Memorandum from Patrick Klaers, dated October 15, 2012 'It ,- IZEN HILLS MEMORANDUM DATE: October 15, 2012 TO: Honorable Mayor and City Council Members FROM: Patrick Klaers, City Administrator SUBJECT: Performance Review on Police Services Background/Discussion The Ramsey County Sheriff's Department Contracted Communities group annually does a written performance review on Police Services during the past year. As part of the review, comments are requested from each community and then a report is compiled using the feedback from each city. The form for providing feedback is very basic and is as follows: l.) What went well in 2012...(What are the strengths of the department; and what accomplishments did you see in 2012?) 2.) What did not go well in 2012...(What concerns do you have; what weaknesses did you see in department services in 2012?) 3.) What would you suggest for improvements in services in 2013...(What would you like to see that has not been happening; and what has been happening that doesn't need to be done?) 4.) Other comments? Attached are the comments from Arden Hills from last year. Policing activities that seemed to go well in 2012 include: The "active shooter" City Council work session Having Sheriff Bostrom attend the Council August work session(2 way communications) More public information being available on the improved RCSD website Animal control services were much improved Assistance from the crime free multi-family program staff in reviewing proposed developments The administrative changeover of management staff went smoothly Night to Unite was a success The Administrative Fines program is successful and continues to be well received City Council feedback is requested. I will try to assemble the responses I receive and hopefully there are no conflicting comments from Council members. I need to receive your comments by Friday, October 26tH The three year contract for Law Enforcement Services is up for renewal this year. I plan to put this contract on the Council agenda for either the October 29th or November 13th meeting. 2011 Ramsey County Sheriff Annual Review 1. What do you think went well in 2011? (List significant accomplishments, planned and unplanned.) --Overall improvement in communication between the Sheriff's Dept and the City Council; plus Sheriff Bostrom attended 2 Council work sessions. --Participation in local events/celebrations --The City Council appreciates and supports having a deputy (or undercover officer) attend City Council meetings --Participation in the Administrative Fines program has been positive --Night to Unite event was well organized 2. What concerns do you have with the performance of the RCSD in 2011? What would you like to have accomplished but didn't, and why? --IIIIproVe111Cl1t ii► t ne co►ilrilunication with neighborhood watch groups is needed --More informal, casual interaction desired between deputies and residents and business owners; improvement in public relations is needed --Request for additional training on how staff and Council should react to potential violent situations is still being worked on by RCSD 3. What strengths and weaknesses that you would like to observe about the performance of RCSD in 2011? --Strengths-- --Willingness to work with staff on local issues --Responding to calls (accident/crimes/incidents) --Works well with Fire Dept and Allina --Use of the volunteer --Overall good value; services provided for the cost --Weaknesses- --Lack of consistent interaction and visibility in the community and residential areas --Not enough traffic patrol 4. What suggestions do you have for 2012? --Additional promotion of the Neighborhood Watch program and improve RCSD communication with the Neighborhood Watch groups when a crime wave/trend (i.e. car vandalism) is nearby --Work with 911 Dispatch to improve the process of finding locations within the City that may be misidentified by the called; some City Streets/County Roads have more than one name and the caller may give a name that is "not in the system" --Have an increased presence in the local Manufactured Home Community and work more with the Association on crime prevention and education programs --Increase patrol of local streets and overall visibility in the community --Keep better track (work with Dispatch) of repeat calls to specific locations as the deputies "come and go and transfer in and out"; better exchange of information on problem locations may be needed 5. What trends and/or observations would you offer for future planning? -- Need to closely monitor animal control program -- Increase programs and general awareness in the communities about ID thief and computer related crimes/scams 6.
