Recommendation:
Staff requests that the City Council adopt the attached No Parking Resolution prohibiting parking on the
west side of Old Highway 10 from McCracken Lane to the railroad bridge.

SUBJECT: No Parking Resolution - Lake Johanna Boulevard
Background
At a previous City Council meeting, the Council asked for "No Parking" signs to be
posted on the west side of Old Highway 10 from McCracken Lane to the railroad bridge.
Bethel University was given a courtesy notification to see if they had any significant
concerns. Their response is attached. They would prefer no parking on the east side of
Old Highway 10 for the convenience of people parking on the side with the athletic
facilities.
Ramsey County was contacted because Old Highway 10 is their roadway. They have no
problem with this request; in fact they have agreed to post the signs if the City purchases
them. The Public Works Superintendent has secured the necessary signs.
The County Traffic Engineer has asked to have the City Council pass a No Parking
Resolution that they will then forward to Mn/DOT since Old Highway 10 is on the
County's State Aid System. This is Mn/DOT's method of tracking these types of
restrictions on the State Aid System. Attached is a No Parking Resolution modeled after
Mn/DOT's sample resolution.
Council Action Requested
Adopt the attached No Parking Resolution prohibiting parking on the west side of Old
Highway 10 from McCracken Lane to the railroad bridge.

Terry,
Yes, we had tons of comments, sorry I let those drift to the bottom of my e-mail stack. In general we share the
Cities concern with the road congestion that parking along that section causes. Our concern with potential
signage and parking limitations relates to identifying the west side of the road as the desired no parking area.
On one hand the west side is the chosen side for the eventual trail system which is in place in some select areas.
Unfortunately that is also the side that visitors to the Orth complex use to gain access to the facilities. By
forcing parking to the east side, we would have a significant issue with increased pedestrian crossings and all
the hazards associated with that.
Certainly limiting the parking to just one side will have safety advantages by itself regardless of which side is
chosen, and with that in mind we would request the east side be designated as the no-parking side at least until
significant portions of the trail system are completed in that area. The trade-off at this point relates directly to
the safety of pedestrians and less to the activity related to the incomplete trail system in this location. So to
clarify, Bethel does not support limitations on west side parking, but could support restrictions on the east side.
I've also included a draft report of the traffic study for the Bethel west entrance we received just this week from
SRF. It certainly will be useful in highlighting the volume of traffic in this area. We haven't processed through
the findings ourselves internally,but thought it might be of value to you.

RESOLUTION NO. 2012-011
RESOLUTION PROHIBITING PARKING ON THE WEST SIDE OF OLD HWY 10
FROM MCCRACKEN LANE TO THE RAILROAD BRIDGE
WHEREAS, there are often vehicles parked on both sides of Old Highway 10 when
there are events at Bethel University; and
WHEREAS, this situation creates a difficult situation for pedestrians and bicyclists
using the corridor.
THEREFORE, BE IT RESOLVED by the City Council of the City of Arden Hills,
Minnesota, that the City requests the banning of parking of motor vehicles on the west side of
Old Hwy 10 (CSAH76) between McCracken Lane and the railroad bridge.
ADOPTED BY THE CITY COUNCIL OF THE CITY OF ARDEN HILLS
