EN HILLS HILLS CITY OF ARDEN HILLS PARKS,TRAILS AND RECREATION COMMITTEE MEETING TUESDAY,DUNE 19,2012 ARDEN HILLS CITY HALL CALL MEETING TO ORDER Chair Garretson called the June 19, 2012,meeting of the Parks, Trails, and Recreation Committee to order at 5:05 p.m. MEMBERS PRESENT: Chair Garretson, Committee Members Don Messerly, Phil Kramlinger, Harold Petersen, Steve Scott,Nancy O'Malley, Jane Larson, Rich Straumann,John Peck and Chuck Michaelson. OTHERS PRESENT: Parks and Recreation Manager Michelle Olson and Acting Council Liaison Fran Holmes. 1. APPROVAL OF AGENDA MOTION: Committee Member Messerly motioned to approve the agenda seconded by Committee Member O'Malley. The motion carried unanimously (10-0). 2. APPROVAL OF MINUTES—May 15,2012 MOTION: Committee Member Michaelson motioned to approve the May 15,2012,minutes, seconded by Committee Member O'Malley. The motion carried unanimously(10-0). 3. UNFINISHED BUSINESS A. Trail Sianne Update Ms. Olson reported that Council approved going forward with the design of the 20 signs but the 20 sign locations and proposed maps would yet need to be approved by Council before going to production. She indicated that she and the Assistant City Engineer are working on finalizing the trail segments. Acting Council Liaison Holmes indicated she had concerns about the signs in that she feels if a person is in an unfamiliar area, a sign does not help as they are difficult to figure out and feels they should have a purpose. She stated that on Venus Avenue,where the trail ends and does not pick up again, it should indicated trail ends so that a person knows it does not start again. Another example would be for trails that go through people's yards. Ms. Olson indicated that many of these trails are no longer accessible since people have put up retaining walls and such and for those that are still accessible, an Arden Hills marker could be put up. Acting Council Liaison Holmes also commented that the Elmer L. Andersen signs the City currently have are different than the ones the PTRC is now proposing and she feels the signs should be consistent. Committee Member Straumann stated the current signs are unique to the Elmer L.Andersen trail. Committee Member Peck indicated that the IL Parks,Trails&Recreation Committee Meeting Minutes June 19,2012 Page 2 proposed signs are navigational signs and the Elmer L. Andersen signs are dedication signs. Council Liaison Holmes indicated the Elmer L. Andersen signs already have a map on them and did not understand why the maps from the proposed signs are different than the maps on the Elmer L. Andersen signs. Ms. Olson recapped that the PTRC had previously discussed whether to have the whole map as opposed to the zoomed in area and the members determined it would be nice to have the zoomed in area. Ms. Olson indicated she will have a mock up of some of the maps for Council and PTRC to view before going to the printer. Ms. Olson invited the PTRC members to attend the July 16 work session and reminded them about the all committee/commission barbeque on July 10. B. Naming Guidelines Ms. Olson recapped that at the last meeting Committee Member Peck had asked her to bring up the idea of naming the picnic shelter at Valentine Park after Committee Member Don Messerly. She indicated she has included the naming guidelines in their packet for review. Ms. Olson stated the PTRC could either make a motion tonight or wait until the September meeting so they can review the naming guidelines. MOTION: Committee Member Peck motioned that the PTRC move forward with dedicating the picnic park shelter, in the newly renovated Valentine Park, after long-term Committee Member Don Messerly. The motion was seconded by Committee Member Petersen. The motion carried unanimously(10-0). Ms. Olson asked Committee Member Peck on how he wanted to signify the dedication. • Committee Member Peck indicated he was envisioning some kind of plaque attached to the shelter, like the City has on the trail signs. Committee Member Messerly thanked the members for the gesture. C. Other Unfinished Business None. 4. NEW BUSINESS A. Parks Tour B. Other New Business None. 5. REPORTS A. City Council Report Acting Council Liaison Holmes reported the trail maintenance policy was put into place to maintain our existing trails and that$50,000 is budgeted each year for maintaining Parks,Trails&Recreation Committee Meeting Minutes June 19,2012 Page 3 them. She indicated that Public Works Director Maurer and Ms. Olson determine which trails need to be repaired annually. Ms. Holmes mentioned that many of the business people would like Arden Hills to have gateway signs and that the City will be placing one by the new Walgreens. If the Council likes the sign another will be placed at the triangle and at 96 and Lexington. Ms. Holmes informed that the Council also approved the resurfacing of the Floral Park tennis court and construction of the new gym at Bethel. Ms. Holmes indicated that Cub Foods is putting in a drive thru for their pharmacy. She commented that the City is spending a lot of time redesigning the website and that it will be very user friendly and up-to-date. Ms. Holmes also stated that Council approved an emergency,temporary,no-wake zone at Lake Johanna since there is a shoreline erosion problem when the water gets too high. She reported the triangle parcel is problematic in that there are 4 gas tanks buried there that will need to be removed. She indicated the PTRC should help decide on what to do with that parcel. Ms. Holmes indicated that Mr. Messerly had worked for State Farm and that they gave a donation to the City because of Mr. Messerly's volunteer work. Ms. Holmes thanked Mr. Messerly for all his volunteer work and thanked State Farm for their generosity. Ms. Holmes mentioned that the CIP includes money for a dog park and it is up to the PTRC to bring forward a recommendation to the Council with location, costs and guidelines. Council will then decide at that time if they recommend approval. B. Public Works/Park and Recreation Report Ms. Olson asked everyone to RSVP on whether they could attend the all committee picnic. ADJOURNMENT MOTION: Committee Member Straumann moved to adjourn, seconded by Committee Member Peck. The motion carried unanimously(10-0). We had good attendance. We were able to visit all fourteen parks. The park evaluation forms were collected from each committee member for each park and the results were compiled. Overall Appearance 2.9 avg 7 responses OVERALL AVERAGE 3.2 avg last year 3.0 Final Comments — Suggestions for Improvements • clean up needed (graffiti) • no trail • this park really belongs to the housing community surrounding it— not really accessible or visible to others • poor drainage (water) — but it has been raining • was told there is much vandalism — have we ever considered cameras (I suppose they would be vandalized) • playground nice except for mulch which is new • this is like a separate community— not connected to the rest of the community • good court resurfacing • good for environment • city doing well for the neighborhood • hard to maintain • basketball court looks good but needs new nets • no benches — metal? • did not see a sign • more trees, ice rink, metal benches needed • small park • limited access • it was resurfaced last year • weeds, but nicely mowed • graffiti on shelter pad • trash on basketball court • lots of standing water from recent rains • picnic shelter— always lots of graffiti • needs new basketball nets • never ending maintenance • court looks great • shelter has some graffiti • need a few benches • need a metal picnic table that is anchored to the ground • wetland area is pretty • how can we get this community to buy into taking care of park • problem — much of area is under water • consider adding benches • sufficient for park and size (usable area) • can't blame Arden Hills for graffiti and trash around — neighborhood clientele • Arden Hills is doing a good job • it's unfortunate that the residents don't take care of the trash • maybe there could be some kind of thing where a resident can be a bit of a caretaker PARK EVALUATION RESULTS ARDEN OAKS PARK Recent Improvements Playground mulch added May 2012. New bathroom partitions - 2011. Park signs were repainted in summer of 2009. Irrigation — 2010. Trails in this area will be crack sealed and overlaid in late summer 2012 (pending Council approval). Bathroom enclosures built in May 2012 by Eagle Scouts. Future Improvements Scheduled for Park City is exploring redoing the concrete around the building for safety purposes. Rankings 1. Basketball court was resurfaced in fall 2009/spring 2010. Playground mulch was replenished in spring of 2012. Future Improvements Scheduled for Park PTRC has indicated they would like to beautify this park, in particular the upper part of the park. Staff included funding in 2013, pending Council approval. Overall Appearance 4.2 avg 6 responses OVERALL AVERAGE 4.1 avg last year 3.8 avg Final Comments — Suggestions for Improvements • amenities - play structure, swing set, two picnic tables • plenty of benches • no dog park! — very nice neighborhood park • very nice for the size of the park • ice hockey rink— paint the fence • lots of weeds • I missed the sign • this is a great neighborhood park • nice except for weeds — because this is in a neighborhood a nicer lawn would be nice • beautify rink by painting outside brown or green • lower park looks great • upper park needs a lot of work • since this park is a gateway to Arden Hills, the upper part must be improved! • the hockey rink and parking looks terrible! • shrubs, small trees, painting is a must! • upper is what is seen from a busy street— and makes a bad impression for Arden Hills • lower looks great but no one sees • lighted hockey rink— soggy (rain) • hockey fence just painted (inside) • upper level a bit rough • lower garden looks great • possible off-leash dog park • love the rain garden • lovely small neighborhood park • zero parking • no porta potty required • need a new chain link fence • playground basketball court looks good • hockey rink and warming house in good shape • need shrubs around sign • lower Freeway is pretty • upper Freeway park looks very unattractive • the upper park is not a good representation of Arden Hills — it looks so tacky • we need to plant trees and shrubs by hockey rink— need to soften the harsh look • need a new chain link fence — it is so rusty • trees make it a natural beauty • hockey rink for off least area — good site • some walk for users but good • the lower area looks very nice (nice to have the separation) • the County Road E entrance needs a sprucing up — some landscaping, new parking lot • landscape with shrubs that can tolerate being near a busy road and road chemicals in winter • dog park —yes (but parking no) - the hockey rink makes it a candidate • amenities are okay • two levels — need south end park sign PARK EVALUATION RESULTS HAZELNUT PARK Recent Improvements Irrigation added to soccer field and softball field in 2012. Soccer field land purchased in 2011. Playground mulch replenished in July of 2010. Park signs repainted in summer of 2009. TO: Parks Trails and Recreation Committee FROM: Michelle Olson, Parks and Recreation Manager SUBJECT: Off Leash Dog Park Liability Discussion Background The PTRC conducted a park tour on June 19, 2012. The Committee discussed looking at all of the potential locations for a possible off leash dog area. The Council approved putting $7,500 in the Capital Improvement for 2013. Therefore, the PTRC will now need to put together a recommendation to bring forward sometime before spring to see if Council would be interested in proceeding in 2013. Since the Committee visited potential locations, tonight would be a good time to discuss the various locations, list them out and begin identifying pros and cons. DESIGN DEVELOPMENT DOCUMENTS FOR KELLER GOLF COURSE IMPROVEMENTS Mr. Mack noted that Jack Ditmore and Deb Falkowski have represented the Parks and Recreation Commission on the Keller Golf Course improvements design committee throughout the process On March 14, 2012, the Commission reviewed schematic design plans for the Keller Golf Course and Clubhouse. Following approval of the schematic design plans, the golf course architect (Richard Mandell) and the construction manager (McGough Construction with Partners & Sirny as architects) were authorized to proceed with preparation of design development documents for the golf course and buildings. Mr. Finley presented the design development documents for the clubhouse, pro shop and golf course. He highlighted modifications that had been made between schematic design and design development. He presented the floor plan and elevations for the clubhouse and pro shop, pointing out that the design development documents illustrate exterior design and finishes that recall the historical clubhouse and pro shop. The design provides a pre-function area that replicates the current "great hall' with window views and a patio overlooking Keller Lake. The 1 banquet hall programmed to seat 269 people captures views of the golf course and views of Keller Lake. The bar/grill area can accommodate up to 75 people. The kitchen is designed to service banquets as well as less formal menus offered in the bar/grill area. The pro shop replicates the current exterior design but is approximately double the size. Cart storage is split between a garage under the pro shop for 36 carts and storage under the clubhouse for an additional 36 carts. He pointed out that based on design committee recommendations, the number of bathroom stalls adjacent to the bar/grill area has been increased by one and the proposed shower/locker facilities have been eliminated. Mr. Finley reviewed the golf course design noting that there have been a few refinements since schematic design; however, the general layout is unchanged. He noted that there continues to be discussion about the tee box locations for hole #13. The plan calls for establishment of a forward tee approximately 110 to 125 yards from the green without the force carry over water. Some low handicap women's club members have expressed concern about this tee location. Alternatives to expand the size of the current tee box are extremely limited. Any expansion would require a significant structure to retain soil and still result in a forced carry of at least 110 yards over the irrigation pond. Ms. Falkowski, a member of the design team, encouraged staff to provide both tees, enlarging the existing tee and reducing the size of the new forward tee. Mr. Ditmore discussed the design process and complimented the consultants for the quality of design and their responsiveness to questions and concerns raised by design committee members. Following further discussion, Mr. Ditmore moved, seconded by Mr. Jenni, that the Commission recommend approval of the design development documents for the Keller Golf Course, clubhouse and pro shop. Motion carried. PERFORMANCE MEASURES AND CRITICAL SUCCESS INDICATORS FOR PARKS AND RECREATION SERVICES Mr. Mack reminded the Commission that as part of the Ramsey County is two-year budget process, the second year involves review of each department's contribution toward the County's critical success indicators and the associated performance measures. The critical success indicators are aligned with goals adopted by the Ramsey County Board of Commissioners. Specific critical success indicators applicable to parks and recreation services are: • County facilities have connectivity and are functional, safe, energy efficient and accessible • Residents have access to and use libraries and recreational resources • A variety of transit and transportation options are accessible and safe for users of all abilities and incomes • Natural resources are managed to sustain and enhance the environment • County services support the educational and occupational achievement of its children and adults Ms. Yungers distributed the Department's draft summary of each of the critical success indicators and associated performance measures as presented to the County Manager for review and comment. Ultimately these documents will be presented to the Ramsey County Board of Commissioners as part of the 2013 budget process. Mr. Ditmore inquired whether the performance measures documents reflect targets for the last year reported. Mr. Mack indicated that the estimates for 2012 and 2013 are essentially targets but, that the forms used do not 2 include the target for the current year. He cautioned the Commission that many of the measures being reported need to be considered as indicators of direction because the methodologies for obtaining these indicators have varying degrees of reliability. Overall, Mr. Mack noted that parks, trails and specialized facilities such as Tamarack Nature Center continue to experience increased user ratings of facilities in terms of their cleanliness, safety and level of maintenance remain high. Natural resources are being managed in accordance with the adopted Natural Resource Management Plan. The Legacy Amendment and associated grants have enabled the Department to advance the plan within regional parks. Commission members discussed various elements of the critical success indicators and the performance measures. OPENING EVENTS FOR KELLER PICNIC AREAS, LOWER AFTON TRAIL AND TURTLE LAKE COUNTY PARK The Ramsey County Capital Improvement Program, State Bonds and Legacy Amendment Parks and Trail Fund appropriations have financed a number of capital improvements throughout the park system. Improvements within Keller Regional Park have been constructed over a number of years using various funding sources. It is expected that in 2013, the trail connections and the Highway 36 underpass will be constructed. Commission members discussed the merits of having the grand re-opening for Keller Regional Park and concluded that the best approach is to have a re-opening ceremony when the trail and Highway 36 underpass are completed. Lower Afton Trail between McKnight Road and Point Douglas Road is being constructed with funding from the Federal Transportation Enhancement Program and a Legacy Parks and Trails Fund appropriation. That project will be completed in the summer of 2012. Commission members suggested that an opening ceremony be held in early September. Turtle Lake County Park is being redeveloped under the Ramsey County Capital Improvement Program. The work will be completed in August 2012. Commission members recommended that a re-opening ceremony be held in late September. SUMMER COMMISSION TOUR Commission members discussed scheduling of meetings in July and August. It was concluded that a single meeting be held on August 1, 2012 and that this meeting should include a Commission tour. Suggested stops for the tour on August 1, 2012 include Tamarack Nature Center Destination for Discovery, Otter Lake boat launch and off-leash dog area, Turtle Lake County Park, Grass Lake trail overlook and natural resource management projects, Keller picnic areas (Round and Golfview), with a possible stop at the Island picnic area to observe the shoreline stabilization project. 3 DIRECTOR'S REPORT Mr. Mack reported on replacement of the driving range fence at The Ponds at Battle Creek Golf Course reconstruction which has been delayed in order to effectively document the loss for insurance and other legal action. Mr. Mack congratulated Brian Tempas, Bryan Shirley, Jack Ditmore and Phil Jenni on their reappointment to the Ramsey County Parks and Recreation Commission for terms beginning June 1, 2012 and extending through June 1, 2015. TO: Parks Trails and Recreation Committee FROM: Michelle Olson, Parks and Recreation Manager SUBJECT: Buckthorn Removal Day Background For the past twelve years, the PTRC has sponsored an annual fall Buckthorn Removal Day. Traditionally, the committee chooses one park and spends 3-4 hours on a Saturday in October. Last year, the committee took a year off and did garden clean up. However, staff has been receiving a lot of interest from neighbors in the Hazelnut Park and Cummings Park neighborhood to do a Buckthorn Removal Day.
