Background/Discussion Kiuiley-Horn is completiig the "discovery phase" of the master planning process and has requested an opportunity to receive Council feedback on the public involvement process to-date and Council direction on establishing development scenarios for the AUAR. Kimley-Horn is interested in hearing City Council comments and insight on TCAAP prior to drafting the Master Plan. A draft Master Plan should be available for City Council review in December. Different colored paper was provided to indicate Parks (green), Retail (red),and Off ice(blue),with the yel I ow base of the area being Resi desti al.The size of the paper squares was proportional tothe ratio of uses analyzed in the zoning scenario of the traffic capacity analysis. Developer Iiiter`-iews City of Arden HIls staff, Ramsey County staff,and consultants interviewed representatives from Opus, CSM Corp, Lennar,and Ryan Compares. C onlillci thellies'luojilidits: • The site is in a desirable location and the cleanup to residential standards is attractive. • This is a large site; development will need to be phased over a longer period of time(15-20 yrs). Market cannot absorb it all at once.Break into manageable pieces. • Have patience to stick with the vision and don't force solutions, but also be flexible. Create a solid frame�vision,but don't be too restrictive. • Nbre flexibility=more opportunity,because the marl�et will change,and the market drives development. • Developers are very cost-conscious and market-driven. They evaluate the land cost per square foot including costs for infrastructure and amenities. Too much green space or amenities can cause the land to exceed the price pant. Density may be useful to help pay for amenities. • Get developer input into the Master Plan to ensure that the community isn't overpromised a certain design standard,level of amenities,or land use. • Access i s key.I rrproven-eats to H wi I I be very i mportant. • Developers viewed the remediation of the property to a residential standard and the preservation of areas north and east of the property for open space as a huge achievement for envi ronmental sustai nabi I ity. • Many sustainability features, particularly building and mechanical systems, are already built in without speafic L®certification.Sometimes getting the plaque isn't worth the extra investment. • Sustainability features can work if payback is within a reasonable period.Must be cost-effective and proven, if not proven, customers won't pay. Developers are not yet embracing net zero energy and on-site generation. City and County may need to pay if they want these features. • The idea of a regional storrwater system makes sense. • There is a stigma in the community regarding contamination. The City and County will need to actively work to dispel misinformation and alleviate concerns about the property. • The Master Plan should dearly articulate the opportunities and requirements for development so that developers and private investors have certainty regarding what can be approved. The master planning process can add significant value by overcoming political hurdles to development. • The City and County should reach out to the brokerage community since nearly every office and industrial user is represented by a broker. Businesses,which are represented by a broker,should not be approached directly to avoid alienating thie brokerage community. Single- and multi-family brokers also have good insight into consumer preferences. The Ramsey County parks are developing continually with new trends and I think my suggestion would be a hit and a real draw for the people,with fun for the whole family. Idea fro TCAAPsite: AZip-line and/or two Alpine Sides from atop the"BIG' Hill with a Chair-lift to the top AND reasonable Fates on the Fades. I think that thiswould be great AND that it would save thousands from having to drive long distancesto enjoy thisfun and thrilling adventure! OH#1 Process I enjoyed the open house,it was educational. Hopefully,after so many false starts it will be developed in the near future. I'm attaching my ideas for the site: (drawing included inland use exercise summary) OH#1 Land Uses Would like mixed development,+possibly trails included. A Maple Grove shopping/living area concept would be great,perhaps a theatre. No want race track-too noisy. OH#1 Arden Hills Land Uses, Office* retail space should be along Hwy 10&35W to provide ability for"advertising",but more Attractions, importantly,to block out the freeway noise from 10&35W to the residential area. Open mace strongly encourage space designated for athletics. M VHS needs anew hockey arena. Need space for baseball fields,soccer,lacrosse and other athletics. Also consider an Arden Hills Community Center for meeting rooms&other activities. We are in our early 50's&would love to see 1 level homes(no basement-everything on 1 level&2-3 car garage)built on this property in the$150-$250Kprice point. We have plenty of mega houses around here already. OH#1 Arden Hills Open Space, As a people,we are developing our planet literally to death! Let's do our part to preserve what Environmental little natural space we have. My first choice isto make it a nature preserve with bike&hiking Concerns trails. If you must generate revenue,then make the space a wind turbine and/or solar farm with as much natural area as possible! We need more trees to generate oxygen-this balances all the carbon generation that will kill our grandchildren. Please listen to people,local residents,the earth-not just big money interests. Office and retail space should also connect,but in these cases emphasizing transportation,which can be built differently than recreational links. This would keep residential housing to the east&will provide some sound buffer to the freeway noise. The center"canal"running north to south for storm water looked promising. Today it seems there is lot of senior housing being developed in our area. Do we need more? Single homes should have a decent yard. Homes built by Pratt-Harbor Place in Shoreview,were too big for the size of the lots. OH#1 Land Uses, I don't think this area should be destination shopping. Fbseville is saturated,and to the north a Environmental few miles on 35W&Lexington,there is Ip enty. Keep retail shops,that are needed for local Concerns, residents needs. Negotiate with deer to stay over in the Army F�serve land. Coyotes&Fox will be more difficult to keep out unless homeowners are forced to keep their cats indoors. Street lighting should be kept at a bare minimum. Thiswould facilitate a better viewing of the Bison Comet-due this fall. The mainstreet shops design used at Silver Lake in a Anthony&up at the area off 35W&Lexington is desirable,however,they did not provide adequate boulevard from the roads&parking,for winter snow storage. Thiswill be a nightmare for businesses along the Central Corridor LRT along University Avenue. We still live in Minnesota. It seems the planners aren't from here. Wait till it snows.
