CALL MEETING TO ORDER
Acting Chair Scott called the November 20, 2012, meeting of the Parks, Trails, and Recreation
Committee to order at 6:35 p.m.
MEMBERS PRESENT: Acting Chair Steve Scott; Committee Members Don Messerly, Harold
Petersen,Nancy O'Malley, Jane Larson, Chuck Michaelson,
OTHERS PRESENT: Public Works Director Terry Maurer, Parks and Recreation Manager
Michelle Olson and Council Liaison Brenda Holden.
ABSENT: Chair Garretson, excused; Committee Members Phil Kramlinger, Rich Straumann,
excused, and John Peck.
1. APPROVAL OF AGENDA
MOTION: Committee Member O'Malley motioned to approve the agenda seconded by
Committee Member Michaelson. The motion carried unanimously (6-0).
2. APPROVAL OF MINUTES—October 16, 2012
Committee Member Larson asked that the first sentence on page 4 read Committee Member Larson
instead of Committee Member O'Malley and Committee Member O'Malley asked that
"Advertisements on hockey boards"be added to the bulleted list at the bottom of that page.
MOTION: Committee Member Larson motioned to approve the October 16, 2012,minutes as
amended, seconded by Committee Member O'Malley. The motion carried
unanimously (6-0).
3. UNFINISHED BUSINESS
A. Freeway Park Improvement Discussion —
Parks and Recreation Manager Olson recapped that at the October 16th PTRC meeting the
committee discussed possible improvement options for the upper portion of Freeway
Park and that these improvements were researched and discussed with Public Works
Director Maurer and Assistant City Engineer Anderson. Ms. Olson indicated she has
also included aerials and pictures of the proposed improvements and that Public Works
Director Maurer would be providing a summary of the cost estimates.
Public Works Director Maurer stated that improvements researched included paving and
curbing the parking lot, removing the fencing that is in disrepair,moving the access to
the hockey rink to the south end,paving the trail that leads from the hockey rink to the
warming house and also possibly putting in a rain garden. Mr. Maurer noted that because
of lack of parking, he has included expanding the parking lot which would require

making the rink a bit smaller. Mr. Maurer indicated the cost of the proposed
improvements would fall into the $65,000-$70,000 range and if the committee was in
favor of going forward, it could be included in the next CIP.
Discussion ensued regarding the improvements and concerns about the soil north of the
rink and also concern about compromising the ice rink to increase the parking area. It
was the consensus of the committee to have the rink as large as possible.
Mr. Maurer indicated if a rain garden is added,they would replace some of the soil with
engineered soil and they could try to increase the parking without compromising the
pleasure rink.
Michelle noted two improvements that the committee had asked her to look into,but not
recommended by staff, was painting the outside of the hockey rink and the Plexiglas at
each end of the rink.
B. 2013 Goal Discussion
Parks and Recreation Manager Olson recapped that at the last meeting she had asked that
each committee member bring forward 2-4 goals for consideration at the November
meeting.
Committee Member Larson suggested continuing with the buckthorn work that was done
in October and possibly having an adopt a park since the buckthorn removal would
require continued maintenance. She suggested establishing Hazelnut Park as a
demonstration project for the removal and maintenance of buckthorn and also educating
the residents on buckthorn removal.
Committee Member Michaelson also suggested working on the buckthorn removal and
educating and informing the community on buckthorn. He indicated the committee could
establish a program on how to get rid of it and then establish a strategy.
Ms. Larson also suggested looking at ADA guidelines and doing a walkthrough of the
parks to find areas that do not meet the ADA guidelines.
Ms. O'Malley also agreed the committee should assess the accessibility in the parks and
that it would be nice to see people being able to use the parks.
Ms. Larson suggested eliminating the paper PTRC packets. She suggested having the
PDF e-mailed to the members instead and only having a couple paper copies at the
meetings.
Ms. Olson indicated that it is up to the committee if they would rather have the packet e-
mailed versus receiving a hard copy.
Committee Member Larson also indicated she would like to see nicer toilets installed in
the parks. She recommended the committee research the waterless port-a-potties.

Acting Chair Scott asked that Ms. Olson send an e-mail to the members who were not
present so they can finalize the 2013 goals in December and January.
Committee Member O'Malley suggested the committee seek input from the Arden Hills
citizens on what they would like to see the PTRC working on.
Acting Chair Scott questioned whether the committee do this via calling the residents,
using survey monkey to create a survey or have neighborhood meetings where people
could provide input.
C. Other Unfinished Business
Committee Member Messerly informed that progress has been made with Arden Manor.
He indicated the play structure area has been cleaned as well as the shelter. Mr. Messerly
reported the new manager has a committee of concerned parents that are interested in
working to take care of the park.
4. NEW BUSINESS
A. Recreation Statistics—Spring/Summer 2012
Ms. Olson provided spring/summer recreation statistics. There were a total of 1,301
participants which is up 87 from 2011. The statistics do not include the adult softball
program which has been flourishing as well.
Ms. Olson reported that she has moved the dance program to the Arden Hills City Hall
which was a savings to the City as well as to the participants.
Committee Member Messerly questioned those classes where 0 or 1 were enrolled and
was wondering if it is cost effective to run those classes.
Ms. Olson indicated those are classes that Arden Hills holds in cooperation with
Shoreview. She indicated they will not run a class for just one person and have an
established minimum for programs, depending on the type of class, if it is a cooperative
effort with another City and overall cost of the program.
Ms. Holden questioned the difference between those classes indicating 0 and those
showing NA. She also asked on which classes were done in cooperation with Shoreview.
Ms. Olson reported that 0 meant the class was offered but did not have any enrollees and
N/A indicated the class was not offered. She stated that the spring break camps and most
senior activities are a joint effort with Shoreview.
Ms. Holden asked that Ms. Olson highlight the classes that are joint classes and send
back the results to the committee members.

Discussion ensued on dropping the unsuccessful classes as the City is subsidizing by over
50 percent. There was consensus that the committee had never been involved with what
classes were being offered.
Committee Member O'Malley suggested the committee have discussion at the next
meeting.

3. REPORTS
A. City Council Report
Council Liaison Holden indicated Council did meet with Davison Companies regarding
the Holiday Inn and they are still looking at renovating the building into 1-4 room
apartments.
Ms. Holden indicated the City is looking at the water rates so see if it is feasible having
residents pay for a minimum of 10,000 gallons when they are not using that amount.
Council Liaison Holden announced that the new City website will still go live on
December 7, 2012.
Ms. Holden reported that Council passed a resolution allowing a microbrewery in the
building behind Blue Fox.
Council Liaison Holden informed that the County is still looking at purchasing TCAAP
and partnering with the City of Arden Hills. The City and County are now in the process
of drafting a City-County Joint Powers Agreement for TCAAP.
Council Liaison Holden reported that since Sand Companies did not receive funding for
the Arden Village affordable housing development at County Road F and Hamline Arden
Village,they are now looking at constructing market rate apartments.
Ms. Holden informed that the tax levy is coming up for a vote in December and is
currently set at a 3 percent increase.
B. Public Works/Parks & Recreation Report
Parks and Recreation Manager Olson thanked everyone for joining in on the Buckthorn
Removal Day. She indicated that there was a good turnout of residents as well.
Ms. Olson reported that Public Works did some tree trimming along the tennis court at
Floral Park in order to keep leaves off the court surface. Tomorrow Public Works will
also be trenching for root intrusion at that location and also along a trail located directly
across the street off Hamline, next to the pond.
Ms. Olson informed that she and Sara have been interviewing for rink attendants.

SUBJECT: 2013 Goal Discussion
Background
At the last PTRC meeting in November, the committee began discussing goals for 2013. Each
year, the PTRC sets goals for the upcoming year. Attached are the approved goals from 2012.
Goal setting helps the committee establish a work plan for each year.
The City Council and PTRC typically hold a joint meeting in March. This will give the PTRC
the opportunity to discuss the vision/goals with the Council members. Staff is recommending
that the PTRC revise the ongoing/as needed goals and then suggest/present a list of
topics/potential projects versus setting annual specific goals for review. This will give the
Council and PTRC the opportunity to work together to set the vision/goals and work plan. Staff
also recommends the February meeting be focused on preparing a presentation for the joint
March meeting.
Ideas that were brought up at the last meeting were: Freeway Park enhancements, accessibility
for parks and trails, buckthorn eradication process, upgraded bathrooms in parks, paper free
PTRC packets, resident survey and/or updated open space plan and recreation program input.

A. General Purpose for Committees and Task Forces:
While the City Council and City Staff have the sole responsibility for all activities within the City
of Arden Hills,from time to time they find it desirable, advantageous,and necessary to bring
together residents of Arden Hills in order to broaden and enrich the discussion around possible
decisions. As an example,the City Council's ability to debate and consider far-ranging
alternatives is stifled by the risk that the mere discussion of alternatives will engender them with
undeserved merit. In addition,Arden Hills will always seek to hire the most qualified and
capable employees, but in doing so we will frequently hire staff that is not intimately connected
to the Arden Hills neighborhoods. Therefore, it is critical that the City create a mechanism where
the City Staff can get unfettered and unbiased reaction to their novel thoughts and ideas.
The Commission, Committee, and Task Forces are established to broaden and enrich the content
that will ultimately be enacted or authorized by the elected City Council.
B. Mission/Purpose:
Parks,trails,recreation and natural resources in Arden Hills increase the desirability of the city as
a place to live or work, enhance the health and well-being of citizens and guests,and improve the
value of citizens' property. The Parks,Trails,and Recreation Committee(PTRC)represents the
interests of Arden Hills citizens in leading the continuing development, expansion, and
improvement of those resources. The PTRC recommends to the City Council actions that support
those interests; monitors the use of and the improvements in parks,trails, and recreation; and
collaborates with other City committees and commissions in improving parks and trails.
C. Goals:
ONGOING and AS NEEDED:
1. Recommend actions that advance the vision for parks,trails,and recreation.
2. Assist in identifying ongoing parks and trails maintenance/improvement priorities.
3. Recommend and review grant opportunities,sponsorships, and partnerships for parks and
trails.
4. Assist, advise, and monitor plans for parks,trails and recreation within TCAAP at the
appropriate time.
5. Continue to work with Ramsey County on mutually beneficial trail/park projects and
activities.
6. Monitor potential road improvements to encourage inclusion of pedestrian friendly
infras ruc ure whenever possible.
7. Look to enhance/add recreational opportunities in our parks.
8. Recommend future enhancements for the 5 year Capital Improvement Program each year.
9. Sponsor and organize Community events such as clean up day and buckthorn removal
day(s).
10. Prepare monthly articles that the Committee would like to see highlighted in the City
newsletter.

2012 GOALS:
1. Research,review, comment and recommend approval on the following specific projects:
a. Bench Implementation—Bench Location
b. Trail Maintenance Plan
c. Hazelnut Irrigation—Recommend bringing ball field and soccer field up to level
one maintenance standards through the addition of irrigation.
d. Valentine Park Reconstruction
2. Review the need for trail signage along trail corridors in the City and recommend a trail
signage plan to the Council.
3. Research,review and recommend specific park amenity improvements for the following
year through the continued allotment of funds within the Capital Improvement Plan.
Amenities such as: bike racks,trash barrels, etc...
4. Review the need for and identify possible sites and configurations for an off leash dog
area and if feasible,make recommendation to Council for implementation.
5. Promote a trail corridor on Old Snelling/Old Highway 10 from Highway 51 to County
Road 96, including working with staff on potential partnerships and funding possibilities.
The current focus is on County Road E to Lake Valentine Road. This trail corridor is the
committee's highest priority due to safety concerns for pedestrians and vehicles.
D. Committee Expectations:
While the work required of PTRC members will vary both across members and across time,the
following expectations are generally held of all committee members:
1. The interests of Arden Hills and its citizens are foremost
2. Participation of PTRC members is key to their contribution—
a. Members should be present and involved in meetings of the
committee.
b. Members should be actively engaged in discussing issues, sharing
perspectives, and raising questions that are essential to good
decision-making.
C. Effective participation derives from continually learning about
Arden Hills parks,trails,and recreation and the physical and
political environments in which they exist. This learning includes
those formal opportunities afforded by the PTRC, as well as
informal opportunities that occur in the course of one's activities.
d. As a general guideline,members should expect to spend
approximately 6 to 8 hours per month in their work on the
committee.
3. The PTRC is a group of peers—no one member has more standing or power than
others.
4. Respect for the opinions-ofBch other,and f_or thos—A wham the_P_TR_C_interacts, __.
is a hallmark of the committee's work. Members seek clarity in presenting their
views, and represent a sense of stewardship in all that they do.
5. PTRC members engage in continual self-assessment of their performance on the
committee. As needs arise,they seek education and skills necessary to their
performance. As a collective,the committee develops changes in its composition,
structure and function as needed.
6. The PTRC provides opportunities for the education of its members,both as part of
committee meetings, and through access to educational events in other settings.
Members actively engage in this education as part of their responsibility to the
committee.
7. Some of the work of the PTRC is in areas of subjective judgment,where there is not
enough hard information to make the decisions that are necessary. Members who are

most successful in these decisions are those who are aware of the values they hold,
willing to engage in the discussion of those values,and respectful of those values
held by others that may differ from their own.
8. The PTRC is composed of individuals with diverse perspectives and experience. The
committee benefits from the contrasts that this diversity engenders, and seeks to
improve the decisions it makes and the actions it takes by understanding the conflicts
and resolving the disputes that arise in the discussion of issues and plans.

SUBJECT: Resolution 2012-026: Supporting the Dedication and Designation of the
Don Messerly Picnic Shelter at Valentine Park
Background
At the June 19, 2012 Parks Trails and Recreation Committee (PTRC) Meeting, it was
recommended by motion that the City Council adopt a Resolution supporting the
dedication and designation of the new picnic shelter to be installed at Valentine Park as the
Don Messerly Picnic Shelter. On August 13, 2012, the City Council adopted Resolution
2012-026 to designate the Don Messerly Picnic Shelter. At that time, staff indicated that
the PTRC would work on determining the type of plaque or sign that would be placed at
the picnic shelter and bring back a recommendation at a future City Council work session
for the City Council to review. Valentine Park is scheduled to reopen in June of 2013. A
grand opening of the park will be planned and a dedication ceremony can take place at that
time.
Requested Action
Staff is looking for the Committee to recommend a plaque or sign design to move forward
for City Council review.

A RESOLUTION SUPPORTING THE DEDICATION AND DESIGNATION OF THE
NEW PICNIC SHELTER TO BE INSTALLED AT VALENTINE PARK AS THE DON
MESSERLY PICNIC SHELTER.
WHEREAS, Don Messerly has been a long standing citizen of Arden Hills;
WHEREAS, Don Messerly has dedicated countless hours of service to the betterment of
the parks and trails of Arden Hills;
WHEREAS, Don Messerly has served regularly on the Arden Hills Parks Trails and
Recreation Committee since 1983;
WHEREAS, Don Messerly has been instrumental in obtaining donations for the park
system through his volunteer service time;
WHEREAS, Don Messerly has worked tirelessly to improve Valentine Park;
WHEREAS, Don Messerly initiated efforts to establish a prairie restoration project at
Crepeau Nature Preserve;
WHEREAS, Don Messerly inspires those around him to value our City and take part in
its improvement;
NOW,THEREFORE,BE IT RESOLVED that the City of Arden Hills dedicates and
designates the new picnic shelter at Valentine Park as the Don Messerly Picnic Shelter.

SUBJECT: Recreation Statistics—spring/summer 2012
Background
At the last PTRC meeting in November, staff presented program participation numbers for the
2012 spring/summer Recreation programs for committee review and discussion. Enrollment was
up 87 from 2011. We had a total of 1,301 participants enrolled in spring/summer of 2012.
There was a request for cooperative programs offered by the City to be identified on the
spreadsheet. The information has been revised to include shading to identify cooperative
programming. Staff has an evaluation process for all classes. Staff is open to suggestions on
types of programs that could be possibly added to enhance our offerings. Staff will bring the
overall 2012 program statistics to the January meeting for review.

SUBJECT: Committee Membership
Background
The PTRC has two vacancies for membership. Both vacancies are three year terms with an
expiration of December 31, 2015. The City received a committee application on November 20,
2012 from John Van Valkenburg. The Committee Guidelines do not require an interview.
Staff reviewed the application and conferred with Council Liaison Brenda Holden and Chair
Cindy Garretson. The panel felt comfortable recommending Mr. Van Valkenburg based on his
application, without a formal interview. The City Council approved his appointment at their
December 10, 2012 meeting. Mr. Van Valkenburg lives near Floral Park on Royal Lane. His
family has been heavily involved in our Parks and Recreation Programs over the past 10 years.
He has been a volunteer coach for both soccer and t-ball, helped with buckthorn clean up days
and his son Alec completed an Eagle Scout project for the City this past spring. Mr. Van
Valkenburg's official term will begin in January, 2013.
Since that recommendation, staff has received two applications for the remaining vacancy. The
panel is attempting to schedule interviews of both candidates in order to make a recommendation
for appointment to Council.
