Kilnley-Horn is requesting that the City Council review and discuss the development scenarios and AUAR order prior to approval at the October 14, 2013,regular City Council meeting. Subject: TCAAP AUAR Order and Proposed Scenarios Input from public and stakeholder engagement activities,discussions with the City Council and JDA,and findings of technical analysis have been reviewed by the consultant team along with city and county staff.This information has been utilized to develop two proposed scenarios for evaluation in the Alternative Urban Areawide Review(AUAR). In order for the AUAR process to begun,the City Council must issue an AUAR Order,which establishes the study area boundary and scenarios to be addressed.We are asking the City Council to initiate the AUAR Order at its meeting on October 141n. As discussed with the City Cowicil in a work session on September 30d,the AUAR must include a scenario that is consistent with the existing comprehensive plan. Because the existing TCAAP zoning offers more detail than the comprehensive plan,using zoning regulations is an acceptable alternative. It is also in the best interest of the city to include a scenario which covers the "worst case"possible impacts.The AUAR will"test"the development so the City,as the responsible government unit(RGU),has information available to make informed decisions about level of development and mitigation needed. Scenarios proposed to be evaluated in the TCAAP AUAR include: Zoning Scenario: up to 1,500 residential Louts;500,000 square feet of retail;and 1,700,000 square feet of non-retail commercial. This scenario is consistent with the City's comprehensive plan and the associated development limits included in the City's zoning code. Maximum Development Scenaioo: up to 2,500 residential units;550,000 square feet of retail;acid 15950,000 square feet of icon-retail coInnlerclal. Kristie and staff will be able to discuss available right-of-way, proposed improvements, Rice Creek Watershed requirements, estimated project costs and finlding options. Staff has also done a significant amount of research into actions in the late 1990's when this project was last discussed. Staff will be looking for concurrence with the proposed improvements and some direction on funding of the project, especially regarding assessments. Page 1 of 1 AGENDA ITEM kITEN HILLS MEMORANDUM DATE: October 141, 2013 TO: Honorable Mayor and City Councilmembers Patrick Klaers,City Adininistrator FROM: Teriy Maurer,Public Works Director SUBJECT: County Road E(B-2 District)Assessment Scenarios Late last year the City hired Bolton and Menk to prepare a Feasibility Report for the Phase 1 Improvements to County Road E. At the June 10, 2013, Work Session Marcus Thomas of Bolton and Menk discussed the proposed improvements with the Council. At Monday's Work Session Marcus will be in attendance to discuss the project financing and specifically assessments. In general, the total project cost is estimated at $1.8 million. Ramsey County has committed to funding approximately half of that cost leaving about $900,000. Staff and Marcus have focused on a 50/50 split between assessments and City to fund the remaining $900,000. We have met with Tom Scott of the City Attorney's office to discuss various assessment methods. Based on these conversations Marcus will be presenting an assessment method of both front footage assessments to properties along County Road E and an area assessment to the whole B-2 District. Staff and Marcus will be looking for Council direction regarding the 50/50 split between assessments and City and feedback on the assessment method so the Feasibility Report may be completed and presented to the Council.
