SUBJECT: B-2 Feasibility Report Presentation
During 2012, with the help of Bolton and Menk, the City explored various road improvement
alternatives along County Road E, between T.H. 51 and Lexington Avenue, in support of overall
B-2 District revitalization efforts. This alternatives analysis relied on several levels of public
engagement and concluded with a final report and a preferred roadway improvement concept,
which were accepted at the December 17, 2012, City Council meeting. At that same meeting,
the City Council also authorized entering into a contract with Bolton and Menk to proceed to the
next step which is the completion of a formal feasibility report.
The preferred roadway improvement concept reflects an incremental approach toward future
improvements along the County Road E corridor. The concept, referred to as a Phase 1
improvement, is intended to take advantage of lower cost and easier opportunities to improve
travel along the corridor. It addresses pedestrian improvements, helps balance traffic mobility
and property access, and includes aesthetic improvements. While the Phase 1 concept does not
address all existing issues and concerns along the corridor, as an incremental step, it is adaptable
to further improvements in the future.
The layout being presented at this work session is a refinement of the Phase 1 concept that was
accepted by the City Council in December 2012. The layout has been further developed with
field survey information as well as additional input from owners whose properties were more
directly impacted by the proposed concept improvements. It illustrates the accomplishment of
many of the Phase 1 goals, and has also been restricted, in some cases, particularly as it pertains
to cross-access connections between private properties.
Marcus Thomas from Bolton & Menk will present the current County Road E layout during the
work session and discuss how it has evolved from the concept that was in the December 2012

report. During the discussion, staff will be looking for general consensus on the continued
direction of the preliminary design. Steps thereafter will include finalizing the preliminary cost
estimate, quantifying cost participation with Ramsey County, identifying applicable special
assessments, and the completion of the final feasibility report. The intent is to have the report
completed by the end of June for City Council acceptance.
