South Water Tower Rehabilitation

In 2012 both of the City's water towers were fully inspected. The recommendations
coming from these inspections were that the South Water Tower should be completely
rehabilitated inside and out within the next two years. There were also several minor
structural items that were noted that need to be addressed. This project was programmed
in the 2013 CIP at an estimated cost of$900,000 (attached is the CIP sheet).
This type of project needs specialized engineering and inspection services so staff
requested proposals from three engineering firms of Bolton and Menk (BMI), SEH, and
WSB. All three responded to the request with proposals that reflected an understanding
of the project and a team capable of completing the work. After carefully reviewing the
fees proposed by each firm to ensure there was an "apples to apples" comparison, the
following table reflects the proposed fees from each firm.

As can be seen from the table above, BMI provided the lowest total fee for the complete
project work scope. Staff would recommend entering into a contract with BMI in an
amount not to exceed $48,800 for the engineering and inspection work for the
rehabilitation of the South Water Tower.
A tentative schedule of the project would be as follows:
• Pre-design Services February 2013
• Plans/Specifications March 2013
• Bidding April/May 2013
• Start Construction June/July 2013
• Project Complete (14 Weeks) September/October 2013
During the time that the tower is out of service, the City's water pressure and storage will
be provided from a tower in Roseville's system. Roseville has already been made aware
of our project. They actually have a planned tower work on their system in 2014 when
our tower will provide backup to them.
Council Action Requested
Authorize entering into a contract with Bolton and Menk for the engineering and

Description
The City has two water towers;a 500,000 gallon north tower and a 1,000,000 gallon south tower.Based on a 2005 inspection report some
improvements are needed at the south tower.The north tower was last inspected in 2000 and repairs were undertaken in 2001.
In 2012 both water towers were inspected inside and outside using the"float down'method by Kollmer Consultants,inc of Stacy MN.Based upon
these inspections the recommendation is to make minor structural modifications to each of towers together with a complete stripping of the existing
paint and a full repainting.Kollmer recommended that the south water twoer be completed in the next 1 to 2 years and the north water tower be
,completed in the next 2 to 3 years.
Justification
In order to proceed with the repairs at the both towers plans and specs need to be prepared based on an actualy most recent inspection of the towers
by Kollmer Consultants.
