SUBJECT: Utility Rate Study
Background
Since August of 2011 staff has been working trying to suggest new rate structure for the City's Water
rates. In September of 2012 the Financial Planning and Analyst committee started to work on reviewing
the City's Utility Rates. Staff has pulled historical data from 2009-2011 to use as the baseline for
estimating revenues and usage averages. This data was then presented to FPAC to further analyze and
make possible recommendations on improvements to the billing system. FPAC and staff presented
possible scenarios to council at the November 19`h Council work session. From the feedback it was
decided that the changes being made where too drastic and that only small changes should be made.
FPAC has since reconvened and has made additional changes to the rate structure.
Attachments
Attached is a memo from the FPAC describing the suggested changes that could be made to improve the
system. The focus of the committee was to give the lower end user more of a discount on the water. This
was also the direction that staff was asked to follow at the end of 2011.
Staff has prepared narratives for how the changes will affect the customers overall bills. The narratives
are using the rates for 2013 and are all first quarter billings. These scenarios capture the low end (5,000
gallons) user up to the higher user(50,000 gallons). For each level there is a"Current Rate Structure" and
a "New Rate Structure". The current system uses the 2012 rate structure, which includes the first 10,000
gallons in the meter fee and only has 2 tiers. The new system has a new meter fee and a new tier level,
making a total of 3 tiers. It also bills from gallon 1 on. This is the only system that gave the low end users
a break. Each narrative is broken down into Water portion, Sewer portion and Surface water portion.
These are then combined to find the total bill.
At the end of each narrative is a comparison of what residents would have paid in 2012 compared to
2013 new rate. Note that there is one rate for the current system scenarios that does not reflect the
proposed 2013 fee schedule. The surface water rate has been changed due to the negative cash flow

projections of the fund based on the 2013 fee schedule rate; this change represents the FPAC
recommendation on how the rate could be changed. (This rate is presented in the attached memo)
Also attached are the 7 year impact work sheets that tie into these scenarios. These sheets show the
change over the next 7 years as well as 2012 rate for comparison. Please note that there are some
rounding errors that occurred from formula driving cell.

difference between the 2012 rate,New 2013 and New Proposed 2013 are listed in the far right columns.

Background
Over the past few months the Financial Planning and Analysis Committee along with staff have been
reviewing and analyzing the City's utility rates and structure. Our goal as a committee was to have equity
in billing, promote water conservation, and maintain a positive cash flow while remaining revenue
neutral. We feel that at this time the overall the system is working, but have a few recommended
modifications.
Water Rates
The first fund and the one that we focused the most on was water. Water as it currently operates is
meeting the cash flow requirement. With the current systems structure the cash flow projections show that
we will cover any future expenditure that are planned and forecasted. The current system also promotes
water conservation, due to the tier structure that was set up at the end of 2008. However as a committee
we decided that having the current base fee which includes 10,000 gallons of water does not encourage all
users to conserve water. It also does not promote fairness at all levels of the system. This is why we
recommend that the 10,000 gallons be removed and that water be billed from gallon 1 on. This we feel
will encourage everyone to conserve water. Resident will be bill more equitably by only pay for the water
which they actually use. This will give the residents that use less than 10,000 gallons relief from paying
for water that they don't use.
The committee is also recommending that the Council increase the percentage of coverage provided by
the meter charge. Currently fixed costs are covered at approximately 48% from the meter fee charge. This
means that from the meter fee we collect only enough revenue to cover 48% of fixed expenses,the rest of
the expenses are covered from usage fees. The current meter charge is set at $38.47 for 2012, this charge
also include 10,000 gallons of water. For next year we recommend that base charge be lowered to $22.50
with no water included. The new base fee will cover the fixed cost at approximately 60%. At this rate the

City will have better protection from a wet summer or other lower consumption quarters. It also provides
a revenue neutral plan that follows the estimated cash flows from the prior rate study. With the removal of
the water from the meter charge we also recommend adding a new tier for 0-10,000 gallons to the billing
structure to cover the cost of the gallons of water removed from the meter charge. This tier will be set
$2.50/1000gallons.This fee will cover the expense of the water purchased from Roseville.

Sewer Rate
The sewer fund, although going negative, we feel will recover with the new meters that have been
installed this year. At this moment we recommend waiting until staff can confirm that the new meters are
recovering the unaccounted for gallons. As long as we are correctly assuming that the new meters are
going to account for the large amount of uncounted for gallons we should recover the fund within 3-4
years.
Surface Water
The surface water fund will need an adjustment for next year. Since this is a flat fee that is not influenced
by consumption we will need to increase the fee for next year. This can be done by increasing the rate
from $10.19 this year to $11.71, an increase of$1.52. Then the following year an increase of$1.76 will
be required. After these two years we will continue to increase only for inflation. This will allow the fund
to continue to cash flow and provide the necessary funds.
The last recommendation that the committee has, is that we should take another look at these rates next
year. With the installation of the new meters and change in the billing cycles we will have a more
accurate picture of seasonal use and more accurate readings. The current study used usage data from
2011,which spanned over 3 separate billing cycles for residential customers. This created an issue when
attempting to extracted exact monthly data. There were also a large number of gallons that the City paid
for that could not be accounted for from customers' usage.
