SUBJECT: Floral Park Hard Court Resurface
Background
The Parks and Recreation Department has established a hard court maintenance/resurfacing
schedule to guide staff in keeping the hard courts in the City in playable and safe condition.
Below is the current schedule:

The maintenance grid follows a 6-8 year resurfacing schedule. The schedule is designed to
be a guide and is not intended to be considered a schedule set in stone. It leaves flexibility
to delay resurfacing or to schedule a different court if another location is in worse shape.

The tennis and basketball court at Floral Park is scheduled for maintenance in 2012. The
Floral Park hard court is in poor shape due to roots and leaves from surrounding trees. The
roots are causing structural issues and the leaves sit on the surface, causing deterioration.
Photos of the current conditions are included for Council review. Foundation cracks
cannot be permanently fixed by resurfacing. However, a resurface will improve the
surface of the court, improving safety. During a resurface project, the court is power
washed, low areas and cracks are filled and an acrylic surface is applied. This court was
last resurfaced in 2006. Staff recommends resurfacing this court in 2012 and scheduling it
for a reconstruct in five years (2017). Staff also recommends that the Public Works Dept.
begin working on cutting roots and trimming trees along the perimeter of the courts in
conjunction with the resurface. Staff sought quotes to reconstruct these courts to properly
budget for this improvement for the future. The reconstruction cost estimate is between
$38,000 and$45,000.
Budget
Staff budgeted $15,000 from the general fund in 2012 for hard court maintenance. Staff
requested five quotes for the basketball court resurfaces at Floral Park and the following
are the results:

Lee Sports Surfacing LLC, located in Little Canada came in with the low quote of$10,450.
They resurfaced the Sampson and Arden Manor Courts in 2012. They have over forty five
years experience in the recreational industry. They have done work for clients such as:
City of Shoreview, Cretin High School, Carlton College, City of Brainerd and Brainerd
High School.
