Cleanup Day Update
The City held its fall cleanup day on Saturday, October 6, 2012, with the City of Shoreview.
Though the day was chilly, it went very well. Shoreview had 298 cars and Arden Hills had 146
cars. Arden Hills had twice as many cars come through on Saturday than during the fall event
last year. This is likely due to the fact that Staff sent out a separate mailer to individual
households versus simply including an advertisement in the newsletter. Generally speaking the
spring event is better attended than the fall. During the spring event Shoreview had 585 vehicles
and 109 Arden Hills had vehicles go through. Again, the increase in Arden Hills' traffic is likely
due to the separate mailer that went out.
Arden Hills also collected $2,659 in day of fees at the fall event.
Cleanup Day Background
The cleanup day is held twice annually; once in the spring and once in the fall. The event is
cosponsored with the City of Shoreview, and is organized and managed by Shoreview staff. The
event takes place at the Ramsey County Public Works Facility in Arden Hills.

Historically, Arden Hills has provided four public works staff for the event plus a loader, while
Shoreview provides six public works staff plus an additional nine staff people to organize the
event, help with the lines, ring up fees, and take money. The public works staff is provided in-
kind by the two cities; however, Shoreview does charge Arden Hills for 1/3 of the cost of putting
on the event, plus 1/3 of the cost of the additional nine staff people.
Through discussions with Shoreview staff, they would like to try offering the event free of
charge to residents, meaning no fees would be collected on the day of the event. This would
mean being able to eliminate much of the staff dedicated to this task on the day of, but also may
help bolster participation. Additionally, most of the backups and wait times associated with the
cleanup day are because of the vehicle inspection and fee collection process. Not collecting fees
would eliminate the need for vehicle inspections as well.
Arden Hills has historically collected approximately $2,000 in fees on the day of the event,
which would not be collected if fees were not charged; however, the staffing costs would also
decrease. The proposed recycling budget and recycling fees that have been proposed for 2013
reflect this adjustment. The changes would have no impact on the general fund or budget, only
the recycling budget,which is an enterprise fund.
If after 2013, it is determined that collecting fees is preferred the two cities can decide to begin
collecting them again.
