'It EN HILLS MEMORANDUM DATE: October 29, 2012 TO: Honorable Mayor and City Councilmembers Patrick Klaers, City Administrator FROM: Terry Maurer, Public Works Director SUBJECT: MCES Grant Application Resolution Background In 2011 the City applied for and received an approximately $200,000 grant from the MCES for assistance in eliminating inflow/infiltration (1/1) from the sanitary sewer system. The grant monies paid for 25% of the cost of lining clay sanitary sewer lines which are susceptible to infiltration. The grant rules essentially state that 50% of the cost of lining is for maintenance purposes and not grant eligible; the other 50% of the cost is deemed to be for eliminating infiltration and is half grant eligible. Therefore, 25% of the total cost of lining the sewer mains is grant eligible. The MCES received another $4,000,000 from the State bonding bill (they received $3,000,000 in 2011) for another round of grants in 2013. City Council consensus at a recent Work Session was to apply for another MCES grant for 1/I reduction, understanding that when the grants are announced there would be an opportunity to decline the grant. The application for the grant requires a Resolution indicating City Council support for the grant application. Attached is a resolution, similar to the one adopted in 2010, indicating Council support for the grant application. City Council Meeting P:\Admin\Council\Agendas&Packet Information\2012\10-29-12 Reg Mtg\Packet\10-29-12 MCES Grant Res.doc Page 1 of 1 'It EN HILLS CITY OF ARDEN HILLS COUNTY OF RAMSEY STATE OF MINNESOTA RESOLUTION NO. 2012-037 A RESOLUTION SUPPORTING THE APPLICATION FOR METROPOLITAN COUNCIL ENVIRONMENTAL SERVICES MUNICIPAL INFILTRATION/INFLOW GRANT PROGRAM WHEREAS, a solicitation process for capital improvements in municipal wastewater collection systems to reduce the amount of inflow and infiltration to the Metropolitan Council's sanitary sewer disposal system is available to the City, NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF ARDEN HILLS MINNESOTA: The Arden Hills City Council adopts this resolution authorizing staff to apply for Metropolitan Council Environmental Services Municipal Infiltration/Inflow Grant for improvements to the City's sanitary sewer infrastructure to reduce inflow and infiltration.
