Suuuortine Documents: • Memorandum dated February 4, 2013, from Patrick Klaers, City Administrator • Resume from David Sand • Resume from Clayton Larson i -- AlZEN�HILLS MEMORANDUM DATE: February 4,2013 TO: Honorable Mayor and City Councilmembers FROM: Patrick Klaers, City Administrator SUBJECT: Interviews for the Joint Development Authority Board Background/Discussion The Joint Powers Agreement (JPA) between the City and Ramsey County for the redevelopment of TCAAP was approved by the City Council in late 2012. The JPA calls for the establishment of a Joint Development Authority (JDA) to implement the TCAAP Master Plan and to oversee the redevelopment process and activities. The JDA Board is composed of two members from the City Council, two members from the Ramsey County Board of Commissioners, and one citizen from Arden Hills to be appointed by the City Council. This citizen appointee will be the Chair of the JDA Board and the appointment will be for a two year term. On January 14th the City Council decided to interview four citizens for appointment to the JDA. Letters have been sent to these residents regarding the February 4, 2013, interviews and all four have confirmed their interest in the position and their availability for the interview. On January 28th the City Council provided staff with some comments on interview questions. Staff will be putting together a list of possible questions and have them available for the February 4, 2013, meeting. The Council can adjust, add or delete from the list of questions at the beginning of the February 4th meeting. I am not including any interview questions with this memo as, at this time; I don't think that we should make the proposed interview questions public. During my 13 years of service on the city's planning commission, I had the pleasure of working with five separate "planners," almost as many development directors and city administrators, and multiple council members. Through that experience, I believe I was able to establish a good working relationship with all those with whom I worked, and developed a high regard for the quality of people who served Arden Hills, whether as staff, council member, volunteer, or citizen.
