Back�round
At the February joint PTRC/City Council meeting, the Council gave preliminary approval for the
Parks Trails and Recreation Committee (PTRC) to move further into design on trail signage.
The next step identified was to work with a sign company to get a quote on sign production
based on the PTRC's preliminary design. Staff inet with Carol Kriegler from Vacker Inc. to
discuss the trail signage design. Vacker Inc. designed and installed all of our park name signs.
They specialize in signs for parks and trails. Staff laid out the PTRC's recommendation on
signage and the proposed $3,000 budget for this project. After meeting with Ms. Kriegler, she
recommended three options for trail signage. Ms. Kriegler does not recommend cedar
construction for the frames around the trail sign (as the PTRC design suggested) and has
proposed other, more durable and maintenance friendly materials for the sign panels. The design
and layout for all three options is similar to the PTRC proposal. Staff also discussed the
mapping portion of the design to gauge what Vacker Sign Company would need to export the
map to the sign company. Ms. Kriegler is confident that she can work with our Assistant
Engineer and the ArcView program that our City utilizes for our mapping. Staff contacted three
other sign companies that requested specific software for exporting our trail maps that the City
does not currently have. Due to these mapping requirements and the positive experience the
City has maintained with Vacker Inc., it is staff's recommendation that the signs be designed and
produced by them.
Colored drawings of the three options are included for Council review (Attachment A). Option
1 is an aluminum panel with a black border to give the impression of a frame. It is similar to a
parking sign. Option 2 is a Bi-Color HDPE backer panel with a polymetal panel. This is a
thicker sign. Option 3 is a 12" x 18" aluminum frame with the map fitting into the middle.
Below are the costs for the signs, including the design, sign panels, cedar posts and cement:

After reviewing the information and samples provided by Vacker Signs, the PTRC eliminated
option number 3 due to the cost and indicated they preferred option 2. A sample of option 2 will
be available at Monday's night meeting. The PTRC asked staff to pursue detailed information
on a few items regarding this signage and below is the information.
1. Can the City logo be engraved into the sign versus the number system shown on the
sample? Vacker Sign Company indicated that the Arden Hills from the logo has too
much detail. It will lose its effect from the side and will be vulnerable to
vandalism/damage. However, the tree logo is less detailed and would be effective. The
full logo could be printed on the map portion.
2. Is there a darker green available that matches the City colors? There is a darker green
available for this sign. A sample of that green color is available at Monday night's
meeting.
3. How durable is the sign? This sign material is extremely durable. Vacker has
indicated they can give a 10 year warranty for any type of manufacturer defects. The
covering on the sign is called Tuff Cover. This is a velvet textured clear laminate that
protects the underlying graphics from harsh elements. Graffiti can be removed from this
material without damage. These signs will have a 15-20 year (or longer) life span.
Included for your information is an information sheet on Tuff Cover (Attachment B).
4. If a sign were to be damaged and needs to be replaced, how much would each
individual sign cost to replace? The signs would be estimated to cost $45.00 to replace
the map area and $120 for the backer panel.

The total cost for Option 2 with the posts (including cement) is $3,385.63, including tax.
Vacker Inc. indicated that cement would not be necessary for these signs. However, the PTRC
recommendation is to include cement.
The PTRC discussed the mapping element of the trail signage and below are the elements they
are recommending:
1. 201ocations as indicated on the attached map (Attachment C)
2. No mileage will be included. A scale will be included on the bottom of the map.
3. No proposed trails will be included, only existing trails.
4. 3-4 zoomed in sections of the map with a"you are here" arrow for each sign.
5. Each map would have a small box on the bottom of the map showing where the trail
user is in relation to the entire City trail system. This would not be a very detailed
map.
6. The PTRC and Council should have the opportunity to review the proposed maps
before signs go to production.
The PTRC at their regular meeting on May 15, 2012, made a motion to recommend option 2 of
the proposed trail signage, the 20 suggested trail locations and cedar posts installed with cement.
The motion carried unanimously.
Bud�et
The Capital Improvement Plan includes $3,000 for park amenities from the Public Improvement
Revolving Fund (PIR). The PTRC discussed utilizing this $3,000 for trail signage in 2012 at the
joint Council/PTRC meeting in February.
Requested Action
