Adopt Resolution 2013-003 and provide staff with direction on pavement rehabilitation approach and

SUBJECT: 2013 Pavement Management Program — Order Improvement and
Preparation of Plans and Specifications
Background
Earlier in the agenda the Public Hearing was held for the 2013 Pavement Management
Program. In order to proceed with this project the City Council needs to order the
improvement and preparation of plans and specifications.
Discussion
Please refer to the Public Hearing memo from Item 7A.
Council Actions Requested
Adoption of Resolution 2013-003: Ordering Public Improvement and Preparation of
Plans and Specifications for the 2013 Pavement Management Program. Minnesota
Statutes state that the adoption of this resolution requires a four-fifths vote.
Provide City staff with direction on the selected pavement rehabilitation approach
(reconstruction or reclamation).
Provide City staff with direction on the storm treatment options (tennis court area,
Johanna Marsh area, other).

RESOLUTION NO. 2013-003
A RESOLUTION ORDERING IMPROVEMENT AND PREPARATION OF PLANS
AND SPECIFICATIONS FOR THE 2013 PAVEMENT MANAGEMENT PROGRAM
WHEREAS, a resolution of the City Council adopted November 13, 2012, fixed a date
for a Council hearing on the proposed improvement of the following streets:
Asbury Avenue North from the municipal boundary to Glenhill Road;
Asbury Avenue North from Glenhill Road to Edgewater Avenue;
Ridgewood Road North from the municipal boundary to the cul-de-sac:
Glenhill Road from Asbury Avenue North to Snelling Avenue North;
Edgewater Avenue from Asbury Avenue North to Ridgewood Road
WHEREAS,ten days mailed notice and two weeks published notice of the hearing was
given, and the hearing was held on January 14, 2013, at which time all persons desiring to be
heard were given an opportunity to be heard thereon,
NOW THEREFORE,BE IT RESOLVED BY THE CITY COUNCIL OF ARDEN
HILLS, MINNESOTA:
1. Such improvement is necessary, cost-effective, and feasible as detailed in the feasibility
report.
2. Such improvement is hereby ordered as proposed in the Council resolution adopted
November 13, 2012.
3. The City of Arden Hills Engineering Department is hereby designated as the engineer for
this improvement. The engineer shall prepare plans and specifications for the making of
such improvement.
ADOPTED BY THE CITY COUNCIL OF THE CITY OF ARDEN HILLS THIS
14th DAY OF JANUARY,2013.
