Home My WebLink About2013-020 i lt �-ARZEN�HILLS CITY OF ARDEN HILLS COUNTY OF RAMSEY STATE OF MINNESOTA RESOLUTION NO. 2013-020 RESOLUTION ADOPTING SPECIAL ASSESSMENT ROLL FOR THE 2013 PAVEMENT MANAGEMENT PROGRAM WHEREAS, pursuant to proper notice duly given as required by law, the City Council has met and heard and passed upon all objections to the proposed assessment for the improvement of the City of Arden Hills 2013 Pavement Management Program improvement of the following streets: Asbury Avenue North from municipal boundary to Glenhill Road Asbury Avenue North from Glenhill Road to Edgewater Avenue Ridgewood Road North from the municipal boundary to the cul-de-sac Glenhill Road from Asbury Avenue North to Snelling Avenue North Edgewater Avenue from Asbury Avenue North to Ridgewood Road THEREFORE, BE IT RESOLVED by the Mayor and the City Council that: 1. Such proposed assessment roll, a copy of which is attached hereto and made a part hereof, is hereby accepted and shall constitute the special assessment against the lands named therein, and each tract of land therein included is hereby found to be benefited by the proposed improvement in the amount of the assessment levied against it. 2. Such assessment assessed against each parcel of land shall be payable in equal annual installments extending over a period of seven (7) years, unless prepaid, the first of the installments to be payable with general taxes levied in 2013, collectible with such taxes during the year of 2014. The assessment shall bear interest at the rate of 3.80 percent per annum from the date of the adoption of this assessment resolution. To the first installment shall be added interest on the entire assessment from the date of this resolution until December 31, 2013. To each subsequent installment when due shall be added interest for one year on all unpaid installments. 3. If the adopted assessment differs from the proposed assessment as to any particular lot, piece, or parcel of land, the City Administrator shall mail to the owner a notice stating the amount of the adopted assessment. The administrator must also notify affected owners of any changes adopted by the Council in interest rates or prepayment requirements from those contained in the notice of the proposed assessment. 4. The owner of any property so assessed may, at any time prior to certification of the assessment to the county auditor, pay the whole of the assessment on such property, with interest accrued to the date of payment, to the City Administrator, except that no interest shall be charged if the entire assessment is paid by June 12, 2013. The owner may at any time thereafter, pay to the County Auditor the entire amount of the assessment remaining unpaid, with interest accrued to December 31 of the year in which such payment is made. Such payment must be made before November 15 or interest will be charged through December 31 of the succeeding year. 5. The City Administrator shall forthwith prepare and transmit a certified duplicate of this assessment to the County Auditor to be extended on the property tax lists of the county. Such assessments shall be collected and paid over in the same manner as other municipal taxes.
