CITY OF ARDEN HILLS, MINNESOTA
ECONOMIC DEVELOPMENT COMMITTEE MEETING
WEDNESDAY, AUGUST 21, 1996
8:00 A.M.
ARMY RESERVE CENTER
1. CALL TO ORDER
The meeting was called to order at 8:05 a.m.
2. ROLL CALL
Present were: Dan McCallum, Chair; Ray McGraw, Vice Chair; Arnold
Lindberg; Steve Freimuth; Tom Goblirsch; Jeanne Winiecki; Tom
Andreason; Ted Brausen; Council Liaison, Beverly Aplikowski; and
Kevin Ringwald, Community Development Director.
Others present were: Tom Steele, Finance Committee Liaison; Brian
Schoberg, Mounds View EDC; and Julie Tostenson, Department
Secretary.
Absent were: Terry Nagle and Brian Fritsinger, City Administrator.
3. APPROVAL OF MINUTES
Minutes from the July 24, 1996 meeting were approved, following a
motion made by Ray McGraw and seconded by Arnold Lindberg
4. MARKETING BROCHURE
The front cover of the marketing brochure was discussed and it was
decided that the layout of the front cover would remain the same, as what
I
was on the draft copy. It was suggested that an alternate picture be
provided for the lower photograph. The layout of the back cover of the
brochure would remain the same. It was suggested that a picture with less
shading be provided for the residential photograph on the back cover.
The map that would go on the inside cover of the brochure was discussed.
It was decided to go with the map which provided less detail and showed
just the principal interstate system. It was determined that the map should
show how many minutes it would take to get to four (4) main destinations
in the Twin Cities to or from Arden Hills. The following are:
•
1. U of M -10 minutes;
2. St. Paul - 12 minutes;
3. Minneapolis Downtowns - 12 minutes; and
4. International Airport - 25 minutes.
A motion was made to leave the brochure as is, except for the changes
stated. The Staff will contact Terry Nagle regarding the interior of the
marketing brochure. The Staff will draft a letter to the City Council
requesting use of the budgeted funds for the printing of the marketing
brochure after the entire brochure is complete and reviewed by the EDC.
Motion carried 8-0.
5. BANNERS
The banners along County Road E need to be replaced, in the past, the
banners have been purchased through private donations. The City does
not have the right equipment to replace the banners. The Staff prepared
two estimates on the cost to replace the banners. The first estimate (5 year
life expectancy) is based on providing two banner themes (Spring/Summer
& Fall/Winter). The second estimate (7 year life expectancy) is based on
providing four banner themes (Spring, Summer, Fall, and Winter). The
cost estimates for the purchasing of the banners and the rental equipment
is as follows:
1. $7,267.31 for 20 banners two (2) times a year, Spring/Summer and
Fall/Winter, with brackets and equipment rental.
2. $14,271.33 for 20 banners four(4) times a year, Spring, Summer,
Winter and Fall, with brackets and equipment rental.
The Staff informed the EDC that with proper equipment the 20 banners
could be alternated in approximately four(4) hours.
The EDC concluded that banners should be purchased through donations
from the business along County Road E and charitable organizations. Ray
McGraw and Ted Brausen volunteered to contact the businesses on
County Road E to obtain their comments and possible donations, and
report back the information at the next EDC meeting.
6. COUNCIL REPORT
Councilmember Aplikowski stated that the Council is in the process of
looking at the development of the five (5) year street maintenance
program.
The Council is the process of finalizing the 1997 budget. •
• The Council may be reviewing the assessment policy as it relates to the
street maintenance program.
The Council is still in the process of making a decision on whether or not
the City of Arden Hills will be involved with the Quad Ice Arena.
The City of Arden Hills is evaluating five (5) architectural firms to
provide services for the design of the new City Hall. The Council should
be making a decision by the end of September.
7. MISCEI T,ANEOUS
Ramsey County will be reconstructing the Cleveland Avenue bridge in
1997. The Golden Quince Bakery is a new business in Arden Hills and is
located in Arden Plaza. The City of Arden Hills has been informed that
the Minnesota Department of Trade and Economic Development has
awarded the CPI project a$300,000 grant(forgivable loan) for the creation
of at least 70 high paying jobs and the retention of 540 high paying jobs in
Arden Hills.
8. COMMITTEE COMMENTS
• Ray McGraw stated he would like to see the Economic Development
Committee get involved with the discussion on the Pavement Management
Program.
Jeanne Winiecki stated that MPCA is in the process of reviewing the re-
issuance of a toxic waste storage permit at TCAAP. The relevant
information on the permit is at the Arden Hills library.
Arnold Lindberg stated that the City Hall should be built now, because the
longer the City waits, the more expensive the cost is going to be.
Dan McCallum stated that it should not be hard to sell the ice time for the
Quad Ice Arena.

SUBJECT: Marketing Brochure
The EDC at its August 21, 1996 meeting discussed various alternatives for the design of the
cover of the marketing brochure. The EDC discussed these alternatives in detail. The final
design of the exterior of the brochure should be available for review at the meeting.
The internal portions of the marketing brochure are being prepared by Terry Nagle and should be
available for review at the meeting.
If the EDC is comfortable with the final designs of the exterior and interior of the marketing
brochure,then the EDC should endorse a motion to request that the City Council authorize the
use of budgeted funds for the publication of the marketing brochure.

SUBJECT: Monthly Report
1. Welsh Companies. The Planning Commission on September 4, 1996 recommended
approval of the Welsh Companies development proposal (Planning Case 96-12) in the
Gateway Business District. As you will remember the Welsh Companies proposal (Phase
I) was for a 154,237 square foot industrial building ($6.5M to S7.0M) on the `'Binger"
property, which is located at the northeast corner of Round Lake Road and Butcher's
Street. The Planning Commission recommended approval of the applicants request,
essentially as requested. However, the recommendation did include upgrades to the
exterior of the building to which the applicant consented to. The recommendation of the
Planning Commission will be heard by the City Council on Monday, September 30,
• 1996.
The Staff is continuing to work with Welsh Companies on the development of subsequent
phases of this project. Assuming the City Council approves Planning Case 96-12, then
Staff would anticipate that the pace of development on the subsequent phases would
accelerate. As always, the Staff will keep the EDC informed on development activities in
the GBD.
2. Arden Hills Real Estate Sales. The September 2, 1996 issue of the Minnesota Real
Estate Journal in its Ramsey County Sales information section contains a transfer of
property in the Gateway Business District. The property is 4354 Round Lake Road
which is the Round Lake Business Center (Planning Case 86-15). The property was
transferred from Prudential Insurance (an institutional investor) to Bayport Properties ( a
regional real estate service company). The sale price of the property exceeded the market
value of the property (including building) for tax purposes.
