SUBJECT: Emergency Management Training
Background/Discussion
Lance Ross and Greg Hayes from Emergency Preparedness Resource Group LLC will be
at this work session to lead an emergency preparedness training class for the City
Council. In late 2010 the City Council hired EP Resource Group and designated them as
the City Emergency Management Director.
Lance and Greg have met with City staff individually and as a group to review the roles
and responsibilities for key staff members when responding to an emergency. These
meetings have resulted in the development of updated "checklists" (assignments) for each
staff member. Recently, Lance and Greg conducted a tabletop exercise at a staff meeting
where the emergency was a tornado hitting sections of Arden Hills. As a result of this
exercise, we have a better understanding of what staff needs to be doing when responding
to an emergency and what additional training is needed.
Attached is an email from Greg that addresses the question of FEMA disaster assistance
funds. In spite of it not being required, this training class for the Council will meet the
requirements of the G-402 Incident Command System Overview for Executives/Senior
Officials. The training work session should take about 90 minutes.

Subject: NIMS Requirement for FEMA disaster reimbursement
Pat,
I have searched everything I can find regarding the question on if NIMS training is required for FEMA
disaster assistance? The answer I have at this point is "no" it is not. A community would still receive
disaster assistance if the City Council was not trained in all of the levels.

There are suggestions on what a City Council should have as far as training from the Feds;
Q: Which courses are recommended for Elected and appointed officials?
A: Elected and appointed officials should have a clear understanding of their roles and responsibilities for successful
emergency management and incident response. To that end, it is vital that elected and appointed officials understand and
receive NIMS training. Therefore, FEMA recommends the following training for senior elected and appointed officials.
• G-402 Incident Command System (ICS) Overview for Executives/Senior Officials
• G-191 Incident Command System/Emergency Operations Center Interface
• Additional training based on jurisdiction risk and/or specific interest
