Provide specific direction on preferred sign design and materials. Provide direction on use of budgeted funds. Backl1round The City Council and the Economic Development Commission have been working on Gateway Signs for several years. The installation of gateway signs is a Council goal for 2012. The estimated time to complete the goal is three years, beginning in 2012. At the December 19, 2011, work session meeting (minutes included in Attachment A),the City Council discussed gateway sign installation options for 2012, and reviewed past discussions regarding gateway signs. The 2012-2016 CIP identifies $140,000 over three years for installation of six gateway signs. It has been assumed that the cost of each gateway sign, with installation, lighting, and landscaping would be approximately $25,000. In 2012, the CIP designates $65,000 for gateway sign installation which assumes two signs at a cost of$25,000 each and a sign at Arden Plaza for a cost of$15,000 (the developer has agreed to pay for the sign base). The EDC has identified a list of possible locations for gateway signs to be located(map included in Attachment B): • Highway 96 at Round Lake Boulevard • Highway 96 at Lexington Avenue • County Road E2 at I-35W City of Arden Hills December 19, 2011, Work Session Meeting Page 1 of 4 • County Road E at Highway 51 • County Road E at Lexington Avenue (Arden Plaza) • County Road D at Cleveland Avenue • Lake Johanna Boulevard at the Roseville border(triangle parcel) • Lexington Avenue at the Roseville border At the December 19, 2011, work session,the Council directed Staff to move forward with obtaining design and quotes for two signs to be installed in 2012, at the following locations: • The triangle parcel at the intersection of County Road D and Lake Johanna Boulevard and • Arden Plaza at the intersection of Lexington Avenue and County Road E It is still possible to install a third gateway sign in 2012, as indicated in the 2012 CIP; however, Staff requests Council direction on the location of the third sign. Sign Design and Quotes Staff contacted two sign companies; Sign-A-Rama in Roseville, and Fourth Dimension Architectural Signage, which is located in Arden Hills. Staff asked each sign company to design several possible monument signs, and include price quotes with each. The only direction given to the contractors was that the City wanted a high quality design with long-lasting materials, for a cost of less than $20,000 per sign. The quotes do not include the cost of lighting or landscaping the signs; however, installation was included. In addition, the sign at the corner of County Road E and Lexington cannot exceed five feet in height, per the City's agreement with Arden Plaza. The sign quotes, with installation, range in price from $7,600 up to $12,900. Both sign companies had substantially similar pricing in terms of installation and sign cost, though the designs vary in style and appearance (proposals included as Attachments C and D). The attached designs are merely examples of what the signs might look like; however, either sign company is capable of altering these designs in any number of ways. Sign Materials The quotes for the signs were much lower than Staff had anticipated, and this is due, in large part, to the composite materials that both sign companies propose to use. The sign would be made out of high density polyurethane, which is molded to imitate real brick or stone finishes. The material is long lasting and maintenance free, which reduces costs over time as well. Sample materials will be available at the work session for the Council to review. Another benefit of the composite materials is that the cost of installation is greatly reduced over actual masonry, which further reduces the cost of the sign. City of Arden Hills May 21, 2012, Work Session Meeting Page 2 of 4 Fourth Dimension provided a website (www.fauxpanels.com) that offers additional information about the proposed sign material, and all of the finish options that are available from their distributor. Discussion Contractor - Staff is seeking direction on how to proceed with this project. Staff recommends that the Council identify a preferred sign contractor for the installation of the first two gateway signs, with the possibility of extending that contract to include additional gateway signs if the City chooses. One benefit of using the same contractor for multple signs is that, while each sign can be unique to fit with its specific location, each sign can also have common elements that tie them together throughout the City. Design Once a contractor is selected for the first two signs, Staff can work with them to refine the desired sign design for both the corner of County Road E and Lexington Avenue, as well as the triangle parcel on County Road D and Lake Johanna Boulevard. Staff would then bring a refined design back to the Council for final approval prior to installation. It is anticipated that the sign on County Road E and Lexington would be installed prior to the opening of the Walgreen's in the early fall. Staff is seeking specific direction on the sign design and materials which can guide the selected sign contractor in refining the designs to meet the City's needs. Fourth Dimension provided sample materials, as well as a website which features the finishing options available. Staff will present a few options at the work session meeting for discussion. Budget As stated above, the estimated cost of the signs, with installation, was substantially lower than originally anticipated. The lower cost provides the City with additional options, such as using remaining budgeted funds on constructing additional signs in advance of the three year CIP time table. Staff is seeking direction from the Council on whether additional signs in 2012 would be desired. Requested Action Provide direction on a preferred sign contractor. Community Development Director Hutmacher stated that at the April 18, 2011, Work Session, the Council reviewed previous sign proposals and the majority of the Council supported a high-quality, masonry-base sign at a cost of up to $25,000. Based on discussions with the EDC and Councilmembers, staff recommends that two of the three 2012 gateway signs be installed at: • the triangle parcel at the intersection of County Road D and Lake Johanna Boulevard, • Arden Plaza at the intersection of Lexington Avenue and County Road E Community Development Director Hutmacher asked Council the following: • What are the Council's preferred 2012 sign locations? • If the Council chooses to move forward with a sign on the triangle parcel in 2012, are any other improvements desired? Per the City's agreement with Presbyterian Homes, the site will be cleared and seeded. In the past the triangle parcel has been used for a farmer's stand. Does the Council want to see that use continue and, if so, should the site be improved with parking or additional landscaping? • Does the Council prefer a stone or brick base sign? • Does the Council want to direct staff to obtain estimates for sign work? Councilmember Holden commented that different bases for each sign should be considered depending on the sign location. Councilmember Tamble reviewed his preference for sign locations; the triangle property would be his first choice; the B-2 district on the east side of Lexington and County Road E is his second choice; his third choice is Lexington and Highway 96; his fourth choice would be at the west end of Highway 96 near I-35W; a fifth choice would be at the west end of the B2 district. He also suggested that a digital section for displaying City information be placed on the sign on the east side of County Road E and Lexington. --City Administrator Klaers-explained that staff would like the Council to-confirm-that the - triangle parcel and Arden Plaza are the first two locations where they would like to see gateway signs. Councilmember Tamble questioned how much Walgreen's will pay for the sign on County Road E2. Community Development Director Hutmacher stated that Arden Plaza, LLC, is doing the sign base estimated at$10,000. Mayor Grant asked if the Public Works crew could build the sign bases. Public Works Director Maurer responded that they could do the foundation but did not believe it would result in much of a cost savings. Mayor Grant questioned if the triangle parcel will be ready for sign placement in 2012. Community Development Director Hutmacher stated that it should be ready; per the agreement, the property must be transferred to the City by July 1, 2012. She added that additional underground fuel tanks were found on the site and she will learn more about that once the environmental report has been completed within the next month. Councilmember Holmes commented that in addition to the gateway sign, she believes there should be other improvements on the triangle parcel; such as a community garden, benches, and landscaping. She suggested that perhaps the Parks, Trails and Recreation Committee (PTRC) could come up with some suggestions. City Administrator Klaers asked if the Council wants to continue to allow the vegetable stand on that site in the spring and summer. Councilmember Tamble stated that if the Council decides to allow some type of commerce on the site,they should consider adding a pass-through for safer access. City Administrator Klaers suggested that staff review the site and report back to the Council with various ideas. Community Development Director Hutmacher asked if the Council wants to move forward with the two gateway signs on the triangle parcel and Arden Plaza. Mayor Grant suggested that the Council have a third alternative just in case problems are encountered with placing a sign on the triangle parcel. Councilmember Werner stated that he would recommend a sign be placed at Lexington and Highway 96 opposite the Shoreview sign. Councilmember Holden commented that the corner of Lexington and Highway 96 would have to be cleaned up before placing a sign there. - Community Development Director Hutmacher asked the Council for direction on the type of materials they would like to see on the sign. Council consensus was that two gateway signs should be erected in 2012; one on the triangle parcel and one at Arden Plaza; that both signs should be finished with brick; and that Council discuss and identify other improvements for the triangle parcel.
