Staff recommends the City Council award the Valentine Park Improvement bid to Interstate Companies in
the amount of $321,757.00 as the lowest responsible bidder. Staff would also recommend Council
authorize the purchase ($90,021.29) from the State contract vendor all amenities discussed with the play
structure/swing set and picnic shelter being the less expensive options.

SUBJECT: Valentine Park Bids
Background
Work began on the Valentine Park Improvement in February 2009 with the Drainage
Report prepared by WSB. In late 2010 the results of that report where reviewed and a
second opinion rendered by Bolton and Menk. After the conclusion of the drainage
process, in January 2011 the Council approved a staff prepared process to move forward
through preliminary design, public involvement, PTRC review, Council review of the
conceptual plan, final design and bidding.
Throughout the process described above, the project budget has also been discussed.
Originally the City's Capital Improvement Plan had a combination of $310,000
programmed for the Valentine Park Improvement, $50,000 for a new play structure and
$260,000 for the other site improvements. In September 2011 after the conceptual
layouts were completed and the drainage improvements analyzed, the total project cost
was estimated to be $663,760 including $65,760 of overhead and $50,000 for
construction contingency. In January 2012, after a topographic survey and preliminary
grading plan was completed, the total project cost was lowered to a range of$529,250-
550,250, with overhead estimated at $55,500 and construction contingency lowered to
$25,000. At that same January 2012 Work Session, the Council removed most of the
perimeter bituminous trail, much of the interior concrete walk, the foot bridge over the
pond was replaced with a culvert and earthen walkway and finally the tree play area was
removed. These removals reduced the estimated total project cost by approximately
$70,000 into the $459,000-480,000 range.
At the September 19, 2011 Council Work Session it was the consensus of the Council to
proceed to final design based on Concept Plan #1 (a copy of which is attached). Also
attached is the site layout for the final bid package.

Bid Package
As the project entered the final bid stages, it was determined that the most cost-effective
way to proceed was to purchase the play structure/swing set, picnic shelter, basketball
goal, picnic tables, benches, trash receptacles and bike rack from the State contract
directly. All other work, such as site grading, soil correction, pond and rain garden
construction, parking lot construction and amenities area preparation, was placed in the
bid package.
The bid package also included the relaying of 263 feet of sanitary sewer and the
elimination of a manhole which was in an area previously subject to flooding and in the
new design fell within the pond. The sewer line being replaced was old clay the which
likely allowed ground water infiltration. The new sewer line will be plastic and the
elimination of the manhole should eliminate any infiltration in this area.
The other item included in the bid package is an oversized rain garden, substantially
larger than needed for just the park improvement. Although this construction did not fit
Rice Creek Watershed District's (RCWD) rules for cost participation, staff was able to
work with RCWD to get a Memorandum of Understanding (MOU) that will allow the
excess rain garden area to be used in the future as credit for a portion of the
Venus/Glenview neighborhood when those streets are reconstructed.
Bids were received on Wednesday, April 18, 2012, for the Valentine Park Improvements.
There were a total of eight bids received; however one was deemed to be unresponsive
because it did not acknowledge an Addendum (this bid would have been fourth). The
bids ranged from a low of $321,757.00 to a high of $453,423.99. The following table
provides the bidder's name and their total bid and the bid tabulation is attached.

Also attached is a letter of recommendation from Elfering and Associates who verified
Interstate's references as the lowest responsible bidder.
As for the park amenities that would be purchased from the State contract, some items
would be pretty standard, and some items will have some options. The vendor that has
the State contract bid is Miracle, who has also been used by the City for previous park
items, so all the amenities will be similar in style to other City parks. The following table
provides the listing of amenities and their cost, including installation and sales tax. The
two items where there are options are the play structure/swing set and the picnic shelter;
for these items the upper and lower prices are shown.

State Contract
Attached are exhibits showing the play structure/swing set and picnic shelter. The basic
differences in the price ranges for the play structure/swing set are the number of
elements. Both price options are the same size and quality. With the picnic structure,
again the cost difference is mostly architectural features. Both are the same size and
quality. The more expensive picnic shelter has a cupola and some other minor
architectural features.
Two items that are not included in either the bid or State contract purchases are the
project landscaping (both planting of the rain garden and tree planting) and the half
basketball court markings. Staff felt one way to reduce cost slightly was to have the
Public Works crew plant the rain garden in the fall as they have done with PMP projects
and maybe even get some neighborhood volunteer help. The Public Works crew could
also plant some bare root trees this fall. An estimate of plant material purchases will be
included in the overall project cost along with the estimated cost for the basketball court
markings.

Given all of the above cost information, the total cost of the Valentine Park Improvement

In this total project cost are a few of items that should be funded elsewhere. These would
include the sanitary sewer realignment at $24,900 from the Sanitary Sewer Utility Fund,
the rain garden which is actually a credit for the future neighborhood street reconstruction
of$21,900, and the storm sewer/drain tile for the parking lot at $25,500 from the Surface
Water Management Fund. This would make the funding scenario look as follows:

If City Council wants to consider reducing the total cost even further here are a few items

Construction Considerations
The grading of the site, as has been discussed previously, will create a higher area on the
west portion of the site on which the parking lot and amenities will be placed. The
western perimeter will be graded to flow around to the rain garden so any drainage off of
the adjacent rear yards will be properly dealt with. The higher area will be above the 100
year flood elevation of Lake Valentine. In fact, the elevation will be very near the low
point on Old Highway 10 so if water ever got high enough to flood the amenities and
parking lot it would also be overtopping Old Highway 10.
Although the perimeter bituminous trails have been removed from the project, the site
grading will prepare this area to be ready for a trail sometime in the future.
Geotechnical investigation completed for the design of the project revealed up to 14 feet
of organic soils on the site, the worse soils are located where the amenities are planned to
be placed. The recommendation from the Soils Engineer includes a granular base and
drain tile under the parking lot and amenities which are included in the bid. The Soils
Engineer also recommends letting the parking lot and amenities area consolidate for a
period of time after the additional fill is placed to create the higher area. Therefore, the
bid has been set up to require the contractor to have the site fully graded and seeded by
the end of June 2012. This would include gravel in the parking lot area and temporary
seed in the amenities area. Then the site is to sit until spring of 2013 to allow for
consolidation of soils. The remaining contractor work is required to be completed by the
end of June 2013, at which time the items purchased from the State contract would be
installed. This construction schedule, due to the soil condition, would have the park out
of service for approximately one year, although the grass field area could be used as soon
as reasonable turf is established.

The items from the State contract would be purchased in 2012 to lock in the pricing but
delivery and installation would not occur until the spring of 2013.
Council Action Requested
Staff recommends the City Council award the Valentine Park Improvement bid to
Interstate Companies in the amount of $321,757.00 as the lowest responsible bidder.
Staff would also recommend Council authorize the purchase ($90,021.29) from the State

Dear Mr. Maurer:
Bids were opened for the above referenced project at 11:00 a.m. on Wednesday, April
18, 2012 in accordance with the Advertisement for Bids. The project consists of
improvements to Valentine Park located in the southwest corner of Lake Valentine Road
and Snelling Avenue N that include grading, storm water improvements, and
construction of new park infrastructure.
Eight (8) bids were received from the following companies listed below from lowest to
highest total bid:

A bid was also received from Max Steininger, Inc., however Addendum Number 2 was
not recognized and so their bid was not included in the tabulation.
Based on the bids received, Interstate Companies is the low bidder. The low bid
received appears to be competitive and the bids have been reviewed for errors and/or
omissions. Interstate Companies has completed work for other municipalities including
Fridley, Columbia Heights, and Golden Valley. We would consider them to be a
responsible and responsive bidder.
