Backlzround/Discussion
Mayor Grant requested that this item be on the work session agenda.
Attached is the most recent correspondence from the North Metro I-35W Corridor
Coalition. In this August 3, 2012 letter, Arden Hills is requested to become an active
member of the Coalition.
Membership in the Coalition was last discussed by the City Council on December 19,
2011. At that time, the Council consensus was to not rejoin the Coalition. Attached are
the minutes from this December 2011 discussion.
The "5 cities" group (the Mayor and City Administrator/Manager from MV,NB, SV,
RV, and AH) is meeting Monday afternoon and the I-35W Coalition is on the agenda for
discussion.

Dear Mayor Grant:
We are writing to ask your City to become an active member of the North Metro 1-35W
Corridor Coalition. The Coalition was established in 1996 to advocate for transportation
system investments needed to reduce congestion, enhance mobility and support transit
options. Your City was a charter member of the Coalition and we miss your participation. We
believe that Arden Hills will benefit from our efforts and your membership will help ensure our
success.
As you are aware, Mn/DOT selected SRF Consulting Group to conduct a "Managed Lane
Study" of the 1-35W Corridor between Downtown Minneapolis and Forest Lake. The study is
being conducted under the guidance of a Technical Management Committee. That Committee
is comprised of professional staff from the involved cities, counties and agencies, including
Roseville. Assessment of options is underway and latest results were presented to the
Committee yesterday. More substantive information will be available in October. A copy of the
current "Study Overview" is attached and identifies the options considered and the
assessment outcomes to date.
While it will take several more months to prepare the final reports, we expect to begin
discussion of implementation funding with Mn/DOT and the Metro Council shortly. Your City's
presence at the table would be very helpful in this process. As noted in an earlier invitation
sent by Coalition President Richard Swanson, we are asking for your consideration of an initial
membership fee for 2012. Between now and November, we will work with all continuing and
new members to develop a more detailed Work Plan for 2013 and beyond. Our normal policy
is to set city member fees by formula @ 50% population and 50% tax capacity.
We would appreciate an early opportunity to meet with your Council to further discuss this
matter and stand ready to provide any information you might need to reach your decision.

Corridor Summary
The I-35W North Managed Lanes Corridor Study extends from downtown Minneapolis to Forest Lake.The purpose of the
study is to identify preferred managed lane concepts as well as improvement strategies at spot locations along the corridor.
A Technical Advisory Committee,consisting of local,county,state,and federal representatives,meets every other month to
provide recommendations and feedback on the study process.
Managed Lanes Corridor Alternatives _ Traffic Forecast Update
Corridor alternatives have been developed that identify different ways to Traffic forecasts are is being developed

• Alternative 2 -Bus Only Shoulder A Bus Rapid Transit(BRT)Evaluation
• Alternative 3A-Managed Lane with Full Shoulder is being completed for the study
• Alternative 3B-Managed Lane with Minimal Shoulder in order to understand future BRT
• Alternative 4A-Single Reversible Managed Lane ridership demand.Additional forecasts

Primary Screening Analysis BRT assumptions.
A primary screening analysis for the corridor study has been completed.The
purpose of the primary screening is to narrow down corridor alternatives

vehicles by providing travel time advantages. _
• Provide a choice for commuters during the peak periods.
• Reduce congestion and improve safety along the corridor.
This study is intended to identify improvement strategies for
the corridor and how improvements could be strategically
implemented over time. Specifically this study will investigate the
type of managed lane system,the location of said systems,and the
designating 1-35W managed lanes and associated policies.

Mayor Grant stated that he had received correspondence from the North Metro I-35W Corridor
Coalition regarding a "Managed Lane" study of I-35W between downtown Minneapolis and
Forest Lake. He explained that Arden Hills had previously been a member of this coalition but
withdrew from the group due to policy decisions with which the City did not agree. He explained
that the coalition has offered to allow Arden Hills to rejoin the coalition at a special fee of$1,000
for 2012. He asked the Councilmembers if they are interested.
Council consensus was to not rejoin the North Metro 1-35W Corridor Coalition.
3. COUNCIL COMMENTS & STAFF UPDATES
Councilmember Holmes shared information that she had obtained at a recent meeting regarding
a resource for cities to obtain ownership information on foreclosed homes.
Councilmember Holden stated that she stopped by the Pace offices and spoke to their Human
Resources Director regarding the improved appearance of their building and how much the
Council appreciated Pace's efforts. She suggested that staff write a letter of appreciation to Pace.
Mayor Grant asked Councilmembers to let him know their interests for liaison appointments for
2012.
Mayor Grant requested a list of all City committee and commission meeting dates.
ADJOURN
MOTION: Mayor Grant moved and Councilmember Holden seconded a motion to
adiourn The motion carried unanimously (5-0).
Mayor Grant adjourned the City Council Work Session meeting at 8:00 p.m.
