'It ,ARQEN HILLS MEMORANDUM DATE: December 10, 2012 TO: Honorable Mayor and City Council Members Patrick Klaers, City Administrator FROM: Sue Iverson, Director of Finance and Administrative Services SUBJECT: 2013 Employee Compensation Plan—Non Union Employees Background The City Council did a market study in late 2007 and implemented a compensation plan on December 1, 2007. The Council reviewed this plan with updated numbers in October of 2012 and made adjustments to the directors pay grade and a 1% COLA increase. This moved the plan into the City's target with the market. The City Council values its employees and is sensitive to the market in which they compete, therefore maintaining a viable compensation plan is vital to the City. Discussion Annually the City Council evaluates its compensation plan and determines if a cost of living adjustment(COLA) is appropriate. After evaluating the surrounding communities, most communities are adopting a 2% increase. The 2013 budget was prepared with a 2% increase for employees in 2013. This, in effect, helps to maintain the City's place in the market compared to surrounding communities and its comparables. The seasonal employee compensation plan has been reviewed by staff and no adjustments have been made to this plan for 2013. Attached are the compensation plans for January 1, 2013, for non-union employees for Council approval.
