If the Council would like to partially or wholly opt-out of the Grant Program they should direct staff to submit the attached form to MCES to notify them of the City's decision. MCES Opt-Out Form '!r- EN HILLS MEMORANDUM DATE: December 10, 2012 TO: Honorable Mayor and City Councilmembers Patrick Klaers, City Administrator FROM: Terry Maurer, Public Works Director <qk SUBJECT: 2013 MCES I/I Grant Backl4round As directed by City Council, staff has applied for a 2013 MCES I/I Grant for lining of sanitary sewer mains. We applied for $169,023 in grant monies based on lining the sewer mains shown on the attached exhibit. The grant pays for 25% of the sewer lining with the City paying for 75%. The City included $500,000 in the 2013 CIP anticipating this Grant opportunity (the CIP sheet is attached). There were more grants requested than available monies so the Preliminary Minimum Allocation (PMA) for Arden Hills has been determined to be $154,382. After the close out of the 2011 Grant Program and the opt-out period for the 2013 Grant Program our allocation could be increased. As the Council may remember, there is a period where cities offered 1/1 Grants may partially or wholly opt-out. That period is from now until December 21 St. If the Council would like to partially or wholly opt-out they should direct staff to submit the attached form to MCES. If the Council would like to accept the entire grant offered there is no action needed. If the Council accepts the entire grant, we will then receive our final grant money notification by December 31St and in early 2013 be asked to enter into a grant agreement. Note:Increasesd 2013 amount to 500,000 because there will likely be another round of I&I elimination grants from MCES.Will not use addition dollars unless they can be leveraged for grant monies.5/21/12 TJM Note:An analysis of our system shows that we still have approximately 18 miles(40%)that are old clay lines subject to infiltration and root intrusion.It was estimated it would cost$3,500,000 to line all of these clay lines over the next 20 years.Estimated expenditures have been extended for 20 years to reflect this cost. 10/1/12 TJM Justification As part of our sanitary sewer program,lines found with holes and cracks allowing for infiltration should be lined or repaired as needed. As the sewer infrastructure is aging,we should plan for a rehabilitation project on an annual basis.
