Staff would also recommend that the City Council authorize the purchase of pumps and equipment for Lift Stations #1 and #12 from Electric Pump Company in the amount of$100,118.46. Quote from Electric Pump Company. 6. 2013 CIP EN HILLS MEMORANDUM DATE: April 30,2012 TO: Honorable Mayor and City Councilmembers Patrick Klaers, City Administrator FROM: Terry Maurer, Public Works Director `�" SUBJECT: Lift Station #1 and #12 Reconstruction Bids BackV,round At the January 30, 2012, Council meeting a motion was passed unanimously to direct the Public Works Director to move forward with obtaining bids for the upgrade of Lift Station 41 and #12. Attached are the minutes from that Council meeting and an exhibit showing the location of these two lift stations. As the Council is aware, staff has been working towards standardizing all fourteen City lift stations with similar pumps, controls and equipment. Due to this effort staff decided the most cost-effective method to bid the reconstruction of the two lift stations was for the City to purchase the pumps, controls and other equipment and have the contractor who put in the new structures install the City purchased equipment. That way there is no question the City gets the pumps, controls and equipment they want and maybe save a little contractor overhead. At Lift Station #12 the forcemain, that runs east to New Brighton Road and then north about 700 feet in total, has had several breaks over the past few years. Therefore, an alternate bid item to directional bore a new plastic forcemain was included in the project. Bids were received on Wednesday April 18, 2012. A total of four bids were received. The following table provides the bidder's name and their bid. Also the bid tabulation is attached together with a letter summarizing the bids and reviewing the low bid from Elfering and Associates who assisted the staff with the design of the project. Attached is the quote from Electric Pump Company. For each lift station the pumps would cost $18,850 and the control panel would cost $28,000. Sales tax of 6.875% would need to be added to this price for a total of$50,059.23 per lift station. The Capital Improvement Plan (CIP)has an item in it in 2013 for rebuilding these two lift stations at a cost of$410,000 (a copy of this item is attached). Based on the low bid from Magney Construction and the quote for a pump and control panel from Electric Pump Company, the following table summarizes the total project cost. In response to the question regarding cost, he explained there will be an additional expense for a master electrician to actually make the connection of the new pumps to the system. That expense will be rather modest and can come out of the Public Works sewer operating budget. Councilmember Holmes asked if the City has any assurance that Flygt Pump won't go out of business like the company whose pumps are currently in use. She agreed that standardizing the pumps for all the lift stations is a good idea. Public Works Director Maurer stated there are no assurances, however, Flygt Pump has been in business about 40 years. He added that Public Works staff visited the Flygt Pump facility and reviewed their maintenance program and feel very comfortable recommending them. Councilmember Holden questioned how many lift stations will have the OmniSite feature if this proposal is approved this evening and when it will be installed on the other lift stations. Public Works Director Maurer responded that five lift stations will have the OmniSite feature; #2, #5, #7, #8, and #13. It will be installed on the rest of the lift stations by working through the CIP process. Councilmember Holden asked if the intent is to reuse the Pump X's being removed. Public Works Director Maurer responded that the Pump X's they will be removing will just have scrap value so they'll strip off any parts they may be able to use at other Pump X's still in use. Councilmember Holmes stated there does not appear to be a problem with Lift Station #2 at the moment. Public Works Director Maurer explained that there isn't currently a problem with #2 but it is one of the larger lift stations. MOTION: Councilmember Holden moved and Councilmember Holmes seconded that the City move forward with the upgrade of Lift Stations #2, 5, 7, and 8 with the cost not to exceed $243,500. Motion carried unanimously (5-0). The low bid received appears to be competitive and the bids have been reviewed for errors and/or omissions. Magney Construction has completed similar work for other municipalities including St. Louis Park, Eden Prairie, and Spring Lake Park. We would consider them to be a responsible and responsive bidder. We have discussed the project with Magney Construction and they are prepared to meet the construction schedule laid out in the specifications.
