hamline Avenue is scheduled to open to traffic in late November. The TH10 bridges over I-35W are scheduled to be completed in early November. He noted that southbound TH10 south of County Road 96 will be open to traffic over the winter, and the TH10 and County Road 96 interchange is slated to begin construction in the spring of 2013. Councilmember Werner inquired if there will be changes to the condition of the road on Highway 10. Assistant City Engineer Anderson noted that the surface of the road will be redone next year. B. Celebrating Arden Hills Fall Festival Update Parks and Recreation Manager Olson updated the Council on Celebrating Arden Hills. She noted that the Bethel University Band will kick off the event at 3:00 p.m. on September 15. Events will be held at Tony Schmidt Regional Park at 3500 Lake Johanna Boulevard and include rock wall climbing, a bungee trampoline, hay rides, Fire Department water activity, a moonwalk, pontoon rides, and community booths. She stated that there are new activities this year including a petting zoo, a strolling magician, D.J./karaoke, TCAAP (Twin City Army Ammunition Plant) tours, and community booth demos. Most activities offered are free of charge, with the exception of food concessions, the caricaturist, and photos from the photo booth. Parks and Recreation Manager Olson noted that the community booth demos will take place from 4:30 p.m. until 6:30 p.m. There will be giveaways and stamps will be distributed at the booths for a prize drawing at 6:45 p.m. for gift certificates and other prizes. She stated that fireworks will end the event at approximately 8:00 p.m. with music from the Shoreview Northern Lights Band. Parks and Recreation Manager Olson stated that parking for the event is limited at the Tony Schmidt Regional Park, but the south side of Lake Johanna Boulevard (east of the park), and both sides of Country Road E (west of the park), will remain open for parking during the event. Additional parking is available at Perry Park and shuttles will run all day. ARDEN HILLS CITY COUNCIL—AUGUST 13, 2012 3 4. APPROVAL OF MINUTES A. July 9, 2012 City Council Work Session B. July 16, 2012 City Council Work Session MOTION: Councilmember Tamble moved and Mayor Grant seconded a motion to approve the July 9, 2012, City Council Work Session, and July 16, 2012 City Council Work Session Meeting minutes as presented. The motion carried unanimously (3-0). 5. CONSENT CALENDAR A. Motion to Approve Consent Agenda Item - Claims and Payroll B. Motion to Approve Ramsey County Elections Contract for 2013 - 2016 C. Motion to Order Feasibility Study for 2013 PMP (was Item 8B) D. Motion to Adopt Ramsey County All-Hazard Mitigation Plan (was Item 8Q MOTION: Councilmember Tamble moved and Councilmember Werner seconded a motion to approve the Consent Calendar as amended and to authorize execution of all necessary documents contained therein. The motion carried unanimously (3-0). 6. PULLED CONSENT ITEMS None. 7. PUBLIC HEARINGS None. 8. NEW BUSINESS A. Resolution 2012-026: Supporting the Dedication and Designation of the Don Messerly Picnic Shelter at Valentine Park Parks and Recreation Manager Olson stated that the Parks, Trails, and Recreation Committee (PTRC) recommended that the City Council adopt a Resolution supporting the dedication and designation of the new picnic shelter to be installed at Valentine Park as the Don Messerly Picnic Shelter. She noted that Don Messerly has been a long-standing resident and member of the PTRC. Parks and Recreation Manager Olson noted that Don Messerly has dedicated countless hours of service to the betterment of the parks and trails of Arden Hills; he has served on the PTRC regularly since 1983; he was instrumental in obtaining donations for the park system through his volunteer service; he worked tirelessly to improve Valentine Park; and he initiated efforts to establish a prairie restoration project at Crepeau Nature Preserve. She stated that although the PTRC has not made a recommendation at this time regarding the type of plaque or sign that would ARDEN HILLS CITY COUNCIL—AUGUST 13, 2012 4 be placed at the picnic shelter, they will bring forth a recommendation at a future City Council meeting. Mayor Grant read Resolution 2012-026 in its entirety. He commended Mr. Messerly for his hard work and dedication and stated that he is happy and proud to put a plaque on the Valentine Park shelter in Mr. Messerly's name. Councilmember Tamble stated that Don Messerly is a wonderful person and this dedication is a great way to show appreciation for his hard work. Councilmember Werner affirmed that the Resolution really reflects what Mr. Messerly has done for the City parks system over the years. Rich Straumann, 4380 Arden View Court, stated that he serves with Don Messerly on the PTRC. He noted that Mr. Messerly has been a tireless worker and he is very humbled by this nomination. Jim Otto, 4352 Arden View Court, has known Mr. Messerly for many years and has also served with Mr. Messerly on the PTRC. He noted that Don Messerly is a great guy and he thinks this nomination is a good idea. Mayor Grant stated that having two people from the community stop by to talk about their experience with Don Messerly further reinforces that this dedication is deserving. He has made a positive impact while volunteering his time over the past 29 years to the parks and trails system. MOTION: Councilmember Tamble moved and Councilmember Werner seconded a motion for the adoption of Resolution 2012-026: Supporting the Dedication and Desi nation of the New Picnic Shelter to be Installed at Valentine Park as the Don Messerly Picnic Shelter. The motion carried unanimously (3-0). 9. UNFINISHED BUSINESS None. 10. COUNCIL COMMENTS AND STAFF UPDATES Mayor Grant stated that he received a letter from the North Metro 1-35W Corridor Coalition requesting the City rejoin the coalition. He noted that it may be a work session topic for the future, but for now, he simply wanted to mention that he had received the letter as did many surrounding cities along the corridor. Mayor Grant indicated that the work being done at Valentine Park is nearly complete, but the weeds are a concern. He questioned what the plan is for weed control and what the contractor is going to do in the spring. Assistant City Engineer Anderson stated that as part of the contract at Valentine Park, the contractor will be responsible for seeding. It will be reseeded this fall, and prior to the reseeding, ARDEN HILLS CITY COUNCIL—AUGUST 13, 2012 5 the weeds will be killed back so the grass has a chance to grow. He noted that as far as the weeds are concerned, he brought a plant to the Ramsey County Conservation District for testing. The plant was identified as something that was already in the soil, and it re-sprouted when the site was prepared. Mayor Grant stated that candidate filing ends at 5:00 p.m. tomorrow, August 14. He mentioned that there are two City Council seats open and there are currently two candidate filings. He reminded everyone to vote in the primary elections tomorrow, and that the primary is important because of the contested races.
