EN HILLS MEMORANDUM DATE: January 14,2013 TO: Honorable Mayor and City Councilmembers Patrick Klaers, City Administrator FROM: Amy Dietl, Deputy Clerk SUBJECT: Organizational Memo and Annual Appointments Background Each year, the organization of the City of Arden Hills is established. The City is required to designate official depositories,the official newspaper, statutory authority, and appointments. Attached are three organizational resolutions for the year 2013. • Resolution 2013-001 contains organizational appointments. • Resolution 2013-002 offers commission and committee appointments. • Resolution 2013-006 includes Council liaison appointments to commissions and committees. Council Action Requested Motion to approve Resolution 2013-001, a Resolution Relating to the Organization of the City of Arden Hills. Attachment A *0 Resolution 2013-001 January 14, 2013 —City Council Meeting City of Arden Hills Ar- EN HILLS It' ,,-A EN HILLS CITY OF ARDEN HILLS COUNTY OF RAMSEY STATE OF MINNESOTA RESOLUTION No. 2013-001 Resolution Relating to the Organization of the City of Arden Hills BE IT RESOLVED by the City of Arden Hills, Ramsey County, Minnesota(City) as follows: Section 1. Official Depository. Pursuant to Minnesota Statutes, Chapter 118A.02, Subdivision 1, the City Council designates the following financial institutions as official depositories for municipal funds: a) US Bank b) Affinity Plus Federal Credit Union c) Wells Fargo Bank,N.A. Investment Brokers: a) RBC Wealth Management b) Minnesota Municipal Money Market Fund (4M Liquid Asset and 4M PLUS Funds) c) Wells Fargo Securities, LLC d) Wells Fargo Advisors, LLC e) Morgan Stanley Smith Barney, LLC Section 2. Official Newspaper. Pursuant to Minnesota Statutes, Section 412.831, the City Council designates the following newspaper as official newspaper of the City: a) Shoreview-Arden Hills Bulletin The Mayor and Clerk are authorized and directed to enter into agreements with the official newspapers for the publication of items required by law to be published. Section 3. Mayor Pro-Tem. Pursuant to Minnesota Statutes, Section 412.121, Council Member Fran Holmes is appointed Mayor Pro-Tem and is to perform the duties of the Mayor during the absence or disqualification of the Mayor or in the case of a vacancy in the office of the Mayor. Section 4. Officers: Employees: Appointment. The following persons are appointed to the offices indicated. City Administrator/Clerk Patrick Klaers Director of Finance and Administrative Services/Treasurer: Susan Iverson Section 5. Acting Officers; Deputies. The following are appointed to the office indicated. Acting Administrator: Susan Iverson Deputy Clerk: Amy Died and Susan Iverson Deputy Treasurer: Patrick Klaers Section 6. Regular Council Meetings. The regular meeting of the City Council of Arden Hills is to be held on the second and last Monday of each month at 7:00 p.m. in the City Hall. Section 7. City Attorney. The firm of Campbell Knutson, P.A. is appointed City Attorney with Joel Jamnik as primary City Attorney. Section 8. Financial Consultant. The firm Ehlers & Associates, Inc. is appointed financial consultant. Section 9. Engineer. The Public Works Director, Terry Maurer is appointed City Engineer. Section 10. Auditor. The firm Malloy, Montague, Karnowski, Radosevich and Company (MMKR) is appointed City Auditor. Section 11. Insurance Consultant. D.C. Fields is appointed insurance consultant with Mark Lenz as principal consultant. Section 12. Emergency Management Director. Emergency Preparedness Resource Group, LLC. Section 13. Police. Ramsey County is appointed as the City police and law enforcement agency. Section 14. Fire. Lake Johanna Fire Department is appointed as the City Fire Safety Officer. Section 15. Fee Schedule. The fee schedule for the year 2013 was adopted as Ordinance number 2012-010. Section 16. Animal Control. Ramsey County is appointed as the City animal control officer. Resolution 2013-002 January 14, 2013 —City Council Meeting City of Arden Hills dr -ARDEN HILLS ,-A EN HILLS CITY OF ARDEN HILLS COUNTY OF RAMSEY STATE OF MINNESOTA RESOLUTION No. 2013-002 Resolution Relating to the Appointments to the Commissions and Committees of the City WHEREAS, the City Council annually appoints residents to serve in an advisory capacity to the City Council regarding planning and zoning issues on the Planning Commission; WHEREAS, the City Council annually appoints residents to serve in an advisory capacity to the City Council regarding the development and redevelopment in the City of Arden Hills on the Economic Development Commission; WHEREAS, the City Council annually appoints members to serve in an advisory capacity to the City Council regarding parks, trails and recreation issues on the Parks, Trails, and Recreation Committee; WHEREAS, the City Council annually appoints residents to serve in an advisory capacity to the City Council regarding City financial planning on the Financial Planning and Analysis Committee; WHEREAS, the City Council annually appoints residents to serve in an advisory capacity to the City Council regarding communications and newsletters on the Communications Committee: THEREFORE, BE IT RESOLVED The Arden Hills City Council appoints or reappoints the following people to serve on the following commissions and committees with terms ending as noted by the name: Section 1: Planninp, Commission: A.
