Resolution 2012-042 'It EN HILLS MEMORANDUM DATE: November 26, 2012 TO: Honorable Mayor& City Council Patrick Klaers, City Administrator FROM: Meagan Beekman, City Planner SUBJECT: Resolution Authorizing the Application for Recycling SCORE Grant Funds from Ramsey County Requested Council Action Motion to Approve Resolution 2012-042: Authorizing the Application for Recycling SCORE Grant Funds for 2013 in the Amount of$19,694.00. Background For 2013, the City of Arden Hills is eligible to apply for$19,694.00 in grant money from Ramsey County's recycling SCORE grant program. The grant can be used to offset the cost of the City's recycling program, including administration, equipment, and collection costs. In the past, the City has primarily used the grant money to offset collection costs and the twice yearly community clean-up costs. The County requires a resolution from the City Council to authorize the application for the SCORE grant. The only requirement of the grant is that the money only be used for the City's recycling program. The budget for the City's recycling program in 2012 was $142,554. The City received $19,802 in SCORE grant money in 2012, which offset approximately 14% of the base cost of the residential recycling program. Revenue share from Eureka Recycling also plays a role in reducing the base cost of the recycling program. Recycling fees, which are assessed to each participating residential property, cover the remaining portion of the recycling budget. The proposed recycling budget for 2013 is $146,570. The maximum SCORE Grant funds would be in the amount of$19,694. This would account for approximately 13.4% of the total budget. SCORE originally stood for the Governor's "Select Committee on Recycling and the Environment." The grant and reporting program that used to collect recycling information is now generally referred to as the SCORE program or SCORE report. Recommendation Staff recommends approving Resolution 2012-042 authorizing the application for recycling SCORE grant funds for 2013 in the amount of$19,694.00. NOW THEREFORE, BE IT RESOLVED by the City Council of the City of Arden Hills, Minnesota: That the City Administrator be authorized to apply for such grant funds for the year 2013.
