CITY COUNCIL WORK SESSION MEETING
JULY 8,2013
6:00 P.M. -ARDEN HILLS CITY HALL
CALL TO ORDER/ROLL CALL
Pursuant to due call and notice thereof, Mayor Grant called to order the City Council
Work Session meeting at 6:18 p.m.
Present: Mayor David Grant; Councilmembers Fran Holmes, Dave McClung
(arrived at 6:45 p.m.), and Ed Werner
Absent: Councilmember Brenda Holden(excused)
Also present: City Administrator Patrick Klaers; and Deputy Clerk Amy Dietl
1. APPROVAL OF AGENDA
The Council accepted the agenda as presented.
2. AGENDA ITEMS
A. Legislative Update
State Senator Bev Scalze stated that this is the first year of the biennium. As such, her goal is to
revisit the two bills regarding I-694 and TCAAP, as no roads in and around TCAAP have been
approved. She discussed the changes made to the local government aid formula along with the
funding levels. It was noted that the state sales tax requirement on municipalities will be
eliminated in 2014. The data privacy law change related to citizen emails was reviewed with the
Council, along with garbage organized collection law change.
State Representative Barb Yarusso discussed water wells issues. She noted that an income
based property tax is being considered. An expansion regarding how medical leave can be taken
was approved. In addition, there will be "no excuse" absentee voting.
Mayor Grant requested information on coal tar.

State Senator Scalze discussed the use of coal tar in driveway sealants noting that this compound
will no longer be allowed in the State of Minnesota due to the fact it is hazardous to both people
and waterways.
City Administrator Klaers questioned the likelihood of the State approving funding for TCAAP
roads in 2014.
State Senator Scalze stated that she will continue to work on this issue as TCAAP in Ramsey
County has needs for $35 million in bonding for roads. Further discussion ensued regarding the
need for bridge maintenance in the northeast metro.
Mayor Grant commented that the Highway 96 and I-35W bridge is deficient and in need of
repair. He encouraged the representatives to seek funding to assist with the bridge reconstruction.
State Senator Scalze understood that each of the County roads in the area are in need of repair.
She encouraged the City to seek local businesses and residents to assist in lobbying on the City's
behalf. She requested that the City keep her updated on the TCAAP redevelopment as it
progresses.
Mayor Grant invited the representatives to attend the upcoming TCAAP open house and thanked
them both for the updates provided this evening.
3. COUNCIL COMMENTS AND STAFF UPDATES
